Today, we celebrated the life of Detective Marylou Armer with a memorial service. Because of COVID, a ceremony honoring the Detective had to wait until now. SRPD, her family, and local law enforcement gathered to share memories and stories about her. Today was a valuable opportunity to grieve and a step closer to healing. She may be gone, but Detective Marylou Armer’s legacy lives on through the long-lasting impact that she made in our community.

On Thursday, July 8, 2021, the Santa Rosa Police Department, local law enforcement agencies and family will celebrate the life of Detective Marylou Armer. On March 31, 2020, Detective Armer died in the line of duty, from complications associated with COVID-19. Due to the pandemic, no law enforcement funeral occurred. This Thursday, a memorial service is being held to honor the life and service of Detective Armer. The ceremony is closed to the general public, but there wil...l be a procession that the community can view. Procession: A law enforcement procession will happen before Detective Armer's memorial. Any community members who want to view the procession are encouraged to line Mendocino Avenue, north from Steele Lane. The procession will start at 8:30AM and travel northbound, on Mendocino Avenue, to the Luther Burbank Center for the Arts. Ceremony: The memorial ceremony will be held at the Luther Burbank Center for the Arts, starting at 10:00AM. The ceremony is closed to the public and will not be live streamed. Photographs from the ceremony and procession will be shared at a later date. We understand there is a lot of interest in the ceremony, but to respect the privacy of Detective Armer’s family, we are limiting the memorial to law enforcement and her family.

Holidays are busy and this year's Fourth of July was no different. To address community concerns about the use of fireworks, the SRPD partnered with the City of Santa Rosa Fire Department to conduct additional patrols and enforcement. The goal was to educate the community about illegal fireworks and enforce local and state laws, if safety allowed. With limited resources, we still dedicated 4 City employees, two officers and two fire inspectors to handle the firework complain...ts. We also up-staffed our traffic unit due to an anticipated increase in DUI's. Over a 36-hour period between 7/3 and 7/5, the SRPD Communication Center received 2,051 calls, many about fireworks. Of these calls, 566 fireworks compaints were created for potential police response. SRPD averages 300-350 service calls per day, not related to fireworks. On the Fourth of July, SRPD created more than 400 calls related to fireworks complaints between 6:00PM and 2:30AM. There were an additional 300 calls for police assistance for calls ranging from domestic violence, assaults, DUI, and other traditional police calls. Just after midnight, SRPD officers, detectives and field & evidence technicians responded a gang shooting that killed one resident and injured three more. As a local law enforcement agency, we strive to meet the community's expectations and handle calls for service. But all calls are prioritized and domestic violence, gang shootings, and assaults are given a higher priority. We partnered with the community and asked people not to use fireworks, but not everyone took the warnings seriously. We understand and share the community's frustration about people using fireworks, but we had to direct our resources to high number patrol calls we received. While this explanation isn't easy to read, we want the community to know we continue to support them and provide high quality police services. We will continue to partner with the community, stakeholders and local organizations about how the issue of fireworks can be improved upon in coming years. As we start a new week, please do NOT use any remaining fireworks. We are experiences a serious drought and they will cause fires. Thank you.

