Rolland Choy Lowe September 29, 1932 - November 4, 2017 Rolland Choy Lowe died peacefully at his home in Walnut Creek on Saturday, November 4, at the age of 85, after a prolonged illness. He leaves his wife of 60 years, Kathy; his sons Larry (Jeanne) and Randy; his daughter Yvonne (Bob); and grandchildren Brennan, Laura and Marnie. Free Holiday Parking Saturdays from Thanksgiving to New Year's Day, plus Plaid Friday As the City of Oakland's holiday gift to shoppers, they are again offering free parking at meters on streets throughout Oakland and at four City-owned parking lots for the time period posted on the meter or kiosk (30 minutes, 1 hour, 2 hours, 4 hours or 5 hours). The program will also provide free parking at four City-owned garages.... To keep the flow of shoppers moving standard parking rules and time limits will be enforced. To help keep spaces available for customers, time limits will continue to be enforced. If shoppers need more time than a particular meter allows, they will need to move their cars to another available parking space at least one block away from the original space. Free Holiday Parking Dates: Friday, November 25 (Plaid Friday) Saturday, November 26 Saturday, December 3 Saturday, December 10 Saturday, December 17 Saturday, December 24 Saturday, December 31 On-Street The free parking holidays apply to both standard meters and the multi-space parking kiosks located in many commercial districts. Promotional messages about the free Saturday parking will be programmed into the Smart parking meters and the multi-space kiosks during the week of November 21.
