A new opportunity for health care coverage is available until June 30, 2020 At Blue Shield of California, the health of our members and communities is top priority now more than ever. To help Californians meet their health coverage needs during these uncertain times, Covered California has created a new opportunity to enroll more clients in health care coverage. Blue Shield fully supports this change and will allow the extension for Off-Exchange enrollment (direct).... Special Enrollment is Expanding Due to the circumstances associated with COVID-19, Covered California is expanding its Special Enrollment Period for 2020. Effective immediately, any eligible consumer can enroll in health coverage without experiencing a qualifying life event or other special circumstance. How to Calculate the 2020 Penalty Beginning January 1, 2020, a new law requires all California residents to have health insurance or pay a penalty. This is separate from the zeroed out federal penalty, and your consumers should know the penalty for a family not having insurance in 2020 could be $2,000 or more. Of course, the greatest penalty is choosing to go without insurance and then receiving an emergency hospital bill of more than $100,000 or not catching a disease in time. Covered California has partnered with the Franchise Tax Board to produce a 2020 Individual Mandate Penalty Fact Sheet that includes how to calculate a potential penalty.
