Rehfuss to join Big Bear MWD board in March Feb 19, 2021 5:28 AM They picked someone who knows about water.... On Feb. 18, the Big Bear Municipal Water District board of directors appointed Bear Valley Plumbing and Heating owner, Robert Rehfuss, to fill the seat left vacant after the resignation of Larry Cooke. Rehfuss was one of four applicants for the Division 2 seat. Other applicants included Ronald Krueper, a retired ranger and superintendent with California State Parks; Craig Peterson, supervisor of winter sports at Big Bear Mountain Resort; and Axel Heller, who formerly worked in communications for the Los Angeles County Metropolitan Transit Authority. All four applicants were asked the same questions. Interviews lasted less than an hour, combined. Of the four, Rehfuss has lived in Big Bear the longest. He told the board he believes the biggest challenge for the MWD is how to accommodate the increased number of visitors coming to the lake. There is a need to grow the staff to meet the demand. There is also the issue of trash. I see a lot of litter, on the water and shore, Rehfuss said. He lauded the agency for the work it has done with its in lieu agreement that keeps water in the lake. Rehfuss said the lake is the foundation of this community. It’s a resource we have to protect, he said. Following the interviews, board members commended the applicants for their knowledge and enthusiasm. Board president Tom Bradford nominated Rehfuss for the position, followed by a second from board member Bob Ludecke. Really? board member Charlie Brewster said. We’re not going to talk about anybody else? If not, then I abstain. The final vote was 3-0-1 with Brewster abstaining. Rehfuss will be sworn in at the next MWD board meeting, which is scheduled for March 4 at the MWD board room.

Big Bear MWD considers fees, interviews board applicants By Kathy Portie [email protected] Feb 15, 2021 5:41 AM... It’s been eight years since lake use permit prices have increased. The Big Bear Municipal Water District board of directors will consider a resolution to change those fees. On Feb. 18, the board will review the proposed fees, which include seasonal permits of $120 for registered vessels and $55 for non-registered vessels. A registered vessel includes all motorized boats of any length and sailboard over 8 feet in length. Nonregistered vessels include nonmotorized boats of any length, sailboats 8 feet or less in length, sailboards, stand-up paddleboards and fishing float tubes. Single-day permits, which may be applied to the purchase of a seasonal permit, are also considered for an increase. Registered vessels can purchase a one-day permit for $30. Two-day permits cost $50, followed by $70 for three-day permit, $90 for a four-day permit and $100 for a five-day permit. Nonregistered permits cost $20 for first day, $30 for two-day, $40 for three-day and $50 for a four-day permit. The board meets at 1 p.m. Feb. 18 to review and consider the resolution. The fee increase will help pay for more staff and increased operations costs associated with the increase in lake users. The board also has received four applicants to fill the board seat vacated by Larry Cooke in Division 2. Candidate letters were received from Robert Rehfuss, Ronald Krueper, Craig Peterson and Axel Heller. All four candidates have been verified to be residents within the boundaries of Division 2. The city of Big Bear Lake and the Big Bear Grizzly were notified on Dec. 7 of the impending closure. A distress sale is set to begin Dec. 10 and customers may notice more merchandise in the store where shelves have remained empty since last Christmas. The announcement may not have been a surprise, but there was no indication prior to the notification just before noon on Dec. 7. It is disappointing, said Big Bear Lake city manager Frank Rush. BBMWD states: Although the algae stories range from abstract to some truth, it is important for everyone to be educated about the concerns of the algae. Algae is always present in all nutrient rich lakes like Big Bear Lake, blooms under the right conditions can spread very quickly. We monitor the water quality multiple times per week for the presence of algae. We are currently seeing very small isolated pockets of concentrated algae with the majority of the Lake in very good ...shape. The District recommends that if the water looks green and you observe a scum on the surface and a fishy smell, don't go in that part of the Lake or let your dogs go in or drink the water. Simply look for cleaner, bluer water. If you believe that you or your pet were in water of concern wash yourself and/or pet off at our washing stations at the East and West Public Launch Ramps. If you feel uncomfortable entering the water or have reservations about the algae, save your swimming for another day. Lastly, please be cautious of using social media as your only source of information on the algae in Big Bear Lake as it is a very complicated subject. For the latest updates please refer to the information about algae on our website at bbmwd.com/lake info/algae information.

