[WHITE TEXT APPEAR AS IF TYPING ON SCREEN: ICU capacity, stay-at-home orders, travel and exposure notifications, COVID-19 vaccines] [IMAGE DESCRIPTION: large open hospital room with several beds filled with patients, hooked up to various machines] DR. GHALY: As hospitals and ICU beds become more and more full, that means that hospitals may not have room for other patients who are having heart problems, have the flu, or have a broken arm, etc. Which means that the hospitals will make you wait in line outside and now with cold weather, you will be outside in the cold. Where you might have to wait for a long time for your turn to be seen. [IMAGE DESCRIPTION: People standing in a long line outside with winter coats and masks behind metal fencing to form a line barrier] DR.GHALY: Doctors and nurses are too overwhelmed as hospitals become very full. Remember, California is divided into five regions: Northern California, Greater Sacramento, San Joaquin Valley, Bay Area, and Southern California. [IMAGE DESCRIPTION: Purple background with map of California showing a division into five regions on the map. Next to the map is White Text: The Regions at the top with name of each region the counties in each region listed below. ] [WHITE TEXT: Northern California: Del Norte, Glenn, Humboldt, Lake Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity WHITE TEXT: Bay Area: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma WHITE TEXT: Greater Sacramento: Alpine, Amador, Butte, Colusa, El Dorado, Nevada, Placer, Plumas, Sacramento, Sierra, Sutter, Yolo, Yuba WHITE TEXT: San Joaquin Valley: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne WHITE TEXT: Southern California: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura] DR. GHALY: Doctors and nurses are overwhelmed with too many patients in San Joaquin Valley and Southern California. That means we have to order everyone to stay home in these two regions. [IMAGE DESCRIPTION: Blue rectangle with white text: STAY at HOME ORDER with clipart of a white house with blue abstract people standing inside showing two adults and two children] DR. GHALY: Right now, the two regions with stay-at-home orders are: Southern California region and san Joaquin region because beds are almost completely full. Why have the stay at home order? With high number of COVID-19 cases the chance of spreading the virus is very high. [IMAGE DESCRIPTION: Man with a red shopping cart inside a grocery store, wearing a mask, looking at the camera] [IMAGE DESCRIPTION: A person with blue jeans walking a white/yellow dog on a black leash, they are both on green grass. The dog is looking at the camera] [IMAGE DESCRIPTION: Inside of a pharmacy with a pharmacist and customer at a cash register, both are wearing a mask] DR. GHALY: What is allowed during stay at home order: buy groceries because you don’t have enough food or drink. Keep in mind that you want to go to the store, buy what you need, then get back home right away. Don’t stay out longer than you need to. If your dog needs to go out, then that is fine, go out with your dog, then immediately come back home. If you need different kinds of medicine, then go to the pharmacy and get what you need then come back home right away. We want to make sure that everyone is healthy, stays healthy, and then the virus will start to go away. Don’t forget, during this time which is very serious, you can stay in touch with your family and friends online using FaceTime, Zoom, etc. so that you don’t feel lonely or sad. What about travel? Please do not travel if you don’t have to travel. Hotels need to save their rooms for people who need it such as homeless people or people trying to stay away from their families to isolate from the virus. This is important to make sure the virus does not spread. [IMAGE DESCRIPTION: Smartphone with a blue circle behind it. The smartphone has a COVID-19 gray cell with stems sticking out all around it and the phone has three bars next to it to show that it is speaking] GOVERNOR NEWSOM: If you have CA NOTIFY in your smartphone, then when you and another person are standing or sitting in the same area (sitting outside of a house chatting, standing in line at a store, etc.) then CA NOTIFY will see on your phone (Apple phone or Android phones) who you have had contact with. With Apple phones, go to settings and click on exposure notifications and turn that on, will ask you which country and which state you are in, then you can provide the right information and you will start to get notifications if you are exposed Will also ask you if you have been tested, you can click yes or no. For Android phones, go to Google Place and click on CA NOTIFY for those alerts. If you get COVID-19, then CA NOTIFY will send an alert to everyone that has been near you within the past two weeks and let them know that someone has had the virus and you MAY have been exposed. This process is automatic through a computer system. CA NOTIFY will NOT give your name. Your name is private. Only your doctor will know your name, no one else. [IMAGE DESCRIPTION: syringe and vial with needle inside the vial] GOVERNOR NEWSOM: We will get over 2 million vaccines during the month of December. But wait! First we have to get all the boxes. Then, we have to find large refrigerators to keep the vaccines cold. They must be cold. Then, we can start to give vaccines to different groups of people based on who needs the vaccine first. GHALY] Dr. Ghaly, January 19, 2021] DEAF INTERPRETER: Hello my name is Romduol and I will interpret Dr. Mark Ghaly’s press