Exciting SJCOG news! Executive Director Diane Nguyen today begins her one-year tenure as vice chair of the San Joaquin Valley Regional Planning Agencies’ Directors’ Committee. The committee consists of representatives from the eight regional transportation planning agencies in the San Joaquin Valley, including San Joaquin, Stanislaus, Merced, Fresno, Kings, Tulare, Madera and Kern counties. The committee is chaired this year by Kern Council of Governments Executive Director Ahron Hakimi. Committee members consider interregional issues, including multimodal transportation investments, air quality, and legislative advocacy efforts, among others.

San Joaquin County residents can have a hand in planning the future of transportation in the region by simply filling out a brief survey. The survey results will be used as part of the San Joaquin Council of Governments’ Envision 2050 project to update the Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS). SJCOG is the planning, financing and coordinating agency for the San Joaquin region overseeing transportation, housing, habitat conservation, and... other areas. SJCOG’s RTP/SCS provides the long-range vision and investment plan for the county’s future transportation needs. The plan maps how the region will integrate transportation and land use to provide transportation options that help the region grow in a financially and environmentally responsible way. One way to have an influence on which strategies will be selected for the update is to participate in a MetroQuest Survey to help in shaping the future of transportation in San Joaquin County. San Joaquin Council of Governments Boardmember and Stockton City Councilmember Dan Wright was unanimously approved today by the San Joaquin Valley Policy Council as the valley representative for the California Freight Advisory Committee. Caltrans established the California Freight Advisory Committee in collaboration with the California State Transportation Agency in response to 2013’s Assembly Bill 14, consistent with the federal Fixing America’s Surface Transportation Act g...uidance. The CFAC is a charter member advisory body representing public and private sector freight stakeholders, including representatives of ports, shippers, carriers, freightrelated associations, the freight industry workforce, the transportation department of the state, and local governments. The CFAC meets quarterly at various locations across the state to participate in the development of the California Freight Mobility Plan and to advise the state on freightrelated priorities, issues, projects and funding needs.

Congratulations to Ripon City Councilmember Leo Zuber (left) and San Joaquin County Supervisor Robert Rickman for being unanimously voted in as chair and vice chair of the San Joaquin Council of Governments Board of Directors at the board’s Thursday meeting. Chair Zuber takes over from Stockton City Councilmember Sol Jobrack, who had been the SJCOG chair for the past year, and Vice Chair Rickman fills the position previously held by Chair Zuber. The chair and vice chair rotate annually among the members of the joint-powers authority comprised of San Joaquin County and the cities of Stockton, Lodi, Manteca, Tracy, Ripon, Escalon and Lathrop. Great news from last week! The San Joaquin Council of Governments won a prestigious National Association of Regional Councils Achievement Award for its EZHub, a cashless mobile ticketing and fare payment system in the Vamos Mobility trip planning app. It’s an EZ way to plan, pay, and ride transit in San Joaquin County. We wanted to give riders a one-stop shop for effortless trip planning and fare payment that could be used throughout the region, said SJCOG Executive Directo...r Diane Nguyen. This award really highlights the many innovations possible with mobile technology. We graciously accept the NARC award on behalf of SJCOG and the seven transit operators that collaborated on finding better ways to serve transit customers. Congratulations also go to our partners Masabi LLC, San Joaquin Regional Transit District, Altamont Corridor Express, Manteca Transit, Tracy Tracer, Lodi GrapeLine, Escalon eTrans and Ripon Blossom Express. The San Joaquin Council of Governments (SJCOG) Board of Directors voted unanimously at their regular meeting of October 22, 2020 to name Diane Nguyen to be the next Executive Director of the San Joaquin Council of Governments starting January 4, 2021. Ms. Nguyen is presently serving as the Deputy Director for Planning and Programming for SJCOG and has served in that position since 2012. She supervises 14 planning positions with the agency. Ms. Nguyen started her career with t...he San Joaquin Council of Governments in 1995 after graduating with a Master’s Degree in Urban and Regional Planning from the University of California, Irvine before leaving the agency in 2005. She went on to work with Interwest Consulting Group, a consulting firm that specializes in a variety of municipal services. There she spent seven years as the Manager of Capital Programs and Public Policy, overseeing engineering and planning teams that worked exclusively for local governments throughout California. Ms. Nguyen received her Bachelor’s degree (with honors) in Social Ecology from UC Irvine. Assemblymember Jim Cooper said, Through collective work on transportation funding, regional planning and policy, I came to see Diane as a strategic thinker. I believe Diane will make an outstanding Executive Director. Ms. Nguyen will succeed Andrew Chesley as Executive Director of SJCOG. Mr. Chesley has been with that agency for 41 years and has served as its Executive Director for the past fifteen years. He will retire effective January 3, 2021. We cast a wide net across the nation and had really strong candidates, said Supervisor Kathy Miller. In the end it was a unanimous decision that Diane Nguyen was by far the best person we interviewed with the strongest background. COG will be in very good hands with her. said Supervisor Kathy Miller. During the October meeting, Nguyen recounted travelling on the Amtrak to downtown Stockton for her first job interview (in 1995) at SJCOG. It is an honor to lead SJCOG as the next Executive Director, Diane Nguyen said. I will continue SJCOG’s tradition of collaboration and innovation while serving the residents of this region. We look forward to Diane’s leadership said SJCOG Chair, Sol Jobrack. The San Joaquin Council of Governments is a regional planning agency responsible for transportation planning, habitat conservation planning, and a range of other responsibilities that include managing the Measure K transportation program as well as housing, air quality and airport land use planning. Extent of COVID-19 impacts on age and racial/ethnic groups. The difference in income levels and racial/ethnic composition between areas with the highest rates of COVID-19 deaths and areas with the lowest rates. Job sectors that have been most impacted by COVID-19 in terms of layoffs. Job sectors with employees that are most vulnerable to COVID-19 (due to the nature of the jobs) and the racial/ethnic composition of those sectors. The death rates of counties in California and counties with higher rates than the state average. San Joaquin County has now moved into the Red (Substantial) Tier, allowing additional sectors to open further. Sectors must follow State Guidance. Once San Joa...quin County is in the Red Tier for two weeks, it is allowed to reopen schools for some in-person instruction following California School Sector Specific Guidelines, unless the school had previously received a waiver. Gatherings, unless part of an approved sector, are still not permitted at this time. Keep wearing your face covering, practicing social distancing, wash your hands, stay home when you can, and get tested!
