November 9th 2020 Dear Willows Residents, It is with deep regret, that although ballot counting is not yet completed, we are comfortable in announcing that Mea...sure H has failed to gain the supermajority of 66.67% yes votes to pass. Measure H received 1136 yes votes and 874 no votes, approximately 57% yes, as of 11/9/2020. The future of fire and emergency medical services in Willows is uncertain. What we do know is the following (excerpts from the May 26, 2020 Fire and EMS City Staff Report): 1. The people of Willows will continue to receive only basic life support (BLS) emergency medical care from Willows Fire Department. This lower level of emergency care will result in un-due suffering and increased likely hood of severe injury and death of Willows constituents. 2. Willows Firefighters will continue to respond to emergency calls for service as they always have, and do their best to protect the people of Willows from injury or death with limited manpower, vehicles and tools currently available while awaiting for the arrival of advanced life support from elsewhere. 3. Without additional funding, it is a real possibility that the Willows Fire Department will no longer be able to staff the department 24/7, placing a dangerous and unrealistic expectation of adequate fire and emergency medical service from the Willows volunteers. The Willows Public Safety Association-UPEC Local 792 would like to extend our greatest thanks to those that supported Measure H and the good that would have come from it. Free elections and the democratic process is part of what makes the United States of America the greatest country on earth. As an agency we will continue to strive to provide the best service possible. Alternative service delivery models are being explored, with no other viable solutions identified yet. If your ballot has been rejected it's imperative that you act quickly to rectify it before election day. Every vote matters immensely, especially in small jurisdictions such as ours with very important measures and propositions on the line.

ARSON INVESTIGATOR SHOT AND KILLED Today Houston Fire Arson Investigator Lemuel D. Bruce was shot and killed by an armed suspect who was being surveilled due to... links to car fires. A shootout followed with the suspect and other investigators. The suspect was later found deceased of an apparent self-inflicted gunshot wound. Investigator Bruce began his career with HFD in 2003 and has been an investigator for five years. He was 44 years old. Bruce was married with two children, ages 12 and 8. Bruce served his country as a United States Marine. We send our deepest condolences to Investigator Bruce’s loved ones and the City of Houston. Rest in Peace. #thinblueline #semperfidelis

Earlier today Willows firefighters waited at scene for nearly 40 minutes with a fall victim for an ambulance to respond from Tehama county . Please support Measure H . Willows Fire Department 05.08.2020

At 1013 this morning, Willows Fire was dispatched to a vegetation fire on County Road 60, just east of Highway 99w. Units arrived at scene to find approximately 15 acres of rice straw on fire, sparked by a Rice Chopper. Due to high winds pushing the fire in an extremely fast rate of spread, mutual aid was requested from Kanawha VFD, Artois VFD, and the Sacramento Wildlife Refuge FD due to the threat to the Refuge. The fire quickly exploded in size as backup poured in, so the ...call was made to utilize back burn techniques; lighting fires on far southern edge of the rice fields to prevent the wind fueled flames from potentially jumping the roads. Once the back burns were completed and the majority of the fire line was held, fire personnel worked to halt the forward progress in areas that couldn't be back burned. Between reinforcing defensible areas and aggressive fire attack, the fire was kept from spreading into the Wildlife Refuge just a short distance away in ground unsuitable for engines and personnel to traverse. This saved potentially hundreds of acres of wildlife preserve from being burned. Unfortunately, while initially responding to the call, Willows Engine 3 was driving on an access road when the softened ground gave out under it's wheels, temporarily giving Willows Fire its first temporary and unexpected Submarine apparatus. Thankfully, none of the personnel involved in the accident were injured. There was no real damage to Engine 3, and it was even able to be driven back to the station. In total, around 180 acres of vegetation was burned, and besides a bit of pride there were no other injuries to report. Thank you to Artois Fire and Kanawha Fire for your support today protecting our Wildlife Refuge.

