Entries will be accepted online starting on Wednesday, October 15, 2020 and ending Monday, October 26, 2020 at 1 pm. How will photos be judged? Who can enter: The photo contest is open to all residents of Dinuba. By participating, the City of Dinuba Virtual Dog Days Photo Contest (You) represent and warrant that You meet the eligibility requirements. 2. Rules: You agree to be fully unconditionally bound by these rules, and You must own the photo. Do not send photos with text or filters. A water mark is okay. Pictures must be appropriate and according to the theme, Halloween Costumes. You may enter only once. You may not enter more times than indicated by using multiple accounts, identities, or devices in an attempt to circumvent the rules. If you use fraudulent methods or otherwise attempt to circumvent the rules, your submission may be removed from eligibility at the sole discretion of the City of Dinuba. 3. How to enter: Comment on the post by submitting one picture of your dog. Include your dog’s name and brief caption of its costume. Photo contest ends Monday, October 19, 2020 at 1 pm sharp. The entry must fulfill all photo contest rules, as specified, to be eligible to win a prize. Entries that are inappropriate, incomplete, do not adhere to the rules, specifications, or do not represent the theme, Halloween Costume will be taken down, disqualified at the sole discretion of the City of Dinuba. Photos with text or filters will be disqualified. You agree to accept the decisions of the City of Dinuba as final and binding as it relates to the content of this photo contest. 4. Prizes & Sponsors: The Winner(s) of the photo contest (the Winner) will receive one of the following prizes [Pet Haven gift basket: $25 certificate towards pet grooming services, treats, toys, a candle, and a small bow tie. Tractor Supply bed with gifts: Small bed, one photo clip, dog book, crate bowl, plate bowl matt, blanket, toys and treats. Pet Envy bundle: Certificate for one free bathing session, waste bags, plate bowl matt, toys, L collar and a Halloween treat. New Evolution Insurance contributed additional items to add to the baskets and bundles.]. All sponsors reside in Dinuba CA. Actual/appraised value may differ at time of prize award. The specifics of the prize shall be solely determined by City of Dinuba. No cash or other prize substitution shall be permitted except at City of Dinuba’s discretion. The prize is nontransferable. Any and all prize-related expenses, including without limitation any and all federal, state, and/or local taxes, shall be the sole responsibility of Winner. No substitution of prize or transfer/assignment of prize to others or request for the cash equivalent by Winner is permitted. Acceptance of prize constitutes permission for City of Dinuba to use Winner’s name, likeness, and entry for purposes of advertising and trade without further compensation unless prohibited by law. 5. Winner Selection and notification: Three winners will be selected by the number of likes it receives under the supervision of City of Dinuba. Photo contest ends Monday, October 19, 2020 at 1 pm sharp. Winners will be notified directly through Facebook. Within 24 hours following the selection of winners. The City of Dinuba shall have no liability for Winner’s failure to receive notices or other security settings or for Winners provision of incorrect or otherwise non-functioning contact information. If winner cannot be contacted, is ineligible, fails to claim the prize within 24 hours from the time award notification was sent, or fails to timely return a completed and executed declaration and release as required, the prize may be forfeited and an alternate Winner selected. Receipt by Winner of the prize offered in this photo contest is conditioned upon compliance with any and all federal, state, and local laws and regulations. ANY VIOLATION OF THESE OFFICIAL RULES BY WINNER (AT CITY OF DINUBA SOLE DISCRETION) WILL RESULT IN WINNER’S DISQUALIFICATION AS WINNER OF THE PHOTO CONTEST, AND ALL PRIVILEGES AS WINNER WILL BE IMMEDIATELY TERMINATED. 6. Terms & Conditions: City of Dinuba reserves the right, in its sole discretion, to cancel, terminate, modify or suspend the photo contest should virus, bug, non-authorized human intervention, fraud, or other cause beyond City of Dinuba’s control corrupt or affect the administration, security, fairness, or proper conduct of the photo contest. In such case, City of Dinuba may select the Winner from all eligible entries received prior to and/or after (if appropriate) the action taken by City of Dinuba. City of Dinuba reserves the right, in its sole discretion, to disqualify any individual who tampers or attempts to tamper with the entry process or the operation of the photo contest or website or violates these Terms & Conditions. Tulare County Health Officials Urge Residents to Celebrate Halloween Safely During Ongoing COVID-19 Pandemic Public Health Releases Recommendations for Hallowee...n. The COVID-19 virus continues to spread throughout Tulare County, and Public Health officials urge residents to take necessary precautions to protect themselves by participating in low-risk activities and celebrations this Halloween. COVID-19 continues to pose a risk to the health of our communities and to our most vulnerable populations. Residents need to be aware of high-risk environments for spread of COVID-19 and should avoid such high-risk activities during the month of October. Tulare County Public Health Officer Dr. Karen Haught strongly encourages community members to follow the public health guidelines and recommendations for slowing the spread of COVID-19 by not gathering with others outside your immediate household. Many traditional Halloween activities can be high-risk for spreading viruses, including COVID-19, shared Dr. Karen Haught, Tulare County Health Officer. There are several safer, alternative ways to participate in Halloween festivities while reducing the risk of contracting the COVID-19 virus. If you may have COVID-19 or you may have been exposed to someone with COVID-19, you should not participate in any in-person Halloween festivities and should not give out candy to trick-or-treaters. To reduce COVID-19 cases and deaths in Tulare County, officials urge residents to AVOID these high-risk activities to help prevent the spread of COVID-19: Halloween gatherings or parties with non-household members Carnivals, festivals, and haunted house attractions are high-risk for spread of COVID-19 Attending crowded costume parties held indoors Going to an indoor haunted house where people may be crowded together and screaming Using alcohol or drugs, which can cloud judgment and increase risky behaviors Participating in traditional trick-or-treating where treats are handed to children who go door to door, because it is difficult to maintain proper social distancing on porches and at front doors Trunk-or-treat events where treats are handed out from trunks of cars lined up in large parking lots Going on hayrides or tractor rides with people who are not in your household Public Health officials urge residents to use alternative means when celebrating Halloween safely this year with these lower-risk activities: Carving or decorating pumpkins with members of your household and displaying them Decorating your house, apartment, or living space Doing a Halloween scavenger hunt where children are given lists of Halloween-themed things to look for while they walk outdoors from house to house admiring Halloween decorations at a distance Having a virtual Halloween costume contest Having a Halloween movie night with people you live with Having a scavenger hunt-style trick-or-treat search with your household members in or around your home rather than going from house to house No-contact online or virtual pumpkin carving/costume contests Car parades that comply with public health guidance for vehicle-based parades, including: o Drive-by events or contests where individuals dress up or decorate their vehicles and drive by judges who are appropriately physically distanced o Drive-through events where individuals remain in their vehicles and drive through an area with Halloween displays Drive-in events where individuals can receive a treat bag (limited to commercially packaged, non-perishable treats) or take-away item from an organizer while the participants remain in their vehicles The most important thing is to keep your loved ones safe and healthy and to not risk their health by gathering with those outside your own home. COVID-19 cases have been seen to spike in Tulare County following holiday gatherings, so to avoid a spike in cases, public health officials are urging residents to cooperate. Following the public health recommendations and reducing the amount of COVID-19 cases will help Tulare County meet the required thresholds for lifting restrictions on businesses and fully reopening local schools, allowing children to return to the classroom. To reduce the spread of COVID-19 in Tulare County, officials strongly urge everyone to practice both social and physical distancing of six feet or more between persons and to refrain from social gatherings. Residents must always wear a face mask or covering while in environments where physical distancing is not possible and while in public settings. In addition, everyone is encouraged to frequently wash their hands with soap and water for at least 20 seconds or use hand sanitizer, regularly disinfect high-touch surfaces, and stay home if you are sick or instructed to isolate/quarantine by a medical or public health professional.
