Ocean Beach Planning Board 28.12.2020

Thursday Dec 3rd, the City Planning Commission will hear a proposal to legalize Short Term Vacation Rentals (STRs). This effort by Councilmember Jen Campbell would create a 4-Tier permitting system. Whole-home STR permits would be capped at 0.75% of the total number of housing units in San Diego. Except in Mission Beach, where they would be capped at 30% of housing units. The cap would not apply to whole-home STRs rented less than 20 nights per year, or to any home-share...s, or duplexes with host living on site. It also requires a sign posted outside the STR with contact information for reporting complaints, and describes a good neighbor policy and other code enforcement actions that can lead to a permit being revoked. The Planning Commission already reviewed this proposal in October but sent it back to staff with many questions. The staff memo linked below is in response to that. If it passes Planning Commission, it will likely go before one or more City Council subcommittee before it can be docketed at the full City Council for a vote, after which it could become law. Dec 1st 6pm: The Planning Board's STVR subcommittee will consider councilmember Campbell's draft ordinance to create a permitting and cap system to legalize vacation rentals. It would allow full-time STVRs at up to 30% of the housing inventory in Mission Beach, and 0.75% of housing inventory city-wide outside MB. Home shares, duplexes with host on site, and part-time STVRs (<20 days/yr) would be exempt from the % cap. The San Diego Planning Commission will see this propos...al on Dec 3rd. The Bermuda beach proposal replaces the concrete stairs that washed out in 2016. The Mariner's Cove proposal replaces the 500 apartments on site with 772 new units, 300 of which would be considered affordable housing units.
