Community Development Block Grant (CDBG) Grant Close-Out Public Hearing Notification NOTICE IS HEREBY GIVEN that the County of Lake, Special Districts Administration, will conduct a public hearing on Friday, March 19, 2021, at 2:00 p.m. via virtual Zoom. This notice is intended to inform the residents of Lake County, California that Special Districts Administration, is in the process of closing out The Installation of Grinder Pump Stations Project for the Anderson Springs Co...mmunity. On September 1, 2016, the State Department of Housing and Community Development (HCD) announced the availability of $7,592,000 in federal CDBG Program funding for recovery efforts relating to the September 2015 Wildfire Disaster #DR-4340-CA NR 016. The purpose of this hearing is to review use of funds and program performance. The Community will have five working days (March 26, 2021, 5:00 p.m.) after the virtual public hearing to submit any questions or grievances regarding the project. Spring Valley sure is beautiful this time of year and we are enjoying every minute of this gorgeous sunshine, but, that means the weeds are enjoying the weather too! To protect against fire hazards our pest and weed abatement contractor will be conducting treatment operations for our CSA-2 Spring Valley customers beginning the second week of March 2021. Last year’s No-Spray List of customers who have requested their properties not be treated will be honored. Also, the contr...actor and/or LCSD staff will be contacting those who have asked to be called prior to application. If there is anyone who may like to confirm their address or be added/removed from the No Spray List, please contact our office immediately at 707-263-0119. Lake County Special Districts, California 08.03.2021

The Hazard Mitigation Grant Program (HMGP) project for the replacement of the redwood tanks is moving along nicely in CSA-20 Soda Bay. Grant funding has allowed for the replacement of two redwood tanks, Riviera Heights Tank #1 and Riviera Heights Tank #2. District staff has already installed temporary tanks at both tank sites and the contractor is now working on installing the two new 60,000 gallon steel bolted tanks. The District will also be pursuing additional grant funding for the replacement of the two remaining redwood tanks in CSA-20 Soda Bay. We will post more pictures as the project moves forward!

On Tuesday, January 19, 2021 the Board of Supervisors took emergency action to authorize the closure of County offices due to worsening pandemic conditions effective immediately. This action directs Department Heads to replicate actions taken in the earlier March closure to provide services without in-person contact except in very limited circumstances. Effective immediately Special Districts will be closed to the public. All water and sanitation services will not be inter...rupted, and will continue to be in full operation. Our main phone line at (707) 263-0119 will be answered by staff during our normal business hours 8:00 AM-5:00 PM - Monday through Thursday. For any water or sewer emergencies after hours, call the same number and provide the information to the answering service, who will notify the Standby Staff to respond. We do have a drop box available at the front entrance for payments and also have electronic payment options as well. To make a payment by phone call 1-844-508-3523 (a service charge of $2.95 applies to electronic payments. This is charged by the company that manages the payments and supplies the service-not by Special Districts) We will be providing general updates relating to our systems and customers via Facebook as changes or events come up. For our Middletown Customers: Our field crew will be hard at work conducting a physical inspection and line cleaning of the wastewater collection system between Napa Avenue and Sacramento Avenue beginning January 11, 2021 for a period of approximately 4 weeks between the hours of 7:00 AM-5:00 PM, Monday through Friday. This inspection and testing involves opening and entering manholes in the streets and backyard utility easements. At no time will field crews have to enter yo...ur business or residence. IMPORTANT!! Because the plumbing appliances in your house or building are connected to the Sanitary Sewer System, some residences or businesses may experience bubbling water or noise from open toilets and drains during the line cleaning activities. These issues can be minimalized by keeping the toilet lids closed during this period. Under normal conditions only clear water will be seen. Information gained from the inspections and testing will be used to repair and improve the wastewater collection system in your community. Scott Harter Hired as Special Districts Administrator The Lake County Board of Supervisors is pleased to announce the appointment of Scott Harter to succeed Jan Coppinger as Special Districts Administrator. Harter holds a Civil Engineering degree from California State University, Chico, and has served in public agencies in Lake County since 1996. We are excited to see Scott step up to this new challenge, noted Moke Simon, Chairman of the Board of Supervisors. His varied... background with County and City agencies has been a great asset in recent years, and this will be an opportunity for him to expand his contributions even more, while providing a sense of continuity for Special Districts’ staff. In twenty-four years, Scott has served as a Civil Engineer for both the County and City of Lakeport, taken on interim responsibilities in Community Development and Information Technology, and, most recently, overseen projects of great County import as Deputy Special Districts Administrator. The retirement of Jan Coppinger affects the County in a number of ways, acknowledged Simon. Scott has worked right alongside her, and understands the void that she leaves. Scott is well qualified to take up the reins, quickly identify gaps, and move the Special Districts Administration forward in a positive direction. Help us welcome Scott as the new Administrator.

Once again we ask that nothing but human waste and toilet paper be flushed in the sewer system. In addition to costly damage, flushing non-flushable items creates sewer spills and pump failures that can have very serious consequences for the environment and nearby residents. These events are costly and raise sewer rates and fees. Rags and wipes that were improperly disposed of created problems at a pump station near Parkway and Hill Road in Lakeport this afternoon. It seiz...ed the pump and sent the system into overload. Paul Harris EMT II; David McGrath EMT I; Christian Saner WWUW1; Kevin Pollock WWUW1; and Billy Inman WWUW III all responded. In addition to pulling and freeing the pump, traffic control was required. Fortunately, the pump was not permanently damaged but the equipment and staff time was costly. The staff disposed of the debris and sanitized the area before leaving the site. See more
