The California Office of the Small Business Advocate (CalOSBA) has launched its $500,000,000 COVID-19 Relief Grant program, with full details at CAReliefGrant.com. The program provides grants of up to $25,000 to small businesses, cultural institutions, and non-profit organizations across California that have been impacted by the COVID-19 pandemic. This grant program is NOT first-come, first-served, so you can take the time to prepare all necessary documentation and carefully ...review your application during the first application window (December 30 at 8:00 AM through January 8 at 11:59 PM). Eligibility You must meet the following criteria to be eligible: Be a sole proprietor, independent contractor, 1099 worker, 501(c)(3), 501(c)(6), C-corporation, S-corporation, LLC, or partnership Have yearly gross revenues between $1,000 and $2,500,000 Have been open since at least June 1, 2019 Be currently operating or have a clear plan to re-open once the State of California permits re-opening of the business Be impacted by COVID-19 and the health and safety restrictions such as business interruptions or business closures Be able to provide organizing documents, including 2018 or 2019 tax returns or Form 990s, copy of official filing with the CA Secretary of State (if applicable) or city (can be Articles of Incorporation, Certificate of Organization, Fictitious Name of Registration, or Government-Issued Business License/Registration) Be able to provide government-issued photo ID Applicants with multiple business entities, franchises, locations, etc. are only allowed to apply once using their eligible small business with the highest revenue; they are not eligible for multiple grants. Funds May Be Used For California's COVID-19 Relief Grants may be used for: Employee expenses, including payroll, health care benefits, paid sick/medical/family leave, and insurance premiums Working capital, overhead (including rent, utilities, mortgage principal, and interest payments), and debt payments incurred before March 1, 2020 Costs associated with re-opening business operations after being fully or partially closed due to state-mandated COVID-19 health and safety restrictions and business closures Costs associated with complying with COVID-19 federal, state, or local guidelines for re-opening with required safety protocols, including equipment, plexiglas barriers, outdoor dining, PPE supplies, testing, and employee training expenses Any other COVID-19 related expenses not already covered through grants, forgivable loans, or other relief through federal, state, county, or city programs. BEACH AND PARK RESTROOMS CLOSED UNTIL FURTHER NOTICE The City of Port Hueneme has recently closed the pier and park RESTROOMS due to COVID for the next two week...s. The City currently does not have the capacity to keep these areas clean and sanitized on a regular basis and must close these facilities for a brief period of time. This is only a temporary measure which we must implement to keep both our employees and public safe. To further address this situation, the City will be placing portable restrooms near the pier as the pier continues to remain OPEN with social distancing guidelines. Masks are mandatory on the pier. As our parks continue to be open and used for passive activity only(no gatherings), portable restrooms will not be installed at local parks.

Did you know that cigarette butts are the number one piece of litter found on our beach? Did you know cigarette butts and other nicotine products contain appr...oximately 4,000 chemicals that may be released into the environment when discarded inappropriately? Did you know that Hueneme Beach was one of only a few beaches left in the entire State of California that did not have a smoking prohibition ordinance? In an effort to reduce litter and ocean pollution from cigarette butts, the Port Hueneme City Council recently voted on a 4 to 1 vote, to prohibit smoking in the area defined as the Hueneme Beach Park, the Wharf, and the Pier. The Hueneme Beach Park is defined as the coastal area South of East Surfside Drive, East of the Port of Hueneme, West of Ormond Beach, and North of the high tide line of the Pacific Ocean. This area also encompasses any sand shoreline between the Port of Hueneme and the Pacific Ocean. Starting October 22, 2020, the new ordinance prohibits smoking or vaping of any tobacco or cannabis product and would subject any violations to the City’s administrative citation process contained within Section 4003 and Chapter 2 of Article I of the City’s Municipal Code. The minimum fine for any violation is sixty-five dollars ($65.00). Over the next several days and weeks, you will begin to notice new signage being placed out along the beachfront informing all beachgoers that smoking is prohibited. This also includes out on the pier as well. This post is the first of many that we will be publishing to help inform and educate our community about the new no-smoking ordinance. We ask that you share this message, and please help us protect our beach and wildlife.

