The Lincoln City Council has asked us to share the following information with our social media followers: Every 10 years, after the U.S. Census, the City of Lincoln must re-establish the boundaries for City Council districts. The resulting council district boundaries must be balanced in population in accordance with state and federal rules governing the redistricting process. In 2021, an Independent Redistricting Commission made up entirely of community members will be formed... to establish district boundaries in a process that is free from special interests and political influence. At about 11:23 p.m. on February 11th, a Lincoln Police Officer conducted a traffic stop near the Thunder Valley Casino on a vehicle that was displaying a stolen license plate on the rear. The driver, 30-year-old Angela Gamoke was arrested for a Sacramento County warrant (vehicle theft) and was released on citation. During a probation search of the vehicle officers located a handgun, 30 round magazine, pepper spray, debit cards and identification belonging to others, burglary ...tools, narcotics, drug paraphernalia, digital scales, and fraudulent checks. The passenger, 30-year-old Johnathan Torres of Sacramento was arrested for possession of a firearm by a convicted felon, possession of ammunition by a convicted felon, carrying a concealed firearm in a vehicle, carrying a loaded firearm not registered to him, possession of a controlled substance while armed, possession of narcotics for sale, transportation of narcotics, possession of personal ID with intent to defraud, and possession of drug paraphernalia. He was booked at the South Placer Jail where is bail was set at $180,000. City of Lincoln, Local Government

Lincoln Police Department rolling out body worn cameras The Lincoln Police Department recently purchased body worn cameras and began deploying them this week. The $61,000 purchase was approved by City Council in September 2020 (that includes the cameras, 5 years of data storage, and tech support). The Motorola WatchGuard V300 cameras attach to the front of the officer’s uniform and are about the size of a deck of cards.... LPD policy states that officers will activate their cameras during enforcement and investigative contacts, traffic stops, self-initiated activity, and any other contact that becomes adversarial after the initial contact. They may stop recording during very limited, specific situations. Officers can dock the camera and upload the videos to the WatchGuard’s cloud storage at any time during their shift. They must do it at the end of each shift. Chief Doug Lee said, I am very proud of the way our employees conduct themselves daily, which results in few to no personnel complaints each year. However, it is widely recognized that the use of body worn cameras increases trust between the community and the police, provides additional evidence in arrests or prosecutions, and increases transparency and accountability. At about 12:03 AM on February 3, a Lincoln Police Officer conducted traffic stop for a vehicle code violation at Industrial Boulevard and Athens Avenue. He contacted the driver, 38-year-old Steven Baty (of Sacramento) and had him exit the vehicle to perform a drug influence evaluation. A second officer observed a handgun protruding from under the driver’s seat, which was found to be loaded. During a search of the vehicle officers located heroin, methamphetamine, LSD, an unkno...wn white powder, and evidence of drug sales (digital scale, 48 Ziploc bags, and notes indicating drug sales pay/owe sheets). Baty was arrested for possession of drugs while armed, possession of heroin for sales, possession of methamphetamine, possession of a concealed firearm, and possession of drug paraphernalia.
