Heavy rain is expected to start this afternoon and continue throughout the week with a wind advisory in effect from 7PM this evening to 7AM PST Wednesday, January 27th. Heavy rain may cause flooding. In the event that you feel your residence or business is threatened by flooding, the City of Newark has a stockpile of sand and sandbags available at the Newark Maintenance Yard located at 37440 Filbert Street during working hours. After hours, sandbags are available at any o...ne of the three fire stations. Each resident may be issued up to ten (10) bags to protect their doorways if flood warnings are issued or if flooding is occurring. Verification of residency and a signature will be required for issuance of the sandbags. Filling and handling of the sandbags will be the responsibility of the resident. Bring your own shovel. BAY AREA HEALTH OFFICERS MOVE TO IMPLEMENT THE STATE'S NEW REGIONAL STAY-AT-HOME ORDER. Due to the surge in COVID-19 cases, hospitalizations, and test positivity rates across California, the California Department of Public Health is taking immediate actions to prevent the spread of the virus rather than waiting until Intensive Care Unit (ICU) bed availability reaches critical levels and delaying closures. The Health Officers for the counties of Alameda, Contra Costa, Marin, ...San Francisco, Santa Clara, as well as the City of Berkeley are jointly announcing the implementation of the State’s Regional Stay-at-Home Order now rather than delaying it. Effective December 7, 2020 through January 4, 2021, Alameda County will adopt the State's Stay-at-Home Order. FLEX ALERT ISSUED TODAY - 3 p.m. - 10 p.m. PSPS and Flex Alerts are issued depending upon severe weather conditions and high electricity usage. The difference between a PSPS and Flex Alert is that PSPS occurs in response to severe weather such as combinations of high heat, strong winds, and low humidity. Areas designated to be a high fire threat experiencing these conditions based on forecasted weather will be notified one to two days in advanced and again several hours bef...ore with an estimated power shut-off start and restoration time. PSPS may last through the duration of the severe weather pattern plus another 12 hours of daylight to allow for power equipment inspections. The City of Newark is not scheduled to experience a PSPS this week. Flex Alerts however, are issued to advise consumers to voluntarily conserve electricity. High usage of electricity during times of high heat result in increased energy usage, such as the use of residential air conditioners for example which puts a stain on the available energy supply. As critical supply amounts during these times are reached, the local energy companies will cut power to areas to add to the available energy supply. These areas of high use can experience sudden power outages with little to no notice. Conservation measures during a Flex Alert include: Pre-cooling buildings by setting air conditioning thermostats lower than usual; charge electronic devices and electric vehicles; and run dishwashers, washers, dryers, and other major appliances before 3 p.m. After 3 p.m., set thermostat at 78 degrees or higher Cool with fans and draw drapes Turn off unnecessary lights and defer use of appliances With high temperatures in the forecast, the power grid operator predicts an increase in electricity demand, therefore, the California Independent System Operator (ISO) has issued a statewide Flex Alert, starting today from 3 p.m. to 10 p.m. For information on Flex Alert, get more electricity conservation tips, and to sign up for conservation alerts, visit the ISO’s Flex Alert website at https://www.flexalert.org/

ALAMEDA COUNTY MOVES INTO THE ORANGE TIER State health officials announced today that Alameda County has proceeded into the Orange Tier of the color-coded four-tier Blueprint for a Safer Economy. This means that the state will allow additional activities to resume, with limited capacities. Alameda County however, is exercising caution and is proceeding slowly to avoid another surge in cases. As of today, there are no Orange Tier activities permitted in Alameda County. To... date, Alameda County has reopened several businesses and activities allowed under the Red Tier, including indoor nail salon services and gyms, indoor personal services, indoor museums, and hotels for leisure travel. They will also use the coming weeks to determine which, if any, additional activities may be considered for opening. If there is a spike in COVID-19 cases and a rise in hospitalizations, County health officials will take action to limit the spread and protect public health including resuming restrictions if need. ALAMEDA COUNTY REOPENING PLAN UPDATES October 1, 2020 Alameda County Health officials have announced that it will allow for some additional indoor activities to resume, with limited capacity, beginning Friday, October 9. With its position in the Red Tier, based on the State of California's "Blueprint for a Safer Economy," the County will now allow the following activities beginning Friday, October 9: Hotels & lodging for tourism: fitness centers and indoor pools restricte...d Museums, zoos, & aquariums: indoor < 25% capacity Personal care services: indoors with modification; services requiring removal of face covering prohibited Libraries: <25% capacity Gyms and fitness centers: indoors < 10% capacity; restrictions on aerobic exercise and classes Outdoor film production per local guidance Elementary schools may open on October 13th if individual school districts feel ready to proceed with in-person learning. Middle and high schools may be considered in 4 12 weeks, as data trends permit. For consideration in the next 4 6 weeks, as data trends permit: Indoor retail: expand to 50% capacity Shopping centers: expand to 50% capacity, add food courts Indoor worship services: expand to 25% capacity or <100 people Indoor dining < 25% capacity or <100 people Indoor movie theatres <25% capacity or <100 people Outdoor cardrooms and satellite wagering The County also reported meeting a new equity metric required by the State, in that its testing positivity rates among the most disadvantaged neighborhoods are within the same range as the County's overall positivity rates.
