Heavy Crane Owners: Meet CARB compliance without replacing your equipment! If heavy cranes are part of your diesel fleet in California, then you know these specialty vehicles must also meet CARB’s emission regulations. Luckily for heavy crane owners, CARB has granted various extensions and exemptions to provide some relief and offer a more balanced approach when it comes to retrofitting or replacing these costly pieces of equipment.... In May 2014, the California Air Resources Board approved an amendment that gave heavy-crane fleet owners the flexibility to upgrade to 2010 or newer model year engines at an annual rate of 10 percent starting in 2018. In addition, as stated in the amended regulation any heavy crane that is equipped with a PM filter by December 31, 2017 and reported in TRUCRS under the Heavy Crane provision will be exempt from the requirements to upgrade to a 2010 (or newer) model year engine. Print Your 2016 CARB Certificate Reporting closes January 31st! On-road fleets subject to the California Air Resources Board 'Truck & Bus Regulation', and who are following flexibility options must annually update their fleet information in the TRUCRS reporting system. The reporting period for 2016 is now open and closes January 31, 2016. ... The TRUCRS reporting website underwent changes by CARB and has a new look and feel. The navigation was updated for a more user-friendly experience. The user guide was also updated with step by step user instructions and is available on the reporting site. Keep your fleet legal and in compliance with CARB's regulation and reporting requirements. To acquire your 2016 Certificate of Reported Compliance you must meet the necessary compliance requirements. Login with your TRUCRS username and password, and make any necessary updates or changes to your fleet. As usual Ironman is ready to support customers to ensure their fleet details are updated and their reporting is completed accurately and on time. Do not wait until the last minute to report! Get started now as the clock is ticking until January 31. Who must report? Fleet owners that have already reported in TRUCRS must update their information annually and notify CARB of any changes. If you purchased, retired or sold vehicles from your fleet, installed a Verified Diesel Emission Control System (VDECS), or upgraded engines you must report that information within 30 days of the change. If you have acquired a new fleet, the vehicles in the new fleet must also be reported in TRUCRS. If you opted-in to mileage-based flexibility options for 2015 you must report your end-of-year odometer readings and confirm whether you will continue to use the same option in 2016. Also, if you sold a vehicle that was using the option, then you must report the ending odometer reading. Fleet owners wishing to continue using a flexibility option from the prior year must re-select the compliance option for 2016. For example, a vehicle that had selected the 2015 Low-Use Exemption in 2015 must re-select the 2016 Low-Use Exemption for the 2016 compliance year (after updating their mileage odometer readings) in order to retain the exemption. Lighter Vehicle Compliance Reminder: Retire 1996 Model Year Engines by December 31, 2015 This notification is to remind fleet owners that on-road lighter vehicles (those with a GVWR of 14,001 to 26,000 lbs.) have different CARB compliance requirements than heavier duty vehicles, and are on a phase-out schedule.... The compliance requirements began January 1st of this year and will go on through January 1st of 2023. Lighter trucks and buses with engines that are 20 years or older must be retired and replaced with 2010 or newer engine models. Lighter vehicles with a 1995 and older model year engine had to have been retired and replaced with a 2010 or newer engine as of January 1, 2015. This deadline is past due! Next, lighter vehicles with a 1996 model year engine must be retired and replaced with a 2010 or newer engine by December 31, 2015. No reporting is necessary but keeping records is important in case of an audit or inspection. There are some flexibility options in this category, such as if the vehicle was retrofitted with a PM filter before January 1, 2014 (and reported) then they will comply until January 1, 2023. Or if the vehicle is reported in TRUCRS and defined as a work truck or low use for 2015, then they would not need to follow the lighter vehicle replacement schedule. Inspection Spree - Sept 6-12 2015 This year’s Brake Safety Week Inspection Spree will be held the week of Sept. 6-12, during which tens of thousands of vehicles will be inspected by state and federal inspectors, with an emphasis placed on brake components. According to CVSA, inspectors will look for brake-system components to identify loose or missing parts, air or hydraulic fluid leaks, worn linings, pads, drums or rotors, and other faulty brake-system components.... During the 2014 inspection spree inspectors from participating agencies inspected 13,305 vehicles, resulting in 2,162 trucks put out-of-service for brake violations. CVSA’s Brake Safety Week is part of the week-long Operation Airbrake program, sponsored by CVSA and the Federal Motor Carrier Safety Administration. Antilock braking system (ABS) malfunction indicator lamps will also be checked, and inspectors will check brake components and measure pushrod stroke where applicable, CVSA says. CARB Deadline for Year-End Compliance All fleets owners subject to the California Air Resources Board (CARB) Truck & Bus Regulation who are following the phase-in option (also known as the flexibility option) must be at 100% compliance by year end (not including credits that expire at the end of 2017). Meeting the 100% mark will allow fleets to be in compliance and remain "phase-in eligible"; hence continuing to take advantage of any credits.... For example: If a fleet following the phase-in option has downsized credits and early pm credits, but failed to meet the 100% mark, including any credits, by year end they will fall out of compliance. CARB Deadline: 9/1/2015 to Place Orders! Firm orders placed before September 1, 2015 qualify for CARB's manufacturer delay provision. How does this provision work? Fleet owners that order a DPF four (4) months prior to the compliance deadline of January 1, will not be penalized if the installation or delivery of the filter is delayed (beyond the compliance deadline, but prior to May 1) due to manufacturer delays. DPF Retrofit Buyer Beware! When it comes to CARB compliance and meeting emission standards, fleet owners must make sure they choose a Diesel Particulate Filter (DPF) that is verified by the California Air Resources Board for their specific engine. Recently there have been a number of companies advertising and selling DPF devices that are used (not new), illegal, not verified, and which do not count towards compliance with CARB's in-use diesel regulations.... Uninformed fleet owners run the risk of buying into these type of "scams" and having to spend more money & time than if they went through a reputable retrofit installer such as Ironman, from the start. Each DPF device has an ARB executive order with conditions outlined that are legal requirements; therefore, these conditions must be met before determining if a particular device can be installed on a specific engine. DPFs that have been verified by the ARB are listed on their website. Make sure to check this list for devices you are considering to purchase, and rest assured Ironman provides a broad range of CARB-verified-only devices for all types of applications.
