International Transgender Day of Visibility is held annually on March 31st to celebrate Transgender and non-binary people. It takes a great level of bravery to live openly and authentically in this world and we must acknowledge that when it comes to trans/non-binary people, specifically. . According to LGBT Center’s Rise Program study by the Williams Institute in 2014, about 11 percent of youth in LA County's foster care system identify as gender nonconforming and 5% as Trans.... It is highly possible that at this point in time this number has risen even HIGHER and that, even then- the amount/number is skewed due to the misgendering/under-reporting. . As an organization that values deep love, justice and respect it is important that we honor today and raise awareness around the invisibility that all too often, our Trans/non-binary foster youth experience. Together we should advocate for surrounding our young people with affirming communities that recognize/honor their identities as well as fight for policies that uplift them and protect their safety. Findings show that children who have been assigned CASA/LA volunteers tend to receive necessary services sooner, for a longer duration, and more consistently than those children without a CASA/LA volunteer. Most youths in foster care who are aging out of the system are unaware there are federal programs that explicitly provide housing and other assistance. Our CASA volunteers work directly with transition-age youth to ensure they know their rights. Our CASA client Amy confided in her CASA advocate Erica that she was looking forward to closing her case and being out of the foster care system since she was turning 18 in the next few months. Amy was unaware that she could receiv...e AB12 benefits until she turned 21 if she kept her case open in the dependency system. Under AB12, young people over the age of 18 can stay in extended foster care so they can continue to receive support and services until they officially age out of the system at 21 years old. Amy also informed Erica that she was pregnant and was afraid of her baby being taken away if she were to return to her foster placement. With the help of Amy’s lawyer, Erica was able to keep her case open and now Amy and her baby is eligible for AB12 benefits. What a CASAvolunteerlearns about a child is formalized in a report of facts to the court. WhenCameron metRobert, he saw a 14-year-old boy in crisis. Robert was struggling to get along with others in his group home, struggling with his coursework in school, and even struggling to stay awake during the day. Things started to change soon after Cameron wrote his report to the court, which laid out a series of facts supporting three key observations: that many of Robert’s chal...lenges stemmed from the one-size-fits-all treatment kids tend to get in group homes; that his individualized education program (IEP) was outdated; and that drowsiness was a common side effect of the medications he was taking. Within weeks, Robert’s medication plan was under review; a meeting was held to amend his IEP, andthe Department of Children and Family Services (DCFS)had secured him a placement in a new foster home. That home eventually fell through and DCFS and Cameron have since been working on finding him a permanent home, but in the meantime, Robert’s grades have gone from D’s and F’s to A’s and B’s and he made the honor roll for the first time in his life. They come for the cause and stay for the people. I heard this phrase ages ago at training on volunteer management and it has always resonated with me. I’ve been a lifelong volunteer who has dedicated my entire professional life to nonprofit institutions and specializing on volunteer programming and I have never witnessed a volunteer role that is as deeply impactful as that of a Court Appointed Special Advocate forchildrenin foster care. But what makes CASA/LA truly special... is the entire team of volunteers and staff whose compassion and dedication know no bounds. I am so grateful to work for CASA/LA not only for the fierce advocacy that happens here but the opportunity to work alongside the very best Angelenoswho inspire me on a daily basis. -Betsy Ann Betsy Ann Mudd began training volunteers at CASA of Los Angeles in 2017. For almost two years, Jeremy had been living in a group home after being removed from his mother’s custody. All along, he expressed his desire to live with Anita, his grandmother, and she wanted nothing more than to have him live with her, but in a case of mistaken identity, it looked like it might never happen. Everything was in place for him to move into his grandmother’s home, explains Dee Ann, Jeremy’s CASA volunteer. And then a bombshell dropped. A new social worke...r on the case discovered that Anita had been denied custody of Jeremy based on apast accusation. The accusation was listed as unfounded in Jeremy’s file, but because Anita was denied under the Adoption and Safe Family Act (ASFA), which sets standards caregivers to have to meet to provide a permanent home, based on that allegation, it was deemed substantiated in a follow-up report. Jeremy’s attorney stated that substantiated allegations are a ‘done deal’ and that even the hearing officer couldn’t overrule them. The situation seemed hopeless. Some working on the case began seeking other arrangements for Jeremy. Then it looked like she might get that opportunity. Dee Ann learned that Anita had a right to a grievance hearing to contest the charges. The process of requesting a hearing was explained in the original denial letter. Anita never received the letter, so they requested a copy. Only then did they learn that the timeframe for an appeal had long since passed. But in a brilliant bit of legal maneuvering, the social worker on Jeremy’s case resubmitted Anita for ASFA approval; by having a fresh denial, Anita would have a new window in which to request an appeal hearing. Prior to the hearing, Anita was given a packet of information detailing the department’s case against her. She sat down with Jeremy’s attorney andto strategize a plan to contest the charges. Dee Ann was one of several witnesses for Anita at the hearing. Another was the alleged victim herself. A hearing judge ruled in favor of Anita, and the social worker quickly resubmitted her for ASFA approval. Anita got approval, and a hearing to finalize Jeremy’s permanent placement.

