Tonight the Mira Mesa Chamber of Commerce received the following communication from the office of Mayor Todd Gloria: "Good evening, As a community leader, I am forwarding information about the executive order issued today in regards to the City of San Diego's enforcement of the state and county's public health order effective 11:59pm tonight. Please feel free to forward to your distribution lists and community members.... As local hospitals and intensive care units threaten to overflow while the coronavirus surges through the region, Mayor Todd Gloria today signed an executive order allowing for fines up to $1,000 for those who blatantly defy provisions of State orders or the San Diego County public health order. The executive order will be effective at 11:59 p.m. tonight and include the following The prohibition of private gatherings of any size All retailers operating indoors must do so at no more than 20% capacity No on-site consumption of food or drinks, including a ban on outdoor dining Face coverings must be worn outside of the home, with specific exceptions as outlined by the California Department of Public Health Nonessential work, movement and gatherings must stop between 10 p.m. and 5 a.m. All businesses not meeting the definition of essential business or State authorized sectors are considered nonessential businesses and must remain closed The executive order also limits parking enforcement to aid with California’s stay-at-home orders. To aid neighborhoods that have limited parking for residents, the City of San Diego will no longer enforce parking meter violations, time limited parking, yellow commercial zones and short-term green zones. Kindest Regards, Office of Mayor Todd Gloria" As the executive order states, SDPD and the City Attorney's office will be enforcing all aspects of the Regional Stay At Home Order, including restrictions on gathering size, business restrictions, face coverings, and non-essential activities between 10 p.m. and 5 a.m. Enforcement can include fines of up to $1,000. The current restrictions on business will remain in place. The extension is "indefinite" until such time as the ICU bed availability rises above 15%.
The State of California has launched its new website with information on applying for the California Small Business COVID-19 Relief Grant Program. Applications for Round 1 will open on Wednesday, December 30th, 2020,and close end of day on Friday, January 8th, 2021. Round 2 will be announced in the near future. A San Diego Superior Court judge has clarified that his Wednesday ruling prohibiting the enforcement of COVID-19 closures at two San Diego strip clubs also applies to all county restaurants and businesses with restaurant service.

Mayor Faulconer held a press conference at Mira Mesa Community Park to announce his executive order allowing gyms and places of worship to use city parks, with permit fees waived. Following this morning's press conference regarding the Mayor's executive order, the state has now issued guidelines allowing salons and barber shops to operate outdoors.
The State has just released "COVID-19 INDUSTRY GUIDANCE: Hair Salon and Barbershop Services Provided Outdoors." This morning, Mayor Faulconer signed an executive order that will allow businesses in the following industries and activities to use private parking lots to conduct business: Personal services, including, but not limited to, nail salons, barbershops, hair salons, and tattoo parlors; Facilities designed to accommodate at least 25 people at a time for recreation, physical fitness, and places of religious assembly; Instructional studios.
