California COVID update 12/3/2020 from our Broker of Record: Property showings are still limited to scheduled viewings ONLY to one buying or leasing household. Open Houses continue to be PROHIBITED. Governor Newsom has announced new rules. If a region’s ICU capacity falls below 15 percent, a new stay-at-home order will be applied in that region for at least three weeks. State officials anticipate the majority of the state will qualify for this stay-at-home order within the ne...xt few weeks. Our region includes all counties in Southern California. Under the new stay-at-home order, bars, wineries, personal service businesses like hair and nail salons will close, and retail establishments will be reduced to 20 percent capacity. Critical infrastructure (including real estate) and schools with waivers will stay open, and restaurants will be allowed to continue take-out and delivery service only. In addition, all non-essential travel is prohibited statewide. For the time being, real estate remains an essential service, and the rules REALTORS have been following still apply. REALTORS will be able to continue conducting business in regions where the new stay-at-home order has been implemented, provided they follow the state guidelines we have been following throughout the pandemic. REALTORS must continue to comply with state and local health ordinances in order to reduce the risk of exposure to, and spread of, COVID-19, while providing the essential services of residential and commercial real estate.

California voters have approved Proposition 19. This allows a homeowner who is 55 years of age or older, the disabled and wildfire victims and strips breaks from people who inherit homes but don't live in them to transfer the taxable value of their primary residence to: a) a replacement primary residence anywhere in the state, b) regardless of the value of the replacement primary residence (but with adjustments if replacement has a greater value), c) within two years of the s...ale and d) up to three times (or as often as needed for those whose houses were destroyed by fire).The prior rule limited this exemption to a one-time transfer within the same county (Prop 60) or between certain counties (Prop 90) and only if the replacement property was of "equal or lesser value." COVID-19 vaccination maybe as soon as late December 2020. I met two individuals that were part of the trials here in San Diego county Thursday. They were both happy and relieved. They felt they were free to do anything again.
