Serrano Creek Ranch Stables Update: In March, the City and stable operators received a letter from Orange County Coastkeeper alleging violations of the Clean Wa...ter Act at Serrano Creek Ranch near Heritage Hill Historical Park. The equestrian center opened under a contract with the County of Orange and continued when the City incorporated in 1991. The current contract for the property, which is on City-owned property designated as a park in the General Plan, runs through 2026. The letter from Orange County Coastkeeper alleged that rain washes pollutants from the stables into Serrano Creek, among other charges. The letter threatened legal action against the City and Serrano Creek Ranch. Since then, all parties have met and reached a mutually agreed upon settlement that will allow Serrano Creek Ranch stables to remain in operation. The City recognizes and appreciates the historical significance of Serrano Creek Ranch.