Happy 4th of July from the Management and Staff of Pine Knot Marina. Face Masks are required on the grounds and social distancing observed. Stay safe, so you can come back when the fireworks light the sky later this year!

Pine Knot Marina, LLC 21.07.2020

JULY 4 FIREWORKS POSTPONED The City has postponed the July 4 fireworks, in response to the recent escalation of the COVID-19 threat in Southern California. The fireworks show will be rescheduled for later this summer or fall if / when the COVID-19 threat has subsided and it is again possible to present this great annual Big Bear tradition in a safe manner. The City is disappointed that it will not be possible to have the fireworks show on July 4, but believes it is in the bes...t interest of our residents, businesses, and visitors to postpone the show. The City Council authorized the July 4 fireworks show at a special meeting on June 16, at which time the COVID-19 threat was consistently decreasing and there was abundant hospital capacity in Southern California. Unfortunately, circumstances have changed quickly and significantly over the past 15 days, and current circumstances are not conducive to a safe, enjoyable show in Big Bear Lake. Additionally, Governor Newsom has encouraged all July 4 fireworks shows in certain counties, including San Bernardino County, to cancel or postpone - and the City concurs with this directive. The City is currently working with Visit Big Bear and others to offer a virtual July 4 fireworks show that will air on Channel 182 and the City's website on Saturday night. Additional details will be provided in a future City COVID-19 update, and we encourage everyone to take time this Saturday to honor the founding of the United States of America. Despite our challenges, we are all incredibly blessed to live in the greatest country on Earth! The new fireworks date will not be set for several weeks, and the City will continue to monitor the COVID-19 threat in order to determine if / when the show can occur. The new date will be announced in a future City COVID-19 update.

This plan will enhance both the visitor and resident experience. Motorists will be directed to make only right turns onto Big Bear Blvd. (Highway 18) ...from Georgia to Temple, they will be further aided by Sheriff Deputies and CHP controlling traffic at all major intersections. Residents of Big Bear City are advised to park on the south side of the Blvd., while residents of the North Shore area are advised to park on the north side of the Blvd. Following the Fireworks show, Marina exists will be open with right turn only option. When I wear a mask in public: I’m educated enough to know that I could be asymptomatic and still give you the virus. No, I don’t live in fear of the virus; I just want to be part of the solution, not the problem. I don’t feel like the government is controlling me; I feel like I’m being an adult contributing to society.... The world doesn’t revolve around me. It’s not all about me and my comfort. If we all could live with other people's consideration in mind, this whole world would be a much better place. Wearing a mask doesn’t make me weak, scared, stupid, or even controlled. It makes me considerate. When you think about how you look, how uncomfortable it is, or what others think of you, just imagine someone close to you - a child, a father, a mother, grandparent, aunt, or uncle - choking on a respirator, alone without you or any family member allowed at bedside. Ask yourself if you could have sucked it up a little for them. Please remember to wear a mask on marina grounds and social distance!

Big Bear is one meeting away from a decision on the July 4 fireworks. No date has been set, but a special meeting is planned to give a thumbs up or down to the fireworks show taking place on July 4. At that same meeting, the council will discuss closing the Village L to motorized traffic to allow for more physical distancing. During the June 8 City Council meeting, city manager Frank Rush said one of the outstanding issues remaining as the city re-opens is the fireworks show.... A decision needs to be made within a week or two, but he has been waiting until the last possible moment on major decisions regarding COVID-19 due to the ever-changing landscape, Rush said. There are still restrictions on mass gatherings but there are gray areas in interpretation, he said. San Bernardino County is promoting drive-thru fireworks shows where people watch from their vehicles. Other communities are moving forward with fireworks displays, including Apple Valley. That community canceled its Freedom Festival and Sunset Concert Series, but will hold the fireworks show at a park. The park is fenced and gated and will be closed to spectators. Residents are asked to view the show from their homes or from vehicles in an open space. The Big Bear fireworks display is traditionally shot from a barge on the water of Big Bear Lake. Big Bear Lake Rotary Club has canceled its annual barbecue on July 4, but club members do volunteer to help with the show. The club needs time to organize the volunteers, said Dave Caretto, councilman. The pyrotechnic firm uses someone from Japan to operate the Big Bear show. Rush said there are others who can take charge from the company. Caretto said he is worried about Big Bear parks on July 4, which are traditionally packed with spectators watching the display. Social distancing would not take place, he said.

