PRESS RELEASE: SUSPECT WANTED FOR SHOOTING AT DEPUTY DURING PURSUIT On Wednesday, January 6, 2021, at approximately 8:44 p.m., Turlock Police Officers responded... to assist the Stanislaus County Sheriff’s Department on a Be On The Look-Out (BOL) for occupants in a white sedan who were seen shooting outside city limits, in the area of Berkeley Road and Alderson Road. At approximately 9:21 p.m., a Stanislaus County Sheriff’s Deputy located a vehicle matching the description of the responsible vehicle and attempted an enforcement stop in the area of Seasons Park Drive. At least one occupant of the vehicle shot at the Deputy while the driver of the vehicle sped away. The Deputy was not struck and did not return fire. After a brief pursuit, the vehicle stopped in the area of Spring Crest Drive, where the three occupants fled from the vehicle on foot. Turlock Police Officers arrived on scene moments later. Deputies from the Stanislaus County Sheriff’s Department and Officers from California State University Stanislaus, Modesto PD, Ceres PD, Modesto CHP and Merced CHP were called in to assist with this investigation and locate the occupants. A search for the occupants ensued, while the Turlock Police Department began investigating the shooting that involved the Deputy. The search and investigation lasted for over six hours, and resulted in two of the three occupants being located and three firearms found. The third occupant is outstanding but has been identified as Ernesto Covarrubias, Jr., 18 years, resident of Turlock. This is an on-going investigation and police are looking for your assistance in locating Covarrubias. If Covarrubias is spotted, do not approach and immediately contact authorities. The identities of the two other occupants are not being released at this time. Turlock Police Detectives ask that anyone with information, to call Detective Timothy Redd at (209) 664-7325. As we near November 3rd we want to thank everyone who has supported Turlock Police Association during these challenging times. We ask everyone who hasn’t voted yet to please vote Yes on Measure A. If you have any questions, please reach out to us. Everyday that we come to work, it is to serve the citizens of Turlock. We understand there are a lot of concerns regarding where the money from Measure A will be spent. Public Safety makes up more than 70% of the general fund budget.... We have been told the majority of the money will be used towards public safety and we will do everything we can to keep their word true. We ask that all of you do the same. This we do know to be true, we no longer can maintain the level of service with staffing levels that are dwindling because of the city budget. Our Officers do not feel they can efficiently keep the citizens of Turlock safe with current staffing levels. Something has to change and for that change we need Measure A to succeed. We have lost over 13 officers in the last two years to other agencies in the area. This number does not include Officers who have retired or have left to pursue a different career. Just this week, we lost another officer to the City of Manteca. Please ask yourself before you vote: Are you ok with longer response times when you are in need of help? Are you ok with being on hold for an extended amount of time when you call 911 or the non emergency number? Are you ok with 4 Police Officers and a Supervisor protecting your city at night? If your answer is no to any of these questions, we ask you to vote Yes on Measure A for change. This is up to the citizens of Turlock to decide the response time and level of safety they desire. 4th TURLOCK FIREFIGHTER RESIGNS within a Week... Turlock Firefighters, Local #2434 would like to acknowledge and thank Captain Kevin Tidwell for his 14 years of... service to the citizens of Turlock. Kevin is an experienced Captain who has decided to leave the Turlock Fire Department to attend a recruit academy & start over as a probationary Firefighter for another Fire Department. Kevin was hired as a Firefighter with the Turlock Fire Department in 2006 and has promoted through the ranks to his current rank of Captain. He has been an engaged member of the organization, working to improve the department throughout this tenure. Kevin started the community CPR Saturday, has been an Arson Investigator, and is a state fire instructor specializing in Live Fire training. He played a key role in constructing our new live fire training facility and has filled the role of Public Information Officer for the department and Local #2434. Kevin is also a lead PIO for a Federal Incident Management Team that deploys to large Wildland fire incidents, a member of curriculum development cadre for State Fire Training, and an instructor for local Community Colleges. Captain Tidwell is the 12th Turlock Firefighter to leave the Turlock Fire Department since 2016 and the 8th to resign in the past year and a half - 4 of those in the past week. The loss of 4 experienced and engaged Firefighters this past week in addition to the 12 others who have resigned since 2013 is a HUGE LOSS to the the Turlock Fire Department currently as well as its future. This equates to losing 1/3 of our line personnel. The Organization is losing established personnel of all ranks, instructors, managers of community programs, future chiefs and leaders in additional to the loss of years of knowledge, skills, and experience that the City has helped fund. Retention in the Turlock Fire Department is a huge issue that must be faced. With reductions to fire department staffing, cuts in salary and benefits and the general lack of support for Turlock Firefighters, we will continue to see more valuable and experienced Firefighters leave the Turlock Fire Department unless things change. YOUR Fire Stations are being Targeted The Turlock Fire Department’s current budget called for the closure of a fire station and a reduction of staffing creating... increased response times and decreased service. Currently, temporary funding from the Federal CARES Act is the only reason Turlock has not Closed a Fire Station. This temporary funding WILL END in December 2020! A closed fire station will increase response times for firefighters to provide emergency medical services and delay firefighters’ ability to provide vital services especially at a fire. A fire doubles in size every minute while a person’s survival rate of cardiac arrest decreases up to 10% every minute without CPR. Keeping YOUR Fire Stations OPEN to maintain Quick Response Times is paramount for our Community’s Safety. *****PLEASE READ THE FACTS & SHARE****** There is a tremendous amount of misinformation out there. Regardless if you are for or against Measure A we ask you to please read this for the facts before making your decision. **The police union agreed to give up their 100% medical and will now pay 5% of their salary starting January 1, 2021. Most of the police department is now under 3 years of experience because people are leaving law enforcement all together, retiring, or leaving... Turlock for better pay. A Police Officer 1 in Turlock makes $4,677 a month. Cops and fire fighters are jumping ship because they continue to do more with less; and for less pay... especially when they can drive a short distance to another city and make more money to support their family. Public safety employees often stuck around because though they made less money, the city made up for it with great medical benefits. Now thats gone, the city is broke. This perfect storm of low pay, medical costs, co pays, etc. is driving these amazing public servants away. Our police and firefighters are not even close to being compensated properly. Do you think any young person wants to be a police officer right now? Do you think any young person wants to put their life on the line for $4,677 dollars a month? When they are married, their spouse has to stay home to care for their children because day care is too expensive. Do you think a young person wants to respond to murders, drive by shootings, suicides, or a person trapped in a vehicle burning alive for poor pay and poor benefits? You honestly think a police officer or firefighter will deal with that trauma for $4,677 a month? Do you know how many cops are on duty during the graveyard shift to keep you safe? 4 most nights, sometimes 5 for 75+ thousand people. Our fire department can’t staff stations as it is because they are leaving. Ask a firefighter how many of them just accepted jobs in other cities. Ask a firefighter how many of them are in backgrounds with other departments. The number is scary. What will you do when someone’s breaking into your house and no one can respond because 1 cop is at the jail and the others are investigating a shooting? What will you do when a fire station is closed down but someone you love has a medical emergency? What if no one responds because they are trying to stop a house from burning down? The city has grown but public safety has not. Public safety is operating with the same staffing levels as pre 2008. We’re talking about 3/4 of a penny here. Public Safety is 80% of the General Fund. Measure A is for the General Fund. Don’t fall for a lot of the miss leading information about this Measure.**
