Have you seen "West"? It's a rotating sculpture at the end of Mill Street Pier in the Bridge District. This kinetic art piece (art that depends on motion for its effects) was created by Janet Zweig. The numbered steel bands on the pilings surrounding the pier serve as a measuring tool for the Sacramento River levels. AND the piece also lights up at night!