Eleven-year-old Carol* and her four siblings had been separated and dispersed across four homes in Los Angeles County and San Bernardino County. They had hardly seen each other since then, so their social worker had made a valiant effort to get them together at one of their homes, but that experience didn’t work out. The kids acted out afterward, so no future meetings were planned. But when four of the five kids were assigned CASAvolunteers, they worked with the children’ss...ocialworkertogive it another try. They knew from the kids how much it would mean to them to see each other again. The kids enjoyed the get-togetherit was Halloween, and all the candy probably helpedso all the CASAvolunteers agreed to try to make it a monthly thing. For the second meeting, all the CASAvolunteersagreed that the kids would benefit from having an activity to do together during their visit, sothey contactedSpecial Spirit, a therapeutic riding center in Shadow Hills. Special Spirit donated a day’s visit, with a picnic, horseback riding, and equine therapy for all the kids. A date was set for the week before Thanksgiving. Carol not unexpectedly, got anxious as the day approached.Carol’sCASAvolunteergot a call in the morningof the big daywarning her that Carol had hardly slept and might not do well. But when she got there, she was fine. The therapy part of the day started with teaching the kids coping skills and negotiating a new environment. The therapy also focused on developing teamwork. The siblings worked together on getting on and off the horse, then one would lead the horse with the other on the horse’s back. Equine therapy has been used to help people with a variety of physical and mental health problems, from gross motor disabilities to anxiety. In Carol’s case, it helped her instantly understand the concept of personal space.The experience seemed so helpful to Carol that she was enrolled in an eight-week equine therapy program at Special Spirit. And while it’s a huge responsibility not normally taken on by CASAvolunteers, all of the children’s CASAvolunteersagreed to continue to try to put together monthly reunions for the siblings.

Henry was my first CASA case, and unlike a lot of people who did the Early Childhood Training, I was a newbie to CASA, Rebecca says, noting that she has two children of her own, one of who...m has some learning disabilities. I’ve always been a firm believer in early childhood intervention, and because of my son’s situation, I’ve been clued into milestones. But when I started doing CASA/LA's Early Childhood training, I became very interested in the science behind it. That science helped a pediatrician observe that Henry showed signs, including some facial features, of having been exposed to alcohol while in his mother’s womb. So, with guidance from her Peer Coordinator, Rebecca then advocated for Henry to be enrolled in a program at @UCLA for children at risk of fetal alcohol syndrome and to receive a specialist’s diagnosis. At the same time, she was assessing the protective factors in the home that often contribute to a positive outcome: the foster parents’ social connections, their emotional competence, and their own interest in early childhood development. Ultimately, Rebecca helped to ensure Henry was adopted by his current foster family. Younger children tend to be a lot less visible than older kids, whose teachers, school nurses, coaches, and friends’ parents all stand a chance of spotting a developmental problem in them. Samremembers, as one of the many kind gestures he performs as a CASA volunteer, he drove *Leslie to the first day of her sophomore year at a new high school. They didn’t give her a lot of clothes at the group home, but she’s very fashion conscious and she put together this outfit that looked so nice, he says. But when she turned to get out of the car, I could see that the whole thing was held together in the back by a giant safety pin. So, whenitstime came forLeslie ...to start her senior year of high school, she began thinking about her senior prom, she had to wonder whether she could even attend. I didn’t know if I would be able to get a dress, *Leslie says. Definitely not my dream dress. As Sam sees it, prom season is also a rite of passage, a prelude to independence, and a time for teenage girls to think seriously about life after high school so he made sure *Leslie didn’t miss @glamourgownssuitup event. When Sam dropped her off at the convention center, *Leslie was among the first girls through the door. Most had no idea what they were in for. There were so many options, in fact, that for a while *Leslie couldn’t make a decision. Then she found ita long, light-blue dress with a halter top and sparkles running its length. She picked out shoes with five-inch heels and more sparkles to match, then a purse, jewelry, undergarments, and cosmetics to complete the outfit. A volunteer seamstress tailored her dress on the spot, a volunteer stylist cut her hair and did her makeup and a volunteer personal shopperwho happened to be CASA/LA’s director of volunteer services,Lynne Gabrielcarried all her bags. It was like a blessing, fabulous, *Leslie says. On top of everything, Lynne took me to the nail shop. When Carol was assigned to*Allenjust prior to his 18th birthday, it became clear that education would be Carol and Allen’s first priority.*Allenwasdevelopmentally delayed and hadspent 12 years of his life in the foster care system. Due to physical abuse and the incarceration of his mother,*Allenwas removed from his home. Hewasenrolled in a non-public school that he loved. While*Allenwas well connected with his teachers and friends, it became clear to Carol thatAl...lenhad not received assistance in making a plan for completing high school. Although hehadtakenclasses, the school did not have him on a course to graduate with any diploma or certificate. Carol, despite knowing Allenfor only a short while, dived in to meet with his social worker, school, teachers, and Allen’s residential team to amend his Individualized Education Program (IEP) to ensure that it stated (and the team understood that) he would be working towards a certificate of completion for high school. Unfortunately, just after the IEP, Allenturned 18 and was unable to stay in his current group home. Allenwas transferred to an area outside of the school district that he felt so connected to. Carol recognized how important it was for Allento have continuity in this particular school and advocated for Allento be able to remain in his school of origin, negotiating with the districts to provide continued transportation for Allenfrom his new home to his school. Allenexcelled in his new home andcontinued his path to complete school.