Im sorry this is so long but Please Bare with me. I feel like I can’t stand by and not say anything and help people understand. I feel like having a voice is ve...ry powerful and important. That being said I can see both sides of the fence on the MEASURE H proposed for Willows. I don’t like new taxes for most reasons I feel like we are already taxed enough as citizens of California. That being said I had worked at Willows Fire for 8 years prior to moving onto the ambulance in Willows. I am currently working for Enloe ambulance in Willows. I have been working on the ambulance for the past 4 years full time as a paramedic. The system is broken. Glenn County has 2 ambulances 1 in Willows and the other is in Orland. The ambulance in Orland (Westside ambulance) is constantly out of the area due to their call volume leaving Willows to cover the entire county and sometimes even 2 counties if the Colusa ambulance is out. That is a large area to cover with one ambulance. Due to broken health system reimbursements for transport and supplies do not cover the cost of everything. Due to that unfortunately I foresee Glenn county not getting a 3rd ambulance. Did I mention when the Colusa Ambulance is busy and on a call your ambulance is being pulled out of Glenn county and sent to 911 calls in Colusa county or even in Orland when Westside is out on another call Willows ambulance is covering Orland calls. So it is really a crap shoot if you call 911 in Willows whether you have a ambulance in Willows to cover your need. I could go on for hours about how the ambulance system is. The one last thing I do want to say on the ambulance issue is that it’s not just 911 calls that the willows ambulance is taking we also take pt from GMC in Willows to other hospitals what are called inter facility transfers. This can take us out of Glenn county for extremely long periods of time. Just to Chico is approx 1 1/2 hours to 2 hours problem is with all of the things going on in the world and around the north state with fires Enloe hospital is full and some cases they are unable to accept a transfer from GMC. In those cases now we are talking longer times due to going to sac, Redding, Ukiah I mean you name a hospital within a 5 hour area from Glenn and we have probably transported a pt there. Anyways let’s talk about the real reason I’m posting this. Currently I am sitting in a hospital bed in Chico because I had to be life flighted to Enloe due to a little insect called a honey bee. I have never had an allergic reaction to a bee sting. However tonight I did. And it had great potential for it to go south really quick. And here is where I feel people need to understand what Measure H is for. If everything did not line up right and I got a 7 in the crap game and the willows ambulance was not in town and I had to wait for the next unit. Say the closest next unit Westside out of Orland. You are looking at approx 15 minutes from dispatch to at scene on a good day. If I had that tonight god knows what could have happened. With measure H it is for placing ALS equipment on the engine so in a case like this one they can administer life saving treatment. I had to have 2 epi pens injected into my thigh for this reaction. Sure EMTs at Willows fire can do that. However what they can’t do is start IVs and give you fluid and admin a variety drugs to save your life. Therefor when you are in shock like my case anaphylactic shock your Blood pressure tanks tanks and Heart rate will increase. You need IV Fluids. This can only be done by More qualifies personnel than what you currently have at Willows Fire Due to them being a BLS. The great thing is that you currently have 3 paramedics that work at Willows Fire and a 4th Volunteer and PT help that is going through his training. I’m hoping I got my point across and you can understand what I am trying to convey to you. The times of being able to call 911 and have the ambulance there in under 5 minutes in Willows is over for the most part and you are now waiting longer and longer for ambulances. My question to you is would you rather play craps with your life because of this being a Tax or would you rather band together as a community and pay a tax to better protect our families and our future by supporting our local Fire department in their quest to provide Advance Life saving treatment. There really is a large difference between ALS and BLS. If you are not sure do some research. There are very few drug an EMT can give compared to a paramedic. I know this system like it’s the back of my hand and that’s why I feel like I could not stand here and not try to help people understand especially after tonight. Please think long and hard about this prop before you just dismiss it. This is for the community health. Sorry to be blunt but what if it’s your family member that Willows fire personnel are working on waiting 15-30 minutes for a ambulance. The personnel have the training and know what to do but us as a community have failed them by not providing the funding needed to give them the right tools. Let give our Fire department the right tools to help people. That is the reason we work in Public Safety is to help people in our community. We did not choose our profession to get rich. A message from the WFD Volunteers on Measure H. For those not aware, our department is a mix of paid staff and Volunteer personnel. This means that although the...re is always a paid City of Willows employee on duty to respond to any call for service or emergency, the majority of personnel responding are doing so completely for free. Having said that, we want to ensure the public that us Volunteers as a whole are fully in favor and support Measure H. We see first hand how much of an absolute crisis our region is in. All of us have felt the absolute dread of being told the closest ambulance is nearly an hour away while we try to stabilize a patient who desperately needs Advanced Life Saving (ALS) level of care. Combined with the facts that Volunteer Fire Personnel numbers are down across the board, the cost and time commitment to attain personal ALS certification, and the raging wildfires pulling our personnel away to help save other communities, we are being spread very thin in an already stressed region. A Yes vote on Measure H will fund both the ALS equipment and full-time paid positions for three Engineer Paramedics for our town. They will not be a part of the Ambulance system, meaning our city will ALWAYS have ALS capabilities. This will also ensure an extra set of hands to help on major scenes such as structure fires and vehicle accidents, as well as save lives by ensuring prompt access to advanced airway techniques and critical medications. There are many specific incidents we can personally point to where having an ALS Provider could have made an enormous difference in the outcome of a patient. Our President will be covering some of those as well as other specifics in a video sometime soon. We again want to ensure the community, that us Willows Volunteers, your sons and daughters of this town, are one hundred percent in support of Measure H. And we hope you'll support the Willows Volunteer Fire Department by voting Yes on H. Thank you.

