El Toro Reservoir was built in 1967 to serve the growing population in the District with a capacity of 233 million gallons of safe, reliable drinking water. In 2002, the reservoir was expanded to 275 million gallons and regionalized. ETWD owns and operates the reservoir sharing capacity with Santa Margarita Water District and Moulton Niguel Water District. The reservoir serves the ETWD customers and as emergency storage by our partner agencies. #Celebrating60Years of clean, safe, reliable water!

Celebrating six decades of service, the District pays tribute to past and present Directors who have been committed to ensuring water reliability, excellence in fiscal management and strategic planning for the future. All have helped shape the District into what it is today. The current Board of Directors consists of five board members, President Mark Monin, Vice-President Mike Gaskins, Director Kathryn Freshley, Director Jose Vergara and Director Kay Havens. In 1959, a group of local landowners gathered around the kitchen table of Raymond Prothero Sr. in Lake Forest to discuss a way to bring a more reliable source of water to the community of 125 ranchers encompassing 4,750 acres. On September 26, 1960, the El Toro Water District was formed. The District had the wisdom and foresight not only to serve the immediate of its customers but the future needs of the expected growing community.
