Green Adventures Travel Magazine wrote an article about Bidwell Park in their international travel on-line magazine. While not getting everything right (I was a biology student 40 years ago and other past-tense issues) the author did a pretty good job. http://www.greenadventurestravel.com/Feat/Bidwell-Park.html

This residential trash can has been sitting at the entrance to Bidwell Park for two weeks now. Wonder how many city employees have driven by and ignored it? Park maintenance workers drive by. Trash trucks drive by and ignore it. The resident whose bin it is hasn't recovered it! No one is responsible. I messaged the waste hauler about picking it up. Will see how long it takes.
