The coronavirus (COVID-19) pandemic continues to significantly impact individuals and businesses across the United States. The United States government has issued regulatory changes and guidance regarding the federal income tax laws. Tax Payment Deadline Extended. On March 18, 2020, the Treasury Department and the IRS announced they were jointly providing special tax payment relief to individuals and businesses in response to the COVID-19 outbreak. Under Notice 2020-17, any... C corporation may delay the payment of up to $10 million of income tax until July 15, 2020. All other taxpayers (individuals, trusts, estates, etc.) may delay the payment of up to $1 million of income tax until July 15, 2020. This relief includes estimated income tax payment obligations for tax year 2020 due on April 15, 2020, provided the aggregate of the income tax payments and estimated tax payments do not exceed the applicable thresholds above. The guidance does not apply to other federal tax obligations, such as the payment of employment taxes (Forms 941). On March 20, 2020, Treasury Secretary Steven Mnuchin announced that the Treasury Department would extend the April 15, 2020, filing deadline to July 15, 2020. Mnuchin did not provide additional details other than to state that [a]ll taxpayers and businesses will have this additional time to file and make payments without interest or penalties On March 20, 2020, the IRS advised that it had temporarily closed all Taxpayer Assistance Centers and had discontinued face-to-face services throughout the United States until further notice. However, the IRS reiterated that it was continuing to process federal income tax returns and issue refunds, where appropriate. The Treasury Department has cautioned taxpayers of a new scam in which individuals are contacting taxpayers and informing them that they may claim United States government grants or stimulus payments in exchange for financial information or an advance fee, tax or other charge, including the purchase of gift cards.
