It's California Flood Preparedness Week, an event organized by the California Department of Water Resources to draw attention to flood risk. That might be hard to imagine as much of the state is still locked in a heat wave with no rain in sight. But floods can happen at any time of year, and each of California's 58 counties has been hit by floods at one time or another.