Ventura County Moves to Red Tier! This afternoon, state health officials announced that Ventura County has been officially moved from the Purple Tier to the Re...d Tier. Highlights of what can now be re-opened, moved indoors, and expanded include: Indoor Dining (up to 25% capacity or 100 people, whichever is less Gyms and Fitness Centers (up to 10% capacity indoors) Dance, Martial Arts, and Yoga Studios (up to 10% capacity indoors Retailers (increase from 25% capacity to 50% capacity indoors) Places of Worship (up to 25% capacity, or 100 people, whichever is less) Non-Medical Massage (medical massage is already allowed indoors) Tattoo Parlors and Piercing Shops The CA Department of Public Health has published a list of what is allowed in each tier, and you can also visit covid19.ca.gov/safer-economy/ to search for the status and specific rules/regulations for any specific type of business. What Is My Capacity? Many business types are limited to a percentage of capacity allowed indoors. This is based on Fire Code occupancy limits. Large businesses can find their occupancy limits on signs above main entrance doors, but businesses with occupancy limits below 50 people are not required to have the signs. If you do not have a sign, call the Ventura County Fire Department Fire Prevention Team at (805) 389-9738 to obtain your capacity. Can I Still Operate Outdoors with My Outdoor Permits? Yes. The City's Outdoor Dining Permits and Outdoor Commercial Services Permits remain valid even as Ventura County progresses into the Red Tier. What's Next? For Ventura County to move from the red tier to the orange tier, it must operate within orange tier levels for two consecutive weeks and have remained in red tier for a minimum of three weeks. If COVID-19 diagnoses increase significantly in Ventura County and we fail to stay within red tier limits for two weeks, Ventura County could move back into the purple tier. State health officials will continue to publish county-by-county figures on a weekly basis, every Tuesday. Ventura County health officials will also continue to report the number of new COVID-19 cases every weekday afternoon at www.venturacountyrecovers.org.

California Announces New Grants and Programs for Small Businesses With COVID-19 infection rates rising and Governor Newsom warning of the potential for more stay-at-home restrictions, he has also announced several new tax relief and grant program for small businesses. New COVID Relief Grants for Small Business... Governor Newsom announced the creation of a $500 million COVID Relief Grant Program to be administered by the California Office of the Small Business Advocate (CalOSBA) for small businesses that have been impacted by COVID-19 and the associated health and safety restrictions. While CalOSBA is still finalizing the structure of the program, you should sign up for alerts from CalOSBA to get information as soon as program details and applications are available. Main Street Small Business Tax Credits The California Department of Tax and Fee Administration is already accepting applications for the Main Street Small Business Credit Program for tax credits for small businesses that meet both of the following criteria: Employed 100 or fewer employees as of December 31, 2019 Suffered a 50% decrease or more in income tax gross receipts (generally all income less returns and allowances), when comparing 2Q-2020 to 2Q-2019 Sales Tax Relief Program The Governor directed the California Department of Tax and Fee Administration to provide sales tax relief to businesses. Tax deferment up to $1 million is automatic; no need to apply. Businesses can use the money they would normally pay in sales tax to float other expenses, interest-free, for three months. The sales tax relief would: 1. Provide an automatic three-month extension for taxpayers filing less than $1M in sales tax 2. Extend the availability of existing interest and penalty-free payment agreements to companies with up to $5 million in taxable sales 3. Provide expanded interest-free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions California Rebuilding Fund The California Rebuilding Fund is a public-private partnership that is specifically targeting small businesses with loans up to $100,000 (depending on pre-COVID revenues) at fixed interest rates (currently 4.25%) with a 60-month repayment term and interest-only payments for the first 12 months. The Fund is initially targeted toward small businesses with fewer than 50 full-time employees and those in economically distressed communities. Federal Employee Retention Tax Credits In addition to California's new programs, the IRS is offering refundable Employee Retention Tax Credits against certain employment taxes equal to up to 50 percent of the qualified wages an employer pays to employees between March 12, 2020, and January 1, 2021. To be eligible, an employer or non-profit organization must have experienced a COVID-related suspension of their business or a significant decline in gross receipts.

COVID-19 Update - Park Usage: Seen this sign around our parks? There have been some misleading and incorrect statements made about what the purpose of the sig...n is, so please allow us to clarify. Since Ventura County is currently on the state’s monitoring list due to elevated case rates of COVID-19 all sports activities including conditioning, training, and physical education must be conducted outdoors. Our park fields are still closed for large gatherings and sporting events. This includes baseball games, soccer games, volleyball games just to name a few. Our tennis and pickleball courts remain OPEN as allowed by the Public Health Order. The parks are also open for individual activity, or activity with those within your household. Outdoor sporting events, assemblies, and other activities that require close contact or that would promote congregating are not permitted at this time. For example, tournaments, events, or competitions, regardless of whether teams are from the same school or from different schools, counties, or states. Youth sports and physical education ARE however permitted BUT, only when the following can be maintained: (1) physical distancing of at least six feet; and (2) a stable cohort, such as a class, that limits the risks of transmission. This is specific guidance for Physical Education as schools begin to reopen. For sports that cannot be conducted with sufficient distancing or cohorting, (examples: baseball, basketball, soccer, football, volleyball) physical conditioning and training are permitted and ONLY where physical distancing can be maintained. Conditioning and training should focus on individual skill-building (e.g., running drills and bodyweight resistance training) and should take place outside. Any team or entity conducting youth sports training must register under Youth Sports at www.vcreopens.com and follow the state-issued guidance. Please note that physical distancing must be maintained under the guidance, which precludes scrimmages, games, and team drills from being performed. We are excited to announce that construction is about to begin on our new solar panel canopy and electric vehicle charging station. The canopy will be located in the Police Department parking lot, and the EV charging station will be located in the visitors parking lot. This project is scheduled to be finished by the end of this year.
