Department of Building Inspection 11.11.2020

The Department of Building Inspection, along with its partnering agencies the Fire Department and San Francisco Planning, will host a Saturday Permit Day for Over-the-Counter (OTC) permit applications on Saturday, October 3, 2020 at our headquarters located at 49 South Van Ness Avenue. On Saturday, October 3, 2020, we will offer: - Over-the-Counter without plans permit processing (tickets sold out) - Fire-only permit application drop-off (tickets sold out)... - Over-the-Counter with plans permit application submission by appointment Sign up to participate in the OTC with plans lottery: https://www.eventbrite.com/e/sign-up-for-otc-with-plans-lot. We are offering 24 appointments for customers to drop off Over-the-Counter with plans permit applications. Customers can request an appointment by signing up through Eventbrite, and appointments will be offered through a lottery process. To participate in the lottery process, customers can sign up through the OTC with plans Eventbrite page until 12:00 a.m. Thursday, October 1. Signing up through the OTC with plans Eventbrite page does not guarantee a ticket to attend this event. Signing up through this Eventbrite page does not guarantee a ticket to attend this event. Customers chosen through the lottery process will receive an email from DBI informing them that an OTC with plans appointment has been reserved for them on October 3, 2020.

Read DBI's latest update on 8/28/20: We've made some updates to our permit submission process--for more information, visit https://www.sfdbi.org/limitedservices. Over-the-Counter Permits Without Plans and Fire-Only Permits... Customers filing for an Over-the-Counter permit without plans or permits that require only Fire Department review can drop in between 7:30 and 9:30 a.m. to the Permit Center at 49 South Van Ness Avenue. Customers need to pre-register via Eventbrite. Tickets are now available for the week of August 31. Please register for only one ticket per day. Each registrant can submit a maximum of 2 permits. Over-the-Counter Permits With Plans If you have a new permit application for an Over-the-Counter with plans permit, you can make an appointment to submit your permit application in paper here. We accept a maximum of 2 permits per appointment. If you already submitted an Over-the-Counter with plans permit application online, you should have received an email invitation to make an appointment to submit your permit application in paper. Appointments are scheduled in 15-minute increments from 9:30 a.m. to 3:30 p.m. Visit www.sfdbi.org/otcappointments for more information. Notice Requirement for Building Owners Performing Construction Work Starting Monday, building owners cannot perform construction work in residential buildings that would impact tenants' water and/or utility services unless they come to an agreement with impacted tenants or do the following: - Notify tenants of upcoming construction work impacting water and/or utility services: 72-hours advance notice for work lasting more than two consecutive hours to four non-consecutive hours in one day or at least one week's notice for work occurring on multiple consecutive days or three days in a single week, with weekly updates to tenants for prolonged construction projects. - Provide alternative water and utility services when these are impacted due to construction work occurring at the property. - Provide tenants a main point of contact during the time of the construction work. - Provide temporary insulation in areas where loud instruments will be used over a continuous or long period of time to reduce the noise impact to residents. We are temporarily limiting the types of permits that may be submitted online through the digital permit submission process to new 100% affordable housing projects, new permits for Development Agreement projects, and addenda and revisions for already submitted digital in-house review permits. We are working to retool the digital system and make workflow and process improvements to increase efficiency and integrate the system with DBI’s Permit Tracking System (PTS). Trades pe...rmits will still be offered online. While we are improving the digital permitting system, DBI will continue to offer limited in-person services for paper applications and will continue to process digital permit applications that have already been submitted online. If you submitted a permit application online, you will remain in the queue for permit processing or be asked to resubmit your permit application in paper. DBI Has Moved to 49 South Van Ness Avenue The Department of Building Inspection (DBI) has moved to 49 South Van Ness Avenue (49SVN). Please note our new address. At this new building, DBI is co-located with 14 other permitting departments, making it easier to collaborate and provide permit services together. ... DBI staff will be located on three floors: - Second Floor - Permit Center - Fourth Floor - Fifth Floor DBI remains partially closed to the public at 49SVN. In partnership with the Permit Center, we are providing limited in-person services for Over-the-Counter with and without plans permit applications. Department of Building Inspection 24.08.2020

Starting 3/23/20, DBI and permitting departments at 1660 Mission Street will resume plan review of previously submitted projects and inspection services for Essential Infrastructure. However, the building will remain closed to the public for now.
