They're going to be trying to max the distribution of doses without holding back stage 2 3. At this stage, they have no practical idea how to actually deliver vaccines, or implement logistics.... If nothing else, they're trying. I recommend registering if you live in Alameda County anyways (and if you haven't gotten vaccinated yet).
