United States Donated 100 New State-Of-The-Art Ventilators to the Philippines On August 28, 2020 In Manila. By Roman Palanca Mosqueda, B.S., LL.B., LL.M...., S.J.D. In an Open Letter to Pres. Trump: Philippines In Dire Need Of Ventilators posted on April 21, 2020, this Author, as newly designated Vice-Chairperson of the Katipunan Ng Bagong Pilipinas, Inc., a nonprofit nongovernment organization (NGO) with over 50,000 members in the Philippines, formally requested Pres.Trump for ventilators to the Philippines to assist in its response to COVID-19. The Katipunan Ng Bagong Pilipinas, Inc. is headed by its Chairperson, Ding Wenceslao, a billionaire real estate developer in Manila and an Ateneo de Manila University classmate of the Author, who requested the latter to write Pres. Trump. Indeed, it has consistently been providing financial and food assistance to thousands of the less privileged in the Philippines. On August 28, 2020, the United States answered the aforesaid request for ventilators by donating 100 new, state-of-the-art ventilators to the Philippines through Ambassador Sung Kim in a turn-over ceremony at the Malacanang Palace to Executive Secretary Salvador Medialdea and Secretary of Health Francisco Duque. The 100 ventilators are valued at Php 117 million. In addition, the United States has donated numerous Personal Protective Equipment (PPE) worth Php 36.8 million distributed to 49 medical facilities in the PHilippines. And 1,300 new cots valued at Php 9.3 million were also donated. In total, the United States has contributed a total of Php 7 billion ($22.6 million) to the Philippines through the State Department, USAID, and the U.S. Department of Defense. In addition, the USAID will provide clinical training and technical assistance to support health facilities in operating the ventilators. And the Department of Health will facilitate the delivery of ventilators to hospitals in the Philippines. The Trump administration has considered the long history of U.S.-Philippine relations since it became a colony in 1898 under the Treaty of Paris with Spain to the grant of Philippine independence in 1946 to the presence of U.S. military bases (Subic Naval Base and Clark Air Base) in the Philippines until 1991. The U.S.-Philippine Mutual Defense Treaty has been in existence since August 30, 1951. And the Trump administration is aware of the more than 4 million Filipinos in the United States, thousands working as doctors, registered nurses, and other caregivers as frontliners and caring for COVID-19 patients in U.S. hospitals, nursing homes, and other health facilities all over the country, as stated in this Author’s aforesaid Open Letter to Pres. Pres. Trump At His Best: Distinguishing Biden’s Alleged Lack Of Action For 47 Years From His Promises Kept, But It May Not Be Enough. By Roman P. Mosqueda, Esq.... Accepting his nomination as only Pres. Trump can do in a speech of one hour and ten minutes, he laid out his blueprint for re-election by narrating his achievements of promises kept, in contrast to Biden’s alleged inaction in 47 years. He inspired an animated audience of about 1,500 supporters at the South Lawn of the White House, culminating in a display of fireworks spelling Trump, 2020, at the nearby Washington Monument, while numerous, peaceful protestors filled the streets outside, but later on menacingly threatening Sen. Rand Paul, his wife, and Vernon Jones as they were leaving the White House. He was supported by an army of Republican leaders and civilians, among which was Utah’s Filipino-American Attorney General Sean Reyes, who spoke of Pres. Trump’s support for the prosecution of human traffickers and for their victims and narrated his Filipino father’s diaspora to the United States. Ivanka Trump of course praised his dad’s untiring work for Americans as the people’s President, his closing of the surging economy to fight the coronavirus pandemic, the champion of the American worker, and the voice of uncommon common sense. A proud daughter, she reiterated that Donald Trump came to Washington DC to indeed make America great again, although rough on the edges. Senate President Mitch McConnell emphasized his pro- tection of middle America and the Republican Senate’s role of supporting the American family, defeating the coronavirus, and returning our economy to the envy of the world. House Minority Leader since 2019, Kevin McCarthy of California, attacked the 8 years of Obama administration as lying about Obamacare, the destruc- tion of jobs and entire industries, and the empowerment of Iran, as well as the rise of ISIS. HUD Secretary Ben Carson denied that Pres. Trump is a rac- ist, reciting his work for the Afri- can-American community, his work on school choice, and his support for investment in underprivileged communities through the opportunity zones. Former New York Mayor Rudy Guilliani called Biden a trojan horse, with Bernie Sanders, AOC, Pelosi, Black Lives Matter, and his party’s entire left wing just waiting to execute pro-criminal, anti-police socialist policies. Ann Dorn, widow of retired St. Louis Police Captain David Dorn tearfully spoke of her anguish on the murder of her husband and exhorted the acceptance of Pres. Trump’s offer of federal assistance to the cities to bring about peaceful, positive change. The well-received accept- ance speech of Pres. Trump may sway some independent suburb- anites, but it may not be enough to win the electoral college of the deciding swing states in the November 3. It is criticized as violating the Hatch Act, although the Act itself specifically exempts the President and Vice-President from coverage, a legislative con- cession to the political nature of the two offices. Concededly, the Hatch Act prohibits the use of federal property like the White House for partisan political activity by covered less restricted federal employees in the Executive De- apartment, but the exemption of the President from its reach is justified by the designation of the White House as official resi- dence of the President, especially in a pandemic. Should Pres. Trump have refrained from using the South Lawn of the White House for his nomination acceptance speech? Yes indeed to level the playing field out of delicadeza (deli- cacy), unfortunately not in the vocabulary of an aggressive slugger no holds barred fighting for his survival as President. Should character be an issue both Pres. Trump and Joe Biden will flunk, considering the numerous fact checks on Donald Trump and plagiarisms and lying on academic standing by Joe Biden. Who is the lesser liar? Joe Biden hands down, tempered by some incoherent statements and gaffes, questioning his mental acuity (speed and quality and relevance of response) to be President. If underdog Pres. Trump still wins, it will be because many blue states shall have become red in disgust of the riotings and lawlessness mostly done by African-Americans in Democrat-controlled cities. The amount of backlash and the response of suburbanites will determine the result of the November 3 election. XXXX
