Daniel Winkler to the Richmond City Council regarding TOPA (Tennant's Opportunity to Purchase Act) Dear Honorable Members of the Richmond City Council, Your con...sideration of a TOPA ordinance is a very bad ideaand does nothing further to create more affordable housing. All you are going to do, is make it incredible difficult for property to be sold and improved, add more nonsense to your housing policy, and discourage future investment from rental property investors in your city. Your contemplation of this ordinance is pushing me to list properties I own now, and to just get out of your market, and let rich Real Estate Investment Trusts and large corporations be your housing partners, because people my size just can’t function in such a bureaucratic bunch of nonsense. You will lose the very important local intellectual capital of local investors, and are actually helping wealthier people become richer by enacting so many regulations. You push the small investors out of the market and you will be sitting at the table with large investors. Funny how that works. You claim to want to help the poor and middle class, and you are effectively doing the opposite. You need to build housing, plain and simple. Remove high permit fees, do by right development, accelerate the process, invite investment...don’t discourage it. Your policies do nothing by discourage investment from regular, local people.
