SCAM ALERT We want to make our citizens aware of an emerging scam attempting to exploit California’s COVID-19 contact tracing program. Scammers are imperso...nating contact tracers and calling/texting victims, asking for confidential information such as your social security number, financial information, and other sensitive information. The contact tracing program is only used by public health departments; representatives will typically call those who have tested positive for COVID-19 or those who have been exposed. Representatives will also ask about symptoms and discuss the next steps in the process while keeping personally identifiable information confidential. A legitimate contact tracer WILL NOT ask you to click or download any links. They also will not ask you for any money, your bank account information, your social security number, or immigration status. If you think you have come in contact with a scammer, please report them to the Placer County Sheriff’s Office or file a complaint online, at FTC.gov/complaint.

We’d like to take a minute and explain the Emergency Bail Schedule (also known as the Zero Bail Order), and how it affects Placer County, as some of our communi...ty members believe there has been a mass release of inmates, and that deputies are not arresting individuals committing crimes. The emergency bail schedule was ordered in April by the California Chief Justice in the midst of the COVID-19 pandemic, allowing all misdemeanors and some felony crimes to fall under the emergency bail schedule. Please note, crimes deemed as a threat to public safety, including, but not limited to DUI, misdemeanor/felony domestic violence and any serious or violent felony are EXEMPT from the zero bail order. Regardless, if someone has committed a crime, they may be arrested and booked into our jails. If their charge falls under the emergency bail schedule, they will be booked and released. In cases where the zero bail applies but there are extenuating circumstances where the individual should not be released, the judge may grant a bail enhancement and supersede the emergency bail schedule. In Placer County, 108 inmates have been released to date since the order went into effect, and 27 of those have been re-arrested.The zero bail emergency order will expire 90 days after the statewide stay-at-home order is lifted. Sheriff Devon Bell is weighing in on the order, and has this message for Placer County: This is an unfortunate, but predictable, outcome of a flawed policy. During the onset of California’s COVID-19 pandemic, California’s Judicial Council implemented a zero bail amount for many crimes. This means that crimes that carried a presumptive bail at a set dollar amount are now released without having to post bail. Their intent was to reduce inmate populations in the county jails. This would help sheriffs reduce their jail populations. The thought was fewer inmates will reduce the likelihood of COVID being transmitted within the facilities. The Judicial Council applied this zero bail schedule throughout the state in a one-size-fits-all approach. This approach is not a good fit in Placer County. In collaboration with our local bench, our police and probation partners, we have been able to appropriately manage our jail population while maintaining the integrity of the system. As a result, we have not found it necessary to release any inmates due to COVID. We also have had no confirmed cases of COVID-19 in either of our two jails. Frankly, we had achieved our benchmarks before the Judicial Council implemented zero bail. I’ll conclude with this. I’m proud of the peace officers we have serving Placer County. By my estimation, there is no finer community for you to live, work, recreate and raise your family. Occasionally, the state will implement laws or policies that are contrary to public safety. Regardless, you have some of the finest peace officers in the nation serving you and we will do everything we can to provide the highest level of community safety possible.