conference from January 19 with two main topics on COVID-19 updates and vaccinations to protect our bodies from getting the virus. [WHITE TEXT: COVID-19 Updates, Vaccinations] DR. GHALY: We have seen for the past several months news about COVID-19. Now there is a new COVID variant called L452R. This is a new virus which has come from COVID-19. [IMAGE DESCRIPTION: clip art of solid green color COVID cell with green text below Covid-19 with a green fades to red arrow to a new solid red color COVID cell with red text below L452R] DR. GHALY: This new virus has been found here in California and which has spread quickly in Santa Clara County. [WHITE TEXT: SANTA CLARA COUNTY] The new virus is called L452R and we see that this is spreading much faster than COVID-19. This gives us even more reason to stay home, wil keep transmission of both COVID and L452R down as much as possible. The cells in the body don’t know L452R but does know COVID-19 so that is why we are seeing that the new virus is spreading very fast. It easily sticks to our bodies because it is new and something that we don’t know much about. If we stay home and don’t socialize then we have a good chance of not getting COVID or L452R. We don’t want to see this spread out more in California. Please stay home! [WHITE TEXT: Vaccinations] [IMAGE DESCRIPTION: clip art of a needle pointing downward, the top is yellow and the liquid inside the syringe is blue. the clipart is inside a white square] DR. GHALY: California has already received a large pile of vaccines. Those vaccines are from Pfizer, Moderna, and AstraZeneca (Oxford). We have already given out many vaccines to doctors, nurses, and healthy care workers. We also have been giving out vaccines at pharmacies and other places just like there are different places that give our flu shots. [IMAGE DESCRIPTION: white box with red letters in the middle: moderna with a large red X covering the word moderna] DR. GHALY: However, a warning for all of you about the Moderna vaccine. We have given out over 300,000 Moderna vaccines. But we need to stop it now. Why? Ten people had very bad allergic reactions to the Moderna vaccine which could be like a rash, difficulty breathing, red face/chest, coughing, and more symptoms. I know 10 people is not a big number but still California wants to be safe so we stopped all Moderna vaccines. We have decided to stop all Moderna vaccines in California. We will continue to give out Pfizer and AstraZeneca (Oxford) vaccines to keep California safe. We want to give our vaccines to everyone, as fast as possible but still stay safe. So again, Moderna will not be used anymore until no more allergic reactions, then we might give out Moderna again in the future. [IMAGE DESCRIPTION: clip art of a two-story building with a blue sign above sliding glass doors with white text: NURSING HOME with two senior citizens standing on the front lawn next to a tall green tree] DR. GHALY: Nursing homes are where senior citizens go to live with support such as learning budget, help with cooking, giving medicine, and more. Nursing homes have had a high transmission rate but has gone down in the last few weeks. We have added 10 more nursing home support places so that the transmission will slow down and to support staff. Because of the 10 new homes that are spread out which means we have a smaller number of senior citizens in each home, we see that the number of COVID in seniors living in nursing homes is slowly going down, that is good news. [WHITE TEXT: LOS ANGELES, RIVERSIDE, SAN BERNARDINO, SAN JOAQUIN VALLEY HOSPITALS ARE FULL!] DR. GHALY: Want to share important news about Southern California specially Los Angeles, Riverside, San Bernardino, and San Joaquin Valley, all of their hospitals are full and the workers are stress and overwhelmed. We are looking for more people to come and give support so that our hospitals are not overwhelmed with too much work during emergencies, for surgeries, and COVID-19 care. If there are not enough health care workers or if they are too tired to work then we will be in a very bad situation which I don’t want. We have looked at the whole state of California and see that the numbers are going down at all hospitals in the state! That is great news! It shows people are staying home and not getting and spreading COVID-19. Staying home does help, please continue to stay home until the virus is gone. Stay safe. Stay home. Go out only if you have to. Wash your hands. We have added extra places for patients with COVID-19. Keep in mind that when you are almost recovered and feeling better, the hospital may send you home with your own breathing machine to make room for someone else. The hospital will give you what you need to go home and get better safely on your own. For those who need to be watched closely by a doctor/nurse, they will stay in the hospital until strong enough to go home on their own. [IMAGE DESCRIPTION: four images inside a white triangle. First image is a blue house with blue text: Stay home. Second image is a round face with a green mask covering nose and mouth with green text: Wear a mask. Third image is a yellow ruler with yellow text: Stay 6 feet apart. Fourth image is red soap bar with blue bubbles with red text: Wash your hands] DR. GHALY: I know you are tired of me telling you the numbers and COVID again and again, remind you to wear your mask, stay 6 feet apart, wash your hands and do not socialize - stay home please! COVID is still spreading fast and with the new L452R spreading too this has become even more serious and I must ask