Monarch Funding Corp is advising Client to follow the guidance of VA Circular 26-19-17. The VA Circular indicates that lenders should rely on the funding fee status as shown on the Certificate of Eligibility (COE) as evidence of the Veteran's exemption status. If the Veteran has a claim for compensation pending or the active servicemember has a pre-discharge claim pending, corrected documentation must be obtained to support the exemption status. In addition, the COE is required on IRRRL transactions. See Guide Bulletin GB-2019-16 for more information.
