If you don't have health insurance effective Jan 2020, you may be subject to a penalty on your CA tax return. The IRS has done away with the healthcare penalty but the CA FTB has brought it back. Here is some general info on it. -Beginning January 1, 2020 every individual who is a California resident is required to be enrolled and maintain minimum essential coverage (with some exceptions). -The Exchange will grant exemptions from the mandate for hardship or religious conscien...ce. -There is an Individual Shared Responsibility Penalty for failure to maintain minimum essential coverage. (Spidell mentions this is $695 but the bill just said it was to be determined and collected by the FTB, unless it is specifially listed somewhere in that bill.) -If you do not have minimum essential coverage, the FTB will give your information to the Exchange so they can spam you to get coverage. (My words, not theirs) -Employers who provide coverage will have to file "specified returns" to the FTB regarding the coverage provided. -Until Jan 1, 2023, the bill creates Individual Market Assistance (Or as we've known it, Advanced Premium Tax Credit) to provide assistance for households with incomes at or below 600% of the federal poverty level.