you to stay home please. Thank you! [IMAGE DESCRIPTION: [top left corner] Picture of Dr. Mark Ghaly, is a white bald-headed man with transparent glasses. He is standing in front of a tree and is smiling at the camera. For questions, comments, and feedback, please email [email protected] Thank you! TRANSCRIPT: [IMAGE DESCRIPTION: Governor Gavin Newsom is a white man with slicked back grey hair. He is wearing a black suit with a light blue shirt and a dark blue tie. He is speaking and gesturing with his hand. He is standing in front of three flags and from left to right, they are the American flag, California state flag and California Office of Emergency Services (CalOES) flag.] [WHITE TEXT: Video made possible with support from Xgamil’s Photography & More] DEAF INTERPRETER: Hello, This is Romduol interpreting for Governor Newsom’s press conference on December 3rd. We are currently experiencing a very serious emergency. [IMAGE DESCRIPTION: White text on red background reads BREAKING NEWS and underneath that is black text on white background and it reads COVID-19 SURGE IN CALIFORNIA] GOVERNOR NEWSOM: This month, in the state of California, we have reached a new milestone regarding the COVID-19 pandemic. If you remember, back in November we announced the number of people dying on average every day due to the disease. [IMAGE DESCRIPTION: A green arrow in the shape of a circle with the number 24 inside it.] GOVERNOR NEWSOM: Last month, this number was at 10 people per day on average. However, this month of December, that number has risen by huge numbers. [IMAGE DESCRIPTION: An image that looks like a math problem. 100 people plus the coronavirus cell and a skull with crossbones equals 1 day.] GOVERNOR NEWSOM: It now sits at an average of 100 people per day. This is serious. [IMAGE DESCRIPTION: A large hospital room with many occupied bed.] GOVERNOR NEWSOM: Additionally, our hospital’s Intensive Care Units (ICUs) that hold the most serious cases are reaching their maximum capacity. The beds will soon be full. We will be watching all six of California’s regions and these areas will need to be put under a list of very strict rules. If we do not take action, then those who need emergency attention at California hospitals may be turned away due to not having room available. None of us want this to happen. It is so important that we continue to follow the guidelines of wearing masks, social-distancing, and washing hands. This is with the understanding that stricter guidelines may be added. [IMAGE DESCRIPTION: A large group of clipart people with a not allowed symbol.] For example, only leaving the home for essential reasons. These might include things like medical reasons, grocery shopping, or just needing to get out in order to help your own mental health. This is understandable. [IMAGE DESCRIPTION: A clipart of a man walking three dogs.] GOVERNOR NEWSOM: I encourage you to go for walks outdoors and to exercise. Of course, it is important to remember to wear masks, practice social distancing, and to avoid large groups. Then, once you feel more at ease, return to staying at home. The six regions of California that we are watching can be seen in this picture. [IMAGE DESCRIPTION: The state of California split into six parts.] [WHITE TEXT: Northern California: Del Norte, Glenn, Humboldt, Lake Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity WHITE TEXT: Bay Area: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma WHITE TEXT: Greater Sacramento: Alpine, Amador, Butte, Colusa, El Dorado, Nevada, Placer, Plumas, Sacramento, Sierra, Sutter, Yolo, Yuba WHITE TEXT: San Joaquin Valley: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne WHITE TEXT: Southern California: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura] GOVERNOR NEWSOM: These are the regions of the state that we are watching closely and have set-up newer and stricter guidelines to be followed. Some businesses will need to close down, while others can remain open. [IMAGE DESCRIPTION: A closeup of a closed sign hanging in a window.] [IMAGE DESCRIPTION: A hair salon with the word CLOSED written diagonally across it.] GOVERNOR NEWSOM: Some examples of the kinds of places that will certainly need to close down are hair /nail salons, wineries, and/or bars. These places are not safe to stay open for business and will need to be closed down if they are unable to follow the guidelines. As for the businesses that will be allowed to remain open: Schools can reopen if they sign a waiver. [IMAGE DESCRIPTION: A man with a red shirt and red cap wearing a mask and gloves holding a brown paper bag with the words SAFE FOOD DELIVERY.] GOVERNOR NEWSOM: Restaurants that can provide take-out or delivery services will be allowed to stay open. Retail stores, if they can safely follow all of the guidelines that we have set, then they can stay open too. This includes limiting the number of people inside the building at one time. If these guidelines are followed, then the business can stay open. This is what we are asking of these six regions of California. [IMAGE DESCRIPTION: A syringe injected in the rubber part of a vial.] GOVERNOR NEWSOM: Please be safe and please remember that this is all temporary. The Vaccine will soon be available. It is on the way and it will help us to better protect against COVID-19. If you have travel plans, I beg of you, please cancel. It is just for this year. I don’t want to see people traveling to other states and unknowingly bringing and spreading the virus there, or getting the virus and bringing it back