At 1408 this afternoon, WFD was dispatched to a reported ATV Rollover that had caused a vegetation fire in a harvested rice field near the area of County Roads 46 and TT. A ground ambulance was dispatched and Flightcare was ordered as a precaution in case of trauma. Bayliss Fire Department was requested as mutual aid, and Chief 5100 from Hamilton City responded as well. Willows Engine 14 arrived at scene to find approximately 5 acres of rice on fire. The person involved in th...e ATV Accident was uninjured, so the Ambulance and Helicopter were called off. The fire threatened several structures including a natural gas pumping station. The ambulance responded to this incident from the Orland area. Resources poured in from both Willows and Bayliss, and utilizing both back-burning techniques and aggressive forward attack, the fire's advance was quickly halted with zero exposure to structures. Hot spots close to the edge of the black were extinguished by hand crews and engines, and the property was turned back over the owner.

Measure H funds would not be apart of the general fund. Measure H funds can only be used for the fire department with the purpose of adding firefighters and upg...rading to an ALS capable fire department. The citizens of Willows will have direct budgetary oversight with the formation of a "Citizens Oversight Committee" or COC. The COC reviews Measure H budgets and ensures that all monies are being spent appropriately. Measure H funds will also be audited yearly by an independent third party. We too believe in fiscal conservatism, and will make sure that every dollar of Measure H funds are spent ONLY for the Fire Department.

Orland Ambulance is responding to a medical emergency in Red Bluff ...and the Willows Ambulance is now responding to a medical emergency in the Orland area. There will likely be no ALS coverage for several hours due to transport times. This exact situation happens frequently, and is a driving force behind Measure H! Vote YES for Measure H! Clear dry weeds and brush from around your house and any outbuildings in a way that doesn't create sparks. Minimize outdoor yard work or any other work that could generate sparks especially during the wind event. Pictures from the Frontlines. As of today, our Engine 16 along with four of our personnel have been deployed a total of 18 days straight. Some personnel have traded spots in and out, but WFD Engineer Nathan Monck has been deployed the entire 18 days straight. Currently manning E16 along with Engineer Monck are WFD Firefighter Evan Hutson and WFD Firefighter Brian Ceccon, as well as an intern graduate of the Butte College Fire Program. Not on E16 but deployed to the firelines ...nonetheless is WFD Engineer Kyle Enos, who works as a Cal Fire Firefighter. Originally called in as mutual aid to Elk Creek for the August Complex, E16 and it's crew are now apart of Tehama Task Force 3 along with Orland Volunteer Fire Department. They are currently battling the Elkhorn Fire. Check out the link we shared yesterday to see pictures from OVFD. Thank you all for your continued support. Keep the Cresson Volunteer Fire Department in your prayers. Cresson Firefighter-EMT Diana Jones tragically lost her life last night battling the August Complex Fire. Another firefighter is in the hospital, and we have no further details at this time.

