Lead Poisoning Prevention Week: October 20-26, 2019. Lead Exposure still remains a widespread and serious health and safety issue for thousands of workers in California alone. This week is to further inform the general population about the dangers of Lead Poisoning and where it may be present in our daily lives. Lead exposure in adults is usually spread on-the-job. Some of the occupations that run high risks of lead exposure include: Residential Painters, Scrap Metal Workers ...and Firing Range Employees. What is the Purpose of this Week? Lead Poisoning can cause substantial health repercussions including increased blood pressure, decreased brain function, decreased kidney function, and developmental disabilities for unborn children. Lead can easily be transmitted into the body through the dust in the air, hands, face, or even on the food you eat. CDPH has released an updated Workplace Hazard Guide for additional information. Asbestos Factoid: Not All Asbestos is Banned. EPA 2019 Ruling affects new production-but not existing. The Environmental Protection Agency (EPA) issued a final rule in April 2019 that regulates asbestos use in the United States, but it is not an absolute ban of asbestos. We still have 31 million metric tons of asbestos in our schools, homes, government and public buildings according to the Mesothelioma Applied Research Foundation . 2019 Final Rule bullet points (read more on... EPA website): The 5 uses of asbestos banned in 1989 remain banned. In addition, 19 other uses have been added. Asbestos manufacturers are required to now seek approval from the EPA before trying to resume discontinued use of asbestos. Necessitates the EPA to assess the risks connected with the limited ongoing uses of asbestos. Asbestos uses that were banned previously: Corrugated paper Rollboard Commercial paper Specialty paper Flooring felt New commercial uses that began after August 25, 1989 2019 Final EPA Rule - Additional Asbestos uses banned: Adhesives, sealants, roof and non-roof coatings Arc chutes Beater-add gaskets Cement products Extruded sealant tape and other tape Filler for acetylene cylinders Friction materials High grade electrical paper Millboard Missile liner Packings Pipeline wrap Reinforced plastics Roofing felt Separators in fuel cells and batteries Vinyl-asbestos floor tile Woven products Other building products
AB 35 on the Governor's Desk: How does this affect you? AB 35 would require the State Department of Public Health (department) to consider a report from a laboratory of an employee’s blood lead level at or above 20 micrograms per deciliter to be injurious to the health of the employee and to report that case within 5 business days of receiving the report to the Division of Occupational Safety and Health (division). The bill would further provide that the above-described repo...rt would constitute a serious violation and subject the employer or place of employment to an investigation, as provided, by the division, and would require the division to make any citations or fines imposed as a result of the investigation publicly available on an annual basis. The bill would specify that the blood lead levels identified in these provisions that trigger action by the department and the division do not supersede any lower blood lead levels established by regulations adopted by the division that would trigger required action by an employer. CDPH has made a change to their LRC exams effective this month, September 2019. The CDC level of concern (10 g/dL) has been updated in the CDPH exam to reflect the CDC reference level (currently 5 g/dL) for lead in children’s blood. Although the BLL change and reference level had been changed several years ago, we are now seeing the update in the State of CA LRC exams.
