With marked gains this year, housing experts expect the housing market to continue to gain momentum in the new year. ... The Wall Street Journal recently offered up some chief housing issues likely to be important in the New Year. These include: Inventories rise: To meet the increased demand, home builders are increasing production and more sellers may be more willing to test the market as housing prices increase. Home prices spur demand: More buyers have urgency with home purchases as rents rise, housing values gain momentum, and mortgage rates remain low. Credit remains tight: While rising prices could serve as a tailwind, new regulations may lock in some of the defensive underwriting posture while impeding capital rules may lead banks to pare their lending footprint, The Wall Street Journal predicts. Broader economy dictates how far recovery goes: If unemployment decreases and the economy improves, many of the biggest challenges facing the housing market would likely fade, such as tight credit, the large number of underwater home owners, and a high rate of foreclosures. Any renewed weakness in job growth could put housing back into the stall that it found itself in between 2010 and 2011, The Wall Street Journal reports. The housing market is still fragile. ... Judge: North Carolina ‘Choose Life’ License Plates Unconstitutional A federal judge has sided with the ACLU against the state of North Carolina and blocked the state from offering residents choose life license plates without providing plates with the opposing view. In his decision, U.S. District Court Judge James Fox, who last year issued an order temporarily blocking the state from producing the choose life plates, found the plates to be unconstitutional in the absence of other license plates that promoted a pro-choice position.

Buffett, Soros Call for Higher Estate Taxes Billionaire investors Warren Buffett and George Soros are calling on Congress to increase the estate tax as lawmakers near a decision on tax policies that expire Dec. 31. In a joint statement Tuesday, Buffett, Soros and more than 20 other wealthy individuals asked Congress to lower the estate tax’s per-person exemption to $2 million from $5.12 million and raise the top rate to more than 45 percent from 35 percent.

There has been speculation that the banks would rush to clear inventory before the CA Homeowner Bill of Rights takes affect in January 2013, causing an increase in the number of foreclosures. Clearly this is not the case as we continue to see the number of Foreclosure Starts decline. Notice of Trustee ...Sales remains basically flat, up 1.9 percent from the prior month. September 2012 California Foreclosure Sales are down 17.9 percent from the prior month, and down 30.4 percent compared to last year. However, a larger portion of Trustee Sales, 39.2 percent, are being purchased by investors compared to 27.2 percent last year. In the other states in our coverage area, Foreclosure Starts are down with Arizona down 37.1 percent, Nevada down 40.1 percent, Oregon down 40.0 percent, and Washington down 31.2 percent from the prior month. Sales are also down with Arizona down 24.3 percent, Nevada down 19.5 percent, Oregon down 0.3 percent, and Washington down 33.5 percent from the prior month
