COVID-19 Update Does "Stay at Home" Order Apply to Your Business? The Governor's Executive "Stay at Home" Order provides for exceptions that are needed to maintain operations of the federal critical infrastructure section. The Governor also has the ability to designate additional sections as critical. See link to Order with FAQs. https://covid19.ca.gov/stay-home-except-for-essential-needs/... Attached is the list of essential federal critical infrastructure workers during the COVID - 19 response. Under Transportation and Logistics - automotive repair and maintenance facilities are deemed critical and thus exempt. Our industry partners including associations representing new car dealers (service side only), auto body shops, repair dealers and aftermarket parts retailers have all concluded that they are exempt as critical infrastructure and will remain open as an essential service. It is important to note that The State Public Health Officer may issue orders as needed for example, if more information emerges about the public health situation and issue new orders and directives as conditions warrant. In addition, this is a statewide order. Depending on the conditions in their area, local officials may enforce stricter public health orders. But they may not loosen the state’s order. In today's Capitol Weekly, a political insider publication, the president of the State of California Auto Dismantlers Association makes the case for Assembly Bill 238. "Imagine a business that is unregulated and not held accountable for the improper handling of hazardous materials and fluids that make their way into our drinking water and the waterways that support our wildlife. Then consider that these cash-only businesses fail to provide their employees with a safe working environment or fair wages, accept stolen goods and do not pay taxes." NEWS FLASH: California's Underground Economy of Unlicensed Auto Dismantling Surging According to California Department of Motor Vehicles (DMV) data there is strong evidence that the size of the underground economy of unlicensed auto dismantlers has surpassed the number of licensed dismantlers that operate lawfully in the State of California. In 2000, there were 1,552 licensed dismantlers in California. Today, the number has declined 17.5% to 951, even as the number of vehicl...es has increased in a state that has the largest number of vehicles. By contrast, since 2017 the DMV raided 824 unlicensed operations before its "Unlicensed Auto Dismantling Industry Strike Team" (VDIST) program expired on December 30, 2019.