** BREAKING NEWS ** BIG BEAR LAKE CITY COUNCIL SAYS "YES" TO FIREWORKS ON JULY 4TH The Big Bear Lake City Council, in a special meeting tonight, has unanimously voted to go forward with the July 4th fireworks show in Big Bear Lake. Several ancillary details still need to be discussed, however, these details will be worked out between now and the show on July 4th. We will have more details over the coming weeks as to those specifics.

No decision on fireworks just yet At the final hour, the special Big Bear Lake City Council meeting set for June 15 was postponed. The meeting was rescheduled for today, June 16, at 5 p.m. The City Council was scheduled to discuss the July 4 fireworks show and a trial closure of the Village L on the holiday weekend. It's unknown what prompted the postponement.... When the council gathers in Hofert Hall at 5 p.m. the members will consider whether to host the annual fireworks show on July 4 or postpone it until a later date. The city and Visit Big Bear have an agreement with the pyrotechnics firm to schedule the show anytime between July 4 and Oct. 31. The annual Rotary barbecue held in conjunction with the annual fireworks show on July 4 has been canceled this year due to COVID-19. No mass gatherings are allowed, and there are concerns for creating physical distance for spectators during the show. The council will also consider a plan to close the Village L to motorized traffic during the July 4 holiday weekend. This would allow for businesses on Village Drive and Pine Knot Avenue to create more physical distance for customers and for pedestrians to walk in the streets to maintain social distance during the anticipated crowded weekend. Look for the results of the June 16 City Council meeting online at www.bigbeargrizzly.net. The results of the council's decision will not be available in time for the June 17 issue of the Big Bear Grizzly as the meeting begins after press time.

Big Bear Lake City Council considers July 4 fireworks At a special meeting at 4 p.m. June 15, the Big Bear Lake City Council will discuss the pros and cons of holding the July 4 fireworks show on July 4. With the need for social distancing and no mass gatherings allowed due to COVID-19, the council will consider the health and safety of spectators in making the decision.... Visit Big Bear CEO Michael Perry sent a letter to City Manager Frank Rush and the council members advocating for the fireworks show to be held July 4. If the show is not held July 4, the city and Visit Big Bear, who are jointly funding the show, have until Oct. 31 to reschedule. Also at this afternoon's meeting, the council will consider closing the Village L during the July 4 weekend to motorized traffic. The closure, if approved, will close Pine Knot Avenue and Village Drive Friday, Saturday and Sunday, July 3, 4 and 5, from 10 a.m. to 10 p.m. The closure will be a test and could continue on weekends during the summer season if successful. BBMWD states; San Bernardino County had a briefing today stating what would be allowed to open and what types of restrictions would be lifted. Unfortunately, nothing that was said would allow us to ease up our restrictions for the Lake. Currently our restrictions stay in place. We are keeping our fingers crossed that this will change in the very near future. We would like to thank everyone for their patience and understanding. The opening of the Lake has gone very smoothly, and we hope it continues to go that way.

BIG BEAR INCREASING ENFORCEMENT PRESENCE THIS WEEKEND With gorgeous spring weather upon us, and almost everyone anxious to get out of the house after the past 7 weeks, we are expecting many to be outside enjoying Big Bear Lake this weekend. It is important to note that outdoor activity is permitted, as long as it's done in isolation or with your household unit, you keep moving, and care is taken to stay far away from others also enjoying the outdoors. Face coverings are not r...equired when engaging in solitary outdoor activities or with your household unit, however, face coverings must be worn if others are nearby. USFS hiking trails, City parks, and the Alpine Pedal Path are expected to experience higher usage this weekend, so please be cautious and avoid interacting with others. If you are out for a walk in your neighborhood, in The Village, or along the lake, please keep your distance from others, do not congregate, and make sure you are wearing face coverings. Please note that restaurants and other food establishments are permitted to operate for take-out and delivery only, and if you order food please do not congregate outside the establishment! Please take your food home, or to a location far away from others. Boating activities are permitted on the lake this weekend, with a maximum of 4 individuals permitted on the boat. Limited vehicle / trailer parking (only 25 spaces) is available at the East Public Launch Ramp, and social distancing and face coverings are required while launching. The City will have an increased enforcement presence this weekend to ensure that the public complies with these requirements. The City is working hard to enable the reopening of businesses in our community, and in order for us to take this next step it is critical for our community to use proper social distancing, face coverings, and personal hygiene. We are getting closer and closer to a gradual reopening, and we need EVERYONE's cooperation! See more

