Photos can be representative of Kern County history, community life, open space, recreation, arts, culture, or anything that embodies the spirit of what living in Kern County means. Age Groups: 6-12 13-17 18+ What makes a photograph a winner? Technical quality, clarity and composition are all important, but so is a flair for the unexpected and the ability to capture a picture-perfect moment.
