CALIFORNIANS RING IN THE NEW YEAR WITH NEW TRAFFIC SAFETY LAWS As 2020 comes to a close, the California Highway Patrol (CHP) wants to highlight some new roadway safety laws that take effect in 2021. License points for distracted driving (AB 47, Daly; 2019): Using a cell phone in a handheld manner while driving is currently punishable by a fine. Beginning July 1, 2021, violating the hands-free law for a second time within 36 months of a prior conviction for the same offense w...ill result in a point being added to a driver’s record. This applies to the violations of talking or texting while driving (except for hands-free use) and to any use of these devices while driving by a person under 18 years of age. Unattended children in motor vehicles (AB 2717, Chau): Exempts a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child who is 6 years old or younger and who is in immediate danger from heat, cold, lack of ventilation, or other dangerous circumstances. The law takes effect January 1, 2021. Move Over, Slow Down amendments (AB 2285, Transportation Committee): Extends the provisions of the Move Over, Slow Down law currently in place on freeways to also apply to local streets and roads so drivers approaching a stationary emergency vehicle displaying emergency lights, including tow trucks and Caltrans vehicles, must now move to another lane when possible, or slow to a reasonable speed on all highways, not just freeways. The law is effective January 1, 2021. Emergency vehicles (SB 909, Dodd): Allows authorized emergency vehicles to use a Hi-Lo warning sound. This distinctive sound, different than a siren, would be used to notify the public of an immediate need to evacuate an area in an emergency. The CHP is currently developing regulations to standardize the Hi-Lo warning sound statewide. Until the regulations are adopted, law enforcement agencies can use the Hi-Lo warning sound by obtaining a permit from the CHP. The law went into effect September 29, 2020. The mission of the CHP is to provide the highest level of Safety, Service, and Security.

Man arrested in ‘doughnut incident’ on Centre Point Parkway/ Spirit Court. An 18-year-old man was arrested after he reportedly took advantage of an empty Santa ...Clarita street Tuesday night doing doughnuts with his Ford Mustang. The driver, who faces a misdemeanor charge of exhibition of speed, also had his vehicle towed and impounded for 30 days. Deputies were monitoring for unsafe driving after community members alerted the Traffic Office of possible illegal speed contests. Around 9 p.m. on Tuesday night, a deputy in the area of concern heard the sound of a revving engine and screeching of tires. When the deputy investigated the source of the sound, he observed a vehicle with smoke coming from the tire ‘doing ‘doughnuts’ in the cul-de-sac. The driver reportedly told the deputy ‘he just wanted to see what the car could do.’

CHP MARKS 50th ANNIVERSARY OF THE NEWHALL INCIDENT Valencia, Calif. Just prior to midnight on April 5, 1970, Newhall Area Unit 78-8 (Officers Gore and Frago...) and Unit 78-12 (Officers Pence and Alleyn) responded to a citizens’ report of an individual brandishing a revolver from his vehicle. Officers Gore and Frago located the suspect vehicle and initiated an enforcement stop at the southeast corner of Magic Mountain Parkway and The Old Road. Upon hearing the location of the stop, Officers Pence and Alleyn began responding from the southbound onramp from Valencia Blvd. Before Officers Pence and Alleyn arrived at the scene, a bitter gun battle erupted, killing Officers Gore and Frago. When Officers Pence and Alleyn arrived, they were immediately fired upon by both suspects. In less than five minutes, all four officers lay dead, murdered by the hardened felons they had stopped. Moments later, unit 78-16R, Officers Holmes and Robinson arrived on scene and they were also immediately fired upon. Officer Holmes returned fire and the suspects fled the scene. All four slain officers were young, all four were married with children and all four had less than two years in their new careers. Their deaths shocked the small community they served in the Santa Clarita Valley, as well as the state and nation. The four officers who made the ultimate sacrifice, in what is now known as the Newhall Incident, have not been forgotten by the members of the California Highway Patrol or the citizens of the community they were sworn to serve. We are proud to honor the memory of Officers Frago, Gore, Pence and Alleyn and reaffirm our solemn promise to always remember their heroic commitment to lay down their lives rather than swerve from the path of duty.

For those of you caught in the unfortunate traffic backup yesterday on northbound I-5, here are a few pictures of the big rig that was involved in the collision.... Northbound I-5 was closed as a precaution due to spilled hazardous materials from the vehicle. Southbound I-5 was not closed which was why we did not utilize the passthrough gate north of Lake Hughes Road in Castaic. With traffic coming southbound at full speed, utilizing that gate would have been unsafe. Thank you all for your patience and understanding and keep driving safely! See more

County, this innovation will help us turn around northbou...nd cars and trucks on I-5 in the Castaic area, north of Santa Clarita. Northbound drivers will be able to make a U-turn across the median to head back toward L.A. on the southbound lanes of I-5. Today, Caltrans and the California Highway Patrol inspected the new gate, which is large enough for big trucks. See more