On July 5, 2021, at 12:06 a.m., Santa Rosa Police Officers responded to the 1500 block of Beachwood Drive regarding a shooting that just occurred. Santa Rosa Police Officers arrived on the scene and found multiple shooting victims. One victim died on scene from gunshot wound(s). Three other victims were also shot and transported to a local hospital with life threatening injuries. Detectives from the SRPD Violent Crimes Investigation Team as well as Field & Evidence Techn...icians responded to the scene and are continuing to investigation this incident. The investigation is still in its early stages, and we are following up on every investigative lead. Investigation Thus Far: Dozens of people were participating in a large/illegal firework show in the 1500 block of Beachwood Drive. A silver Honda Accord, with an unknown amount of people inside, drove into the neighborhood. Witnesses believed they heard gang challenges come from vehicle occupants, but we are investigating what exactly was shouted from the Honda. An occupant or occupants from the Honda started shooting from the vehicle and initially struck three victims (one adult male and two juveniles). As the vehicle tried to flee the area, a second exchange of gunfire occurred. A person or people from the crowd engage in gunfire with occupants of the Honda. During this exchange, an adult female was struck by at least one bullet. The Honda crashed into a parked car and the suspects fled the scene on foot. Officers searched for the suspects, but were unable to locate them. Currently, we do not have additional suspect information to provide. Victims: 35-year-old man from Santa Rosa, deceased. We are not currently releasing his name but will provide it after next of kin has been notified. 29-year-old female from Santa Rosa. Critical condition and being treated at a local hospital 17-year-old juvenile female from Santa Rosa. Critical condition and being treated at a local hospital 16-year-old juvenile male from Santa Rosa. Non-life-threatening gunshot injury. A reward of up to $2,500 is being offered by the Sonoma County Alliance Community Engagement and Safety Rewards Fund. ARREST: Felon Arrested in Local Park for Possession of a Concealed Firearm On Tuesday June 29th at 6:23pm, a Santa Rosa Police Officer was conducting extra patrol at Julliard Park in Santa Rosa. Julliard Park has had continuing problems with narcotic dealing, prostitution, and other related crimes. While patrolling, the officer identified a possible wanted suspect, identified as Rico Lemay. The Officer was familiar with Lemay from previous contacts. Lemay was on Active Post R...elease Community Supervision (PRCS) and had a Felony warrant for his arrest. The Santa Police Officer attempted to detain Lemay and place him under arrest for the warrant. Lemay immediately ran away from the officer, who then gave chase. The officer caught up to Lemay and was able to safely take him into custody. Neither Lemay nor the Officer were injured. During a search of Lemay’s person incident to his arrest, the Officer located at tan-colored handgun in Lemay’s front pocket. The handgun was a polymer 80 semi-automatic handgun, with no serial number. The type of gun is commonly referred to as a Ghost Gun because it’s lack of serial number. The officer located a small baggie of suspected fentanyl as well that was being carried by Lemay. Rico Jerome Andrew Lemay is a 29-year-old Santa Rosa resident. He was arrested for the following charges: Possession of a controlled substance 11350(A) H&S Carrying a concealed firearm 25400(A)(2) PC Felon in Possession of a Firearm 29800(A) PC Obstruction/Resisting arrest 148(A)(1) PC Felony Warrant The Santa Rosa Police Department is committed to proactive patrolling efforts to keep our neighborhoods safe, especially our community parks. ARREST OF SUSPECT WHO SHOT AT A RESIDENCE On Monday, February 15, 2021 at 3:13AM, SRPD officers were dispatched to the 2300 block of Squire Lane, regarding a shooting. When officers arrived on scene, they contacted the victim, who had visible lacerations on his face. The victim explained a subject shot at his residence approximately 10 minutes earlier. The victim and the suspect were acquaintances, but weren’t known to have a problem with one another. The victim wasn’t... sure how many times the suspect shot at his residence. When the shooting occurred, the victim was in the bathroom. A round (bullet) hit the bathroom mirror, shattering it, and causing glass shards to hit the victim’s face. The victim was not struck by a bullet. The victim contacted SRPD to report the incident. A 9mm casing was found on scene. The case is still under investigations. Detectives are still trying to determine if the suspect was targeting the injured victim or other acquaintances that were previously at the residence. Numerous officers canvassed the area, looking for the suspect. A short time later, Sonoma County Sheriff’s Deputies located a vehicle in the 5300 block of Old Redwood Highway that matched the suspect vehicle (a dark grey Dodge Charger). Deputies detained the driver. When SRPD officers arrived on scene, they confirmed the detained driver was the believe suspect of the shooting. Officers conducted a probation search at the suspect’s residence and located hundreds of Xanax pills, cocaine, 9mm ammunition and a gun magazine. No firearm was located. Based on witness statements and evidence located, the suspect was arrested. Suspect: Hector Juan Carlos Barragan, 21-year-old male and Windsor resident Barragan was arrested for the following charges: 11375(b)(1) HS Felony Possession of a Controlled Substance for Sales 245(a)(1) PC Felony Assault with a Deadly Weapon 30305(a)(1) PC Felony Felon in Possession of Ammunition 11350(a) HS Misdemeanor Possession of a Narcotic 594(A)(2)(a) PC Misdemeanor Vandalism 1203.2 PC Violation of Probation Barragan was booked into the Sonoma County Jail on the above charges. This investigation is still on-going. Is this your bike? An astute citizen witnessed what she believed to be a theft of a bicycle from the back of a parked truck. She was able to call SRPD Dispatch and give an accurate description of the bike and person riding it, as well as a direction of travel. The bike was recovered by one of our officers and is now secured at the police department waiting for a ride home (pun intended). SRPD INVESTIGATING A MURDER/SUICIDE: Case 20-14198 On December 15th, 2020, at 6:16 p.m., officers from the Santa Rosa Police Department responded to a residence on Whitewood Drive for a report of a female victim suffering from a gunshot wound. The reporting party believed the suspect, who also lived on the property, shot the victim during an argument. Upon arrival, officers were met in the driveway of the residence by two children who told them the victim was to the rear of ...the residence. Officers searched and located the victim laying in the backyard near a shed with a single gunshot wound. It was unclear if the suspect was still on the property or fled the scene. Patrol officers rescued the victim and moved her to the front of the residence for transport by ambulance. The victim succumbed to her wounds and was later pronounced dead at a local hospital. Officers from the Santa Rosa Police Department’s SWAT and Hostage Negotiations Teams were called to the scene, along with SRPD Drone pilots to conduct a search of the property and contact the suspect. With assistance from the Petaluma Police Department’s SWAT team, Rohnert Park DPS’K-9 team and the Sonoma County Sheriff Department’s, Henry-1, the suspect was located deceased on the property. The suspect, a 31-year-old white male, died from an apparent self-inflicted gun-shot wound to the head. Detectives from the Violent Crimes Investigations Team along with our Field and Evidence Technician’s responded to continue with the investigation. The investigation is in its initial stages, and we will provide updated information as we learn more about this incident. We encourage anyone with additional information regarding this incident to call our Violent Crimes Investigations Team at (707)543-3590. The victim and suspect’s name are being withheld at this time due to the continuing investigation and pending notification of family members. Update #1 ROAD CLOSURE BOTH DIRECTIONS OF HWY 12 AT ELAINE DR STILL CLOSED AS OF 2:00 PM. EXPECTED TO BE CLOSED UNTIL 6:00 PM. The damage to the power lines and additional power poles was more extensive than originally thought. PG&E has been working nonstop since the collision this morning to complete the repairs. The roads are expected to reopen at approximately 6:00 PM tonight. ******************************************************************************************** Original post: **TRAFFIC CLOSURE HWY 12 / ELAINE DR** At approximately 6:00 am, a truck collided into a power pole in the area of Highway 12 and Elaine Drive. Power has been lost in the area. PG&E is currently working on replacing the power pole. The repairs are expected to take approximately 4 to 5 hours. At this time, both directions on Hwy 12 in the area are closed pending removal of the vehicle and stabilization of multiple power poles. Please use alternative routes.