The City of Willows is not threatened at all by any of the fires around us and there is no need to even consider evacuating our town. Ash may be falling, but they are not embers. We are surrounded by thousands of acres of irrigated farmland, green orchards with bare dirt floors, and barren dirt fields that separate us from the dry grass in the foothills. The town itself is in no danger, and we have personnel and engines ready across our entire county if a fire does spark anywhere. We are accepting evacuees, not evacuating ourselves. Upgraded from warning to Order at 445 am: This is an immediate Evacuation Order due to fire. The area of Elk Creek from County Road 309 north to road M 9 and west of County Road 306 to the Mendocino County line is ordered to evacuate. A temporary evacuation point will be setup at Willows Memorial Hall for shelter assistance. If you have large animals, please take them to the Glenn County Fairgrounds in Orland or to private sheltering if available. Please stage in parking lot and wait for assistance from fair or County staff later this morning. Willows Memorial Hall will be opened later this morning as a temporary staging location only. Please stage in your car until County staff arrives. Do not delay evacuating. Willows Engine 16 is deployed to the 4-8 Fire. The fire is burning in the foothills near Highway 162 and County Road 302. At this time there are no official Evacuation Warnings in effect. FINAL UPDATE FOR TONIGHT (Hopefully.) CAL Incident. Fire Conditions have significantly calmed down, and the blaze is under control at this time. Kanawha Volunteer Fire Department will remain at scene along with Cal Ag Personnel and others to monitor conditions. All mutual aid personnel have been released, and Willows units are trickling back in with most back in station. Smoke and possibly flames will be visible for the next several days unfortunately.... ELK Incident. Per Cal-Fire, the Elk Fire is fully contained. Check out Cal Fire TGU for more detailed information on the Elk Fire. All evacuation warnings are lifted, and our personnel assigned to the fire have returned safely to our station. OTHER Incidents. If you look west you will see several other significant fires burning along the mountains. They are far out of our jurisdiction, so check out Cal Fire and Mendocino Fire for more information. Personnel are responding to these as we speak and have already made great progress on some. FINAL THANKS. Willows Fire wants to extend our utmost thanks to all of our neighboring jurisdictions for their help. Too many departments and personnel to count. This has truly been one of the most chaotic and challenging days of firefighting in our county's history, draining nearly every single available resource between these two major incidents. Yet we met the day head on and persevered. We also want to extend our extreme gratitude to both the Willows Walmart and Willows Round Table. Willows Walmart donated an entire pallet of water bottles on a moments notice to ensure our firefighters stayed hydrated, and Willows Round Table donated $500 worth of Pizza to ensure they were fed. We cannot thank these two businesses enough, just as we can't thank our WFD Auxiliary for helping distribute water, food, and gear. Stay safe everybody.

Update. CAL INCIDENT. Fire has burned stacks all the way to Road 53. Houses are being protected from emberwash now. Unknown how many total haystacks are on fire at this time.... ELK INCIDENT. Forward Progress stopped. 727 acres burned, 13% Containment. Evacuation Orders lifted.

Small Update. CAL INCIDENT: Crews still working to keep the fire from spreading to other Haybales. A total of 7 lines of haybales are on fire. Willows Units E16, OES 370, WT-15, and C11 are committed to this incident. Approximate scene time could be up to 12 hours. ELK INCIDENT, UPDATE 1300: FORWARD PROGRESS STOPPED. Follow Cal Fire TGU for more up to date information. Evacuation Orders have been lifted. Willows E12 is committed to this incident.... Willows Engine 3 is currently staffed, and Willows Chief 1 is available in town as well. We will be responding to any calls in our jurisdiction and potentially our neighboring jurisdictions due to nearly every available piece of equipment or fire personnel in our county is committed to a fire scene at this moment. Update on CAL Incident. At this time 6 rows of haybales are completely engulfed. Crews are working to establish a perimeter and keep the fire from spreading to other bales. High winds are impeding progress to contain the flames. Resources are being split between the CAL and ELK Incidents. ... ELK FIRE INCIDENT: EVACUATION ORDERS ARE IN PLACE FOR SOME AREAS NEAR 162 AND 303. PAY ATTENTION TO UPDATES FROM CAL FIRE TGU AND GLENN COUNTY SHERIFF'S OFFICE. We will update as possible.