Re-printed from Big Bear Grizzly: Calm, cool and collected. Three words to describe the operation at the East Boat Launch public ramp Friday, May 1, in Big Bear Lake. Boaters remained calm on the cool morning as they waited for the gates to open for a soft opening day to the 2020 boating season. According to Mike Stephenson, general manager of the Big Bear Municipal Water District, the first boater showed up at 4:30 a.m. Friday. By 6:45 a.m. there were 13 vehicles in line wai...ting for the 7 a.m. start time. The gates opened early to allow parking after a Caltrans official stopped by to warn them about blocking the road. Two boats were turned away before the gates opened because they weren’t banded boats, Stephenson said. About half of the first wave of boaters carried kayaks. After decontaminating the paddle boats, they parked their cars outside of the parking lot, which is limited to 25 vehicles under the soft opening 25 percent capacity rule. Stephenson said the MWD has fielded thousands of phone calls over the past few days about the status of the lake. A trip around the lake revealed few boaters on the water. Marinas are allowing only slipholders or dock members with banded boats to launch as part of Phase 1. Loren Hafen, owner of Holloway’s Marina & RV Park said all of the marina owners support the MWD’s decision to limit boaters in this first phase. We are putting safety ahead of profits, Hafen said, adding that in addition to access for slipholders, Holloway’s will have its construction and maintenance operations open. We’re taking it slow, supporting the MWD. The marinas are working together. We want to do this right.

BBMWD- Big Bear Municipal Water District 18 hrs While chasing inaccuracies on all sources of social media, we thought we would clear up some misconceptions... The County made some rulings that are a bit deceiving to Big Bear residents. The County lakes that are opening this weekend are lakes that are actually managed by the County. Our Lake is not one of those lakes. The Board will be meeting next week to make a final decision on when the Lake will be opening for the seaso...n, with a limited operating plan. Until then, our public launch ramps and the Lake surface remain closed. Please check our website for all, most current, and accurate updates. We will be sure to post the opening date on there as soon as the meeting is adjourned. Have a great weekend and stay safe!

Reprinted from the Big Bear Grizzly: Press conferences held about an hour apart presented slightly different messages as to relaxing stay-at-home restrictions in San Bernardino County and California. At 11 a.m. San Bernardino County officials revealed an updated dashboard for COVID-19 data. During the same news conference, Curt Hagman, chair of the Board of Supervisors, said he understands the big question on everyone’s mind is when would the restrictions be lifted to reopen ...the economy of the county. He said the county is guided by the mandates set by the state of California and referenced Governor Gavin Newsom’s six key points to meet before re-opening. Those include a downward trend in positive cases and hospitalizations, adequate testing and hospital capacity. Hagman said he was looking forward the timeline offered by the governor, that he was hoping would come later int he day. But, Hagman said, this is Earth Day, and while we are under a stay-at-home order, he is still encouraging people to enjoy the outdoors under certain limitations. This weekend, Hagman said, San Bernardino County is relaxing restrictions and opening, in a passive manner, county parks, lakes, trails and golf courses on a limited scale. People should still practice social distancing, wear face covering and practice good hygiene and not touch their face, Hagman said. All activities will be limited to those within immediate families/household. At noon, Newsom held his daily briefing with the entire state expecting some definitive answers and possibly a timeline as to when or how the stay-at-home order would be lifted and how to meet the six key points. Newsome said there is no date as to when. He said he wished he could provide a specific date as to when he could turn on the switch, but he doesn’t have one. Newsom said in working with his partners in Washington state and Oregon, there is progress on one indicator, hospital capacity. So that is where the restrictions are loosening. Newsom said scheduled surgeries will be allowed. He clarified these are not elective type surgeries for plastic surgery for example, but things that are necessary such as for tumors or heart valves, so the situation does not become acute.

