April 13, 2021 City of Oakland to Announce Increased Illegal Dumping Resources as Proactive Garbage Blitz Crews Program Expands Oakland, CA On Wednesday morning City of Oakland leaders will roll out the expansion of a popular, growing program to help address illegal dumping in Oakland: the Garbage Blitz Crews, tasked with proactively patrolling known illegal dumping hot spots and corridors to clean them of abandoned debris and trash.... Dumping and blight have been top-priority issues for both the Oakland community and local government for several years; reports of illegal dumping are by far the service issue most commonly reported to the City’s OAK311 public maintenance request service, outpacing other important priorities including potholes and graffiti. Last year City crews performed more than 30,000 illegal dumping cleanups, about triple the number of cleanups performed just ten years ago. Under pandemic conditions Oakland has seen dumping and blight issues grow. Wednesday’s announcement will be the first of several related announcements as the City and the community work to build back better, envisioning a cleaner and healthier Oakland for all. OPD Chief Announces New Strategy to Reduce Violent Crime Chief LeRonne L. Armstrong announced at a press conference today his plans to address the violence in his city. The Oakland Police Department (OPD) reports there have been 34 homicides this year. That is a 230% increase over this same time last year, when 10 people lost their lives to violence in Oakland. It hurts my heart when I arrive at a homicide scene and I hear the screams of grief from the family and see the te...ars rolling down their faces after losing a loved one, says Chief Armstrong. This year, 13 of Oakland’s homicide investigations were charged by the Alameda County District Attorney’s Office including, the homicide of 29-year-old Derrick Glenn. On March 24, 2021, Glenn was shot and killed at a gas station in the 2200 block of East 12th Street. OPD officers quickly arrested 34-year-old Brian LeGrand Jr. within 24 hours of the homicide. LeGrand was charged with Glenn’s murder. In response to the increase in crime, Chief Armstrong created the Violent Crime Operations Center (VCOC). The VCOC’s primary focus is to provide a timely response to homicides, all gun-related crimes and supporting the Department’s Ceasefire strategy. Since the implementation of the VCOC officers have made several key arrests of homicide suspects and recovered numerous firearms. The Department continues to partner with Oakland pastors in monthly community prayer vigils. Last Sunday, Bishop Bob Jackson of Acts Full Gospel Church, led the vigil to end violence in our city. More than 100 people attended the event at Verdese Carter Park. Chief Armstrong thanks the community for their continued support in reducing gun violence. The City of Oakland continues to see an increase in violent and dangerous illegal sideshows. In response to this violent activity, Chief Armstrong makes a weekly request to the City Administrator for the authority to deploy a dedicated sideshow enforcement detail. The officers focus on deterring, enforcing, and responding to this illegal activity. Because of these efforts, nearly 20 vehicles have been towed, 11 individuals were arrested, and two firearms have been recovered. The Department continues to partner with community groups, regional law enforcement agencies, and other city departments for a long-term solution to address illegal sideshows and violent crimes in Oakland. #OPDCARES initiative is about working together as a community to help stop the tragic loss of life and reduce the level of violence in our city. Collectively, we want to ensure Oaklanders and our visitors are safe in our community.

City of Oakland Announces Appointment of Asha Reed as City Clerk Oakland, CA The Oakland City Council has confirmed the appointment of Ms. Asha Reed as City Clerk and Clerk of the Council. Ms. Reed has served as an employee of the City of Oakland since April 22, 2013, joining the ranks of the Office of the City Clerk as a Legislative Recorder and assuming the position of Assistant City Clerk since July 29, 2017.... During her tenure, Ms. Reed has served four iterations of City Council, four Council Presidents, five City Administrators, and two Mayors under the direction of the previous City Clerk. She has served as Acting City Clerk since June 1, 2020, and has demonstrated the skills and competence to effectively handle the responsibilities of the Office of the City Clerk. She continues to be an advocate in finding innovative ways to serve the City of Oakland. I am confident that Ms. Reed will continue to be an asset to the City in the role of City Clerk, continuing to provide support to the City Council, staff, and the public that values transparency, integrity, and public access, said City Administrator Ed Reiskin. City Council President Nikki Fortunato Bas said, "Ms. Reed is an excellent leader in our City. Our Council unanimously approved of her appointment as our City Clerk, which is an important position charged with managing our Council meetings and elections. We thank Ms. Reed for her service and appreciate her leadership." Ms. Reed is a Bay Area native who holds a Bachelor’s in Advertising from San Jose State University, a Master’s in Integrated Marketing Communications with a focus in Public Relations from Golden Gate University, and recently received her Master of Public Administration from Cal State East Bay. I am grateful to the administration and the Oakland City Council for the appointment, and I look forward to continually serving Oakland, said Ms. Reed.

Alameda County Regresses to Purple Tier Prompting Changes in Allowed Activities City Reminds Businesses that Flex Street Initiative has Streamlined Permitting for use of Public Rights-of-Way Oakland, CA Today, the California Department of Public Health announced that Alameda County is now in the most restrictive tier in the State’s Blueprint for a Safer Economy reopening framework. Alameda County is among 41 California counties now in the Purple Tier. In the Purple Tier, indoor dining is not allowed, retail store capacity is capped at 25%, and gyms and fitness centers may only operate outdoors. Hair Salons, Barbershops and Personal Care Services may continue to operate indoors with modifications. Per the State’s requirement, any activity that was only permitted in the Red or Orange Tiers will need to close. For the full roster of activities, visit https://www.cdph.ca.gov//Dimmer-Framework-September_2020.p. Businesses must comply with the changes by 12:01 a.m. on Wednesday, November 18. Oakland businesses that need to expand operations outdoors to comply with the State’s guidance should look to the City’s Flex Street Initiative. All fees have been waived and permitting has been streamlined for business’ use of the public rights-of-way, including sidewalk, parking lane and roadway encroachments. Businesses expanding operations to private parking lots and other private outdoor areas will also benefit from streamlined permitting processes at www.oaklandca.gov/flexstreets. Since launching in June more than 130 businesses have applied through Flex Streets. We need Alameda County residents and businesses to, once again, rise to the challenge and help flatten the curve, said Dr. Nicholas Moss, Alameda County Health Officer. Stay home for the holidays, wear face masks, maintain at least 6 feet of distance, wash your hands frequently, and get your flu shot. Now more than ever, we must protect ourselves, our loved ones, and our neighbors with these simple strategies. We all must recommit ourselves to the safety measures that helped us lower case rates in September and October.
