Kosmont client City of Fresno approved its EIFD Infrastructure Financing Plan (IFP) with a unanimous 7-0 vote on Sept. 17, 2020. Fresno’s is the first City-lead EIFD in California’s Central Valley. The 4,200-acre EIFD is focused in the Downtown core and the Blackstone Avenue bus rapid-transit (BRT) corridor, an area almost entirely comprised of Opportunity Zone and Disadvantaged Community Census Tracts. Kosmont assisted Daly City with the preparation of a city-wide Economic Development Strategy and implementation of the City’s Successor Agency Long Range Property Management Plan (PMP). As part of implementation, Kosmont prepared and managed an extensive developer solicitation process that involved Requests for Qualifications (RFQ) and Proposals (RFP) for three high-priority City controlled properties. After developer selection and negotiations, lengthy due diligence, financial feasibility analyses, and Exclusive Negotiation Agreements (ENAs), successful Disposition and Development Agreements (DDAs) for three key development projects were approved by City Council in 2020.
