The West End Update! Hillcrest property owners, business owners, Chris Ward, and New City America are meeting to negotiate new district to benefit Hillcrest. Over the last few weeks, Hillcrest business owners and community leaders have expressed concerns and fears about the creation of a new district in parts of Hillcrest and on El Cajon Blvd. called The West End. The Hillcrest Business Association (HBA) recently sounded the alarm concerning a variety of issues. At the reques...t of the HBA, Councilmember Chris Ward brought the parties to the table to discuss the issues. In an ongoing series of meetings, the parties have begun the process of negotiation. All parties agree that clean and safe services are needed in east Hillcrest. Issues such as clarity of the boundaries of Hillcrest, transparency of the process, programming at the (future) Normal Street Promenade, neighborhood "branding", and accurate representation of neighborhood property owners is still to be worked out, however, negotiations are promising. If an agreement can be hashed out property owners will vote on the new district in 2021.
