As a follow up to a previous post: the critics of the policy state it well "although it was designed to punish the United States, it punishes Russian orphans more." Although Putin may have good reasons for the larger act behind this legislation, it stands as an example that public policy has the power to effect real, beneficial implementations (as shown in the overwhelmingly positive impact international adoption has historically) and also the power to skew a good for many (orphans and adoptive parents alike) as demonstrated in this current instance.