BBMWD says: To all the folks that guessed what the Lake level was going to be after the weekend, it was 10’ 1’’ down from full on Monday and is 10’ down from full today. Todays post is an exciting one! Just before the Lake surface was closed to all Registered and Non Registered vessels a Lake record was shattered.... Philip Bougie caught this Largemouth Bass that weighed in at a whopping 8.03 pounds, breaking the previous record that weighed in at 6.56 pounds. She looks to be a female that was getting ready to spawn. The wounds on its tail fin are probably from the fish fanning its spawning bed. As avid fishers we aren’t one to leak a fisherman’s secrets, but we will say that this toad was caught off a Crankbait. The fish was released successfully and will hopefully pass its genes on to the next generation.

New Orders from the County of San Bernardino: SAN BERNARDINO HEALTH OFFICER ISSUES ORDER FOR EVERYONE IN SAN BERNARDINO COUNTY TO WEAR FACE COVERING WHEN LEAVING HOME In an effort to protect the public from further spread of COVID-19, the County’s Acting Health Officer has formally ordered everyone in San Bernardino County to wear a face covering when leaving home.... Face coverings may include coverings that secure to the ears or back of the head and encompass the mouth and nose. Homemade cloth ear loop covers, bandannas and handkerchiefs, and neck gaiters may be used to reduce the spread of COVID-19 particularly among asymptomatic people. Surgical masks and N95 masks must be preserved for healthcare workers and emergency responders. Staying home, practicing social distancing and frequent handwashing are far more effective ways to combat the spread of COVID-19, and face coverings are not a substitute for those practices, said Dr. Erin Gustafson, the County’s Acting Public Health Officer. Tuesday’s order also says faith-based services must be electronic only through streaming or online technology. People may not leave their homes for driving parades or drive-up services or to pick up non-essential items such as pre-packaged Easter eggs or bags filled with candy and toys at a drive-thru location. We understand that this is an important time for Christians around the world and it is natural to want to worship and celebrate with our families. Right now, however, is a critical time for our country and our community we can still celebrate this time from the safety of our individual homes while we help flatten the curve and save lives, said Board of Supervisors Chairman Curt Hagman. When we stay home we help our healthcare workers and our emergency responders and vulnerable populations beat COVID-19. Many churches and houses of worship are hosting virtual services, streamed online. The County encourages single-family, home-based worshipping and activities, including Easter egg hunts among household members inside the house or in residential back yards. As of today, San Bernardino County has 530 confirmed cases of COVID-19 and the deaths of 16 county residents have been associated with the disease. The Acting Health Officer’s order may be viewed here. Violation of the order is a crime punishable by up to a $1,000 fine or imprisonment up to 90 days, or both. For information about the coronavirus crisis, visit the County’s coronavirus website at sbcovid19.com. New information and resources are updated daily. The public can also contact the COVID-19 hotline from 9 a.m. to 5 p.m., Monday through Friday at (909) 387-3911, or email the County at [email protected].

Marina owners in Big Bear Lake met with the Big Bear Municipal Water District’s operations committee March 31, quickly reaching a consensus about the 2020 season opening day. We’re actually thinking it is best to wait until the first of May for the safety of our customers and employees, said Steve PonTell, owner of Pine Knot Marina. PonTell suggested the MWD could continue to monitor the situation regarding COVID-19 in April with the possibility of opening sooner.... Loren Hafen, owner of Holloway’s Marina and North Shore Landing, agreed with PonTell, suggesting that the MWD board could revisit the issue at its April 16 meeting. Steve Fengler of Big Bear Marina agrees re-evaluating the situation in mid-April is a good idea. We are already fielding quite a few phone calls from down the hill from people who want to know when they can rent boats, Fengler said. He said marinas should wait until the public launch ramps open before the marinas open for the season. Captain John Saunders of Fawn Harbor Marina wanted to allow slip owners to put their boats on the water as soon as April 1. We want to get open as soon as we possibly can; to be able to pay the bills, Saunders said. MWD board member Charlie Brewster explained to Saunders that the lake operations are not yet open. Saunders agreed with the rest of the marina owners to wait and see what develops. PonTell suggested marina owners should look into available loans to help pay salaries until the marinas can open.
