Providers, do you know what to do if someone tests positive for coronavirus in your child care? Hi, I am Pyrena Hui, Child Care Law Center’s October Provider of the Month and I am here to refresh your memory on what you should do! The law requires you to immediately report any suspected or confirmed coronavirus outbreaks to the following: One, your local Department of Public Health. They will tell you if you need to close and for how long. ... Two, Your licensing program analyst or LPA and your local Child Care Regional Office. A link you can use to find your child care regional office’s contact information is in the caption. Three, the families in your program. Remember that you must keep medical information confidential. You cannot say who it was. And four, Employees and contractors who work in your child care. The California Department of Real Estate or DRE did a major update to the widely used resource guidebook called, California Tenants A Guide To Residential Tenants' and Landlords' Rights and Responsibilities. The updated version includes protections for family child care homes! Now you can add this as a resource you and your landlord can use. THIS FRIDAY, October 2, 2020 from 9:30-11:00am Child care programs (except for state preschool and TK) administered by CDE will be transferred to CDSS on July 1, 2021. The California Department of Education (CDE) and California Department of Social Services (CDSS) are hosting a series of "listening sessions" to get feedback from providers to ensure the transition fo CDSS is smooth for child care providers, parents, and administering agencies.... They also want to improve current child care policies. The first session will focus on contracting issues for APPs and direct service contractors. As part of the first listening session, the Department will ask you to consider and respond to some of the following questions: -What equity issues would you identify that should be considered as the contracting process is evaluated and transitioned? -How can the Departments minimize disruption and ensure a smooth transition for agencies, providers and families when the transition occurs? -How can we ensure that agencies with contracts from CDSS, CDE, Head Start and others have a streamlined process? LAST FRIDAY IN SEPTEMBER, Benu Chhabra, our September Provider of the Month answers the question: Do I have to use my 10 nonoperational days to receive payment for a child care subsidy if I have to temporarily close my child care due to COVID-19? See Question #15 https://www.childcarelaw.org//questions-and-answers-about/ If you have to close then the answer is yes, you will need to use your 10 nonoperational days you get every fiscal year, from July 1 - June 30, 2021, to b...e paid for children with a subsidy. However, starting September 1, 2020 child care providers are eligible for up to 14 additional nonoperational days, when their care closes due to COVID-19. This means that providers have 14 days of closure specifically for COVID-related reasons that are in addition to the 10 existing closure days you are already allowed to take each year. For example, if you had to close from Monday, September 7th to Friday, September 11th for COVID-related reasons, you would be using 5 of those 14 days. You would be left with 9 more days to use if needed, for any other future COVID closures. You would still have your 10 other closure days if you haven’t used any already until June 30, 2021. Child Care Providers are still giving care to school-aged children even when those children are doing distance-learning. Hello, I am Benu Chhabra, Child Care Law Center’s September Provider of the Month. Today I will be answering the question Will I be paid by the Alternative Payment Program also known as the subsidy program for the time that a child is doing distance learning while they are at my child care? The answer is yes! The subsidy program will pay for a school-aged child who is distance learning in your child care, as long as the family is certified for those hours. Families who need more hours of care, especially in light of the school closures, should ask their Alternate Payment agency as soon as possible to increase their certified hours based on their needs. Here are some things to keep in mind: One, families with a certified variable schedule, a child care provider must be paid based on that family's maximum authorized hours of care. Two, license-exempt providers who provide part-time care must also be paid for the maximum hours of care. Three, there is a rule that says providers cannot get paid for scheduled instructional minutes. This refers to time that a child is physically at school because the schools are providing supervision. This does not apply to distance learning during COVID, since most school-aged children are out of school. WORDS OF WISDOM from our Provider of the Month, Benu Chhabra, interviewed by our Community Advocate, Angelo Atangan. Benu is the president of the Family Child Care Association of Contra Costa County. She is a California Early Childhood Mentor-Teacher through Diablo Valley College plus Los Medanos College and has students from both colleges completing their work experience portions of their degrees in child development through her program. Benu organized providers in her Contra Costa County to get SB234 passed in 2019! She is also active in CFCCN. Last but not least, Benu also ran a 5 star QRIS program. In this video, she reveals her best practices that got her started!
