IMMIGRATION REFORM UPDATE 707 747 5133 With the added border security provisions, the Senate leadership has the votes it needs to vote on and pass the comprehensive immigration reform act. This will put political pressure on the House of Representatives to consolidate their piecemeal approach and introduce their own immigration bill. The next area of focused attention will be on eligibility for public benefits. Immigration Reform Update www.thomaslangfordlaw.com 707 747 5133 The new Senate bill has been set for debate and amendments before the full Senate this month. Initially the debate will be border enforcement. Republicans want assurances placed in the law that provide stronger guarantees for border security. Some Republicans want border security to be a condition precedent to legalization. There are also concerns about the federal rights of those granted temporary legal status under the legalization provisions. Issues such as income tax credits, medical insurance credits and back taxes are likely topics for debate and amendments.

Two issues are delaying their progressagreement on an unskilled temporary worker program and health care coverage for those illegally in the US who will gain legalized status. The Senate, meanwhile, has been moving forward with Committee hearings and amendments to the bipartisan Senate bill. The House is under pressure to develop a bill that will complete with the Senate bill. At present, the Senate is driving the policy discussion on the issue of immigration reform. Immigration Reform Update www.thomaslangfordlaw.com 707 747 5133 Now that the public discussion of the Senate bill has begun, it is clear that the bill needs to become stricter to succeed. The cold reality is the bill will not pass the Republican House if border enforcement is not achieved. The current bill’s plan to close the Mexican border to illegal immigrants is not sufficient to gain the needed votes. Many Republicans want legalization to be conditional on achieving a closed border. I also expect the legalization component to become much stricter. Expectations in the immigrant community will have to change. Eligibility is going to move from the right to apply to the privilege to apply. Further discussion about eligibility for public benefits will also have to be addressed.

Immigration Reform Update : www.thomaslangfordlaw.com Now that the Senate has a written bill under consideration, there is a shift from policy to politics. The President recently warned liberals that they are not going to get a more liberal bill and should accept the bipartisan compromise. The political reality is that the Republicans control the House of Representatives and they are preparing a bill that will be stricter than the Senate bill. Once that happens, the discussion will shift to reconciling the two bills. The real political debate will be convincing the House leadership to accept the Senate version. The political reality is that concession will have to be made to the Republicans to get a comprehensive bill passedthat probably means more restrictions on legalization not fewer.

Immigration Reform Update: An immigration bill arrives in the Senate The bipartisan Senate group has introduced their comprehensive immigration reform bill. The proposed legislation is huge, complicated and full of changes to the status quo. It will find few friends and lots of detractors because it is already a political compromise to accommodate competing interests. The bill does create a path to citizenship for those already illegally in the country but it does so by creating a ten year provisional status before permanent residence can be obtained. 04/11/2013 Immigration Reform Update The bipartisan US Senate group is trying to finalize the core provisions of their Immigration Reform Bill. The proposed legislation is ready to enter the public phase. Public hearings will begin before the Senate Judiciary Committee. At or about the same time we can expect the House of Representatives to unveil their immigration bill. Meanwhile, President Obama, has a prepared bill that he is ready to introduce to Congress if the Se...nate bill fails. Basically, now that the public phase of this legislation is about to begin, the political implications of immigration reform will be front and center in the news. We are still a long ways from a viable bill.
