Naval Base San Diego 04.02.2022

NOTICE: NBSD will be participating in force protection (FP) exercise Citadel Shield-Solid Curtain over the next two weeks. Personnel may see increased security activity and some exercise evolutions may affect traffic on or near the base. Vigilance remains an important deterrent to security threats, so if you see suspicious activity outside of these exercises, please report it by calling 9-1-1. Exercise Citadel Shield-Solid Curtain 2022 (CS-SC22) is an annual, two-part FP exe...rcise that takes place on all CONUS Navy installations. The exercise runs from Jan. 31 to Feb. 11. CS-SC22 enhances the training and readiness of Navy security personnel and better prepares Department of the Navy (DON) personnel for potential force protection situations. It also establishes a learning environment for security personnel to exercise functional plans and operational capabilities. These exercises are not related to any current threat; rather it is designed and executed to increase readiness and to deter or respond to potential security threats.

As part of family readiness and pursuant to DoD Inst. 1342.22, Anti-Terrorism Level 1 awareness training is made available to family members of military service members and we encourage these family members to complete AT Level 1 awareness training. The Naval Base San Diego K9 unit is comprised of Master-at-Arms that work as both the handlers and trainers for the Navy’s Military Working Dogs (MWDs). Handlers form an effective and unbreakable bond with their dogs and train them to specialize in explosives and drug detection and as patrol dogs. The Navy utilizes a multitude of different breeds to meet its mission requirements such as German Shepherds, Belgian Malinois, Labradors, and even smaller Terrier breeds for shipboard operations. The bonds formed with the dogs often last a lifetime, with handlers frequently being able to adopt their MWD after the dog reaches retirement age.

Naval Base San Diego is conducting a transportation study to identify potential improvements for vehicular, pedestrian, and bicycle traffic. Feedback is desired from everyone that accesses the base from various gates to better identify and evaluate areas for potential improvements. In addition to the new traffic laws shared earlier this week, below are two additional traffic laws that will be in effect in 2021. CA AB 47, signed into law in 2019 and taking effect July 1 2021, allows the California Department of Motor Vehicles to add a penalty point to a motorist’s driving record if he or she receives two tickets in a 36-month span for talking on a mobile phone without a hands-free device. Texting while driving also applies under the statute. California... Senate Bill 909, effective Sept. 29 2020, states authorized emergency vehicles can use a HI-Lo warning sound to notify the public of evacuations in the event of an emergency. CHP is currently developing statewide regulations for the the Hi-Lo warning sound, which is distinctive and sounds different than a traditional siren. But until those regulations are adopted, law enforcement agencies can use the sound, provided they obtain a permit from the Highway Patrol. To help first responders prepare for natural disasters and other large-scale emergencies, the legislation took effect the same day it was approved. https://www.chp.ca.gov//CALIFORNIANS-RING-IN-THE-NEW-YEAR-

The state of California has introduced new traffic laws that will be in effect in 2021. California Assembly Bill 2285, signed into law in September 2020, establishes potential fines for motorists who do not slow down and, whenever possible, change lanes when encountering a Caltrans vehicle, tow truck or any emergency vehicle with lights flashing on a highway. Previously, penalties were only imposed when violators failed to take precautions and make safe space for fire and l...aw enforcement vehicles. The new law clarifies that Caltrans equipment and tow trucks conducting operations on a highway be given the same courtesy. However, AB 2285 does not specify that motorists must move over if there might be conflicts with other drivers, or if conditions don’t allow for it. But they must slow down, otherwise CHP officers could write them a $50 ticket. CA AB 2717, signed into law at the end of September 2020, amends existing law concerning leaving children under the age of 6 unattended in vehicles. Prior to Jan. 1, state law mandated criminal penalties, including potential felony charges, for leaving children unsupervised. It also exempted good Samaritans from civil and criminal liability if they forcibly enter a vehicle to rescue a stranded animal expiring from extreme heat or cold. However, there haven’t been exemptions for breaking into a vehicle to save a child. AB 2717 changed that, specifically exempting a good Samaritan who rescues an endangered child from a locked vehicle from civil and criminal liability, if the property damage or trespass occurs while the person is rescuing a child 6 years of age or younger, according to the legislation. https://www.chp.ca.gov//CALIFORNIANS-RING-IN-THE-NEW-YEAR-

The main goal of ShakeOut day is to make people think about what they should do before, during and after an earthquake. Consider securing large or high up items in your home that could fall during an earthquake, practice drop, cover, and hold on, and discuss muster points or rendezvous locations with your coworkers or family.
