Much of the assistance provided to families is in the form of loans that need to be repaid over time, in addition to direct aid that may have been... provided. After Superstorm Sandy, 3,600 survivors were sent a recoupment notice from FEMA demanding an average of $6,000 back from each family. The added premium necessary to protect an insured in the event of an earthquake is small when you consider that after an event there will be a substantial financial burden to those who choose to go bare.