here. Again, please cancel travel plans. Thank you. If you are concerned about businesses closing down and the fate of small businesses who are not making money, you’re not alone. I share those concerns as well and I also care about our businesses. The state of California has plans and we are getting money together. You can visit www.covid19.ca.gov for more information. There are lots of programs you can apply for and get tax waivers, interest waivers, cost deductions, etc. This will help sustain your business during this pandemic. [IMAGE DESCRIPTION: A group of four young professionals. Three of them are wearing a mask but one man is not wearing a mask and has his head turned and is coughing into his hand.] GOVERNOR NEWSOM: We also have programs for employees who get sick with coronavirus and cannot continue working. That program was supposed to end in December, but we decided to extend it until a date that will be decided later. When I have more information, I will let you know, or you can visit www.covid19.ca.gov. [IMAGE DESCRIPTION: A young female cashier rings up the cost of an item. She has a half smile and is wearing an apron.] [IMAGE DESCRIPTION: An older man leans over to pick food from a large green field.] [IMAGE DESCRIPTION: A female doctor stands with a male nurse. They both have stethoscopes around their necks and are smiling.] [IMAGE DESCRIPTION: A group of police officers smile at the camera.] GOVERNOR NEWSOM: We also have programs that are designed to support essential workers, such as cashiers, farmers, doctors, police officers, firefighters, etc. The programs will help take care of any medical costs and so on. We really value our essential workers and we will take care of them as best as possible. [IMAGE DESCRIPTION: A large room full of lower-income people of all ages standing at a long table waiting for medical services.] GOVERNOR NEWSOM: For those of you who do not have health insurance and are worried about being able to take the coronavirus test, do not worry. We have programs that will cover the costs of your exam so you can go ahead and get tested if you need to. This will also help us track the COVID-19 numbers up in your region. Many families told us they are worried about childcare. Caregivers need to work and they typically do so while their children are in school. However, now that schools have closed down, many caregivers and parents don’t know what to do with their children. If you need child care, visit www.mychildcare.ca.gov. That website has options for you to explore and think about so you can work and earn money while your child is being cared for. [IMAGE DESCRIPTION: A ventilator. It is a large mostly-white machine on wheels with tubes and a screen.] GOVERNOR NEWSOM: California has been making ventilators, otherwise known as breathing support machines. In March, when COVID-19 first started, we were unprepared and there were not enough ventilators. But now, we have ordered and made enough so this will not be a problem again. [IMAGE DESCRIPTION: A person in full personal protective equipment (PPE) gear. They are fully covered from head to toe in blue, except the eyes are covered by clear goggles and the hands by transparent latex. Surrounding the person are various symbols of the gear involved in PPE. Symbols include a head cover, face shield, goggles, mask, gloves, shoe covers, and a zip up clothes cover.] GOVERNOR NEWSOM: If a health care center needs more ventilators or more PPE equipment like masks, gloves, face shields, gowns, and so on, then we can make much more and give them more. [IMAGE DESCRIPTION: A homeless person lies on the sidewalk with two young children crouching behind them. There is a shopping cart filled with various items and a sign on brown cardboard that says Homeless, please help.] GOVERNOR NEWSOM: For people who are homeless or low-income we have programs that will support them. There are programs like Project RoomKey that provide free housing. We have been in communication with the federal government and we are approved for all kinds of funding. This money will be funneled into lower income communities and struggling individuals and families. [IMAGE DESCRIPTION: A syringe injected in the rubber part of a vial.] [IMAGE DESCRIPTION: The Pfizer logo is a blue circle with Pfizer in white font.] [IMAGE DESCRIPTION: The Moderna logo is red font moderna with blue dash lines underlined.] GOVERNOR NEWSOM: I’ve talked about the COVID-19 vaccine before and it will be available soon. Manufacturers like Pfizer and Moderna are sending their vaccines. Please understand, it will not be available to everyone right away. There are certain groups that will be given the vaccine first before everyone else. The first group will be [IMAGE DESCRIPTION: A group of smiling senior citizens.] [IMAGE DESCRIPTION: A homemade sign that says HOSPITAL HEROS WORK HERE with cardboard stars, hearts and balloons.] [IMAGE DESCRIPTION: A sick woman blowing her nose and holding her hand up to her forehead.] GOVERNOR NEWSOM: My last point, the vaccine will be available for the general public, meaning those who are not at high-risk for spreading or becoming deathly ill. The reason I tell you this is because I don’t want you to think your life is less important than anyone else's. No one can buy the vaccine with their own money, so even rich people have to wait the same amount of time as those who are not rich. Fairness and equality is important in California. Again, please follow the rules. Wear your mask, social distance, wash your hands, and avoid large crowds. Thank you.
