Here's what we know about the proposal to create a new neighborhood by cutting Normal Street out of Hillcrest. 1. This proposal is supported by Councilmember C...hris Ward and would create a new City recognized neighborhood called "The West End" (it would include the Pride Flag). 2. It is being proposed by large developers on El Cajon and Park Blvd. 3. The plan includes new taxes and the authority to manage the Pride Flag and future promenade. 4. There have been no community meetings or sharing of documents relating to these plans but they want to get it approved "by the end of the year". These are facts.
