Prop I supporters take to City Hall steps to explain proposal's potential benefits: The rapid socioeconomic changes taking place in San Francisco's Mission district have caused untold consternation and friction between the neighborhood's new and existing residents. And now it's even led to a ballot measure that would effectively freeze all development in the Mission District that isn't 100 percent affordable housing for 18 months while activists come up with a "neighborhood... stabilization plan" that, if effective, reportedly reduce the rate of evictions occurring there. According to the proposal's ballot summary: "The goal of this plan would be to propose legislation, policies, programs, funding, and zoning controls intended to enhance and preserve affordable housing in the Mission, such that at least 50% of all new housing be affordable to low-, moderate-, and middle-income households, and to ensure that those units would be available to residents of the Mission" The Board of Supervisors already voted down a similar proposal in July, however affordable housing activists have managed to get Proposition I onto the November ballot. In addition to the 18 -month "cooling off period" (as Peter Cohen, the Co-Director of the Council of Community Housing Organizations, put it), Prop I would allow for a 12-month extension if approved by the Board of Supes. What's more, it would freeze all permits -- for both "business development" and changes of use -- for the duration. This could wind up harming local businesses like the Armory, which would not be legally able to use its newly-renovated concert space. Expect much more debate regarding this controversial proposition ahead of November. [SFist]

Treasure Island Redevelopment Could Have 40 Percent BMR Units : Fresh off her recent success in pushing for BMR housing units up to 40 percent of total in the Giants Parking Lot Redevelopment (aka Prop D), Supervisor Jane Kim has begun petitioning for an additional 15 percent Below Market Rate units in the upcoming Treasure Island revamping. "40 is the new 30," Kim remarked to the San Francisco International Business Times. Per the SFIBTimes, a new state law that would allow state increment tax revenues to be used on the project should bring enough provide enough added investment to increase the current proposed stock of BMR units from 25 percent of total to as much as 40 percent -- though somewhere around 30 percent appears to be the most likely compromise. Mayor Lee May Veto Supervisor Kim's Tenant Protection Act: It would appear that celebration for the passage of Supervisor Jane Kim's Tenant Protection legislation last week was a bit premature. After meeting with landlord groups, including the Small Property Owners association, Mayor Lee has indicated that he may veto the proposed law given how much it hamstrings building owners in their ability to screen applicants and discourages legal owner move-in evictions. Of course, even if he did veto the bill, the Board of Supervisors would likely be able to override him with 8 votes, given that the bill passed unanimously with 11. [SFist]
