Irvine Unified approves new boundaries to adapt for fifth high school Irvine Unified School District’s board approved new boundaries for its district Tuesday night, reshaping the dynamics of the fast-growing district to accommodate a fifth high school in the fall of 2016. The fifth high school will be built northeast of the Great Park, near land where homes have yet to be built but where the student population is already growing. The school will open with a class of fresh...men students, instead of the ninth- and 10th-grade inaugural class the district’s consultant had recommended. The boundaries are expected to have a ripple effect across Irvine and its real estate. The top-performing schools in Irvine are often the sole reason some families purchase homes in the city. Developers have been marketing homes based on the schools to which residents could send their children. Deciding which students will attend the fifth high school has become one of the school district’s most contentious issues. It means that some students who are set to attend the district’s four other high schools will have to attend different schools due to the boundary line shifts. By Tuesday night though, much of the outcry had subsided as the board voted unanimously to adopt the new boundaries. However, the board pivoted from previous discussions in their decision to open the school to ninth-grade students only. Board President Sharon Wallin said it would mean more work for teachers and the district, but it would benefit students at the new high school because the 10th-grade class wouldn’t be forced to change high schools. Even by conservative estimates, enrollment at the schools closest to the fifth high school Irvine High and Northwood High is growing fast. Without the fifth high school, enrollment at Northwood would reach 3,500 students. The district’s maximum enrollment goal is 2,400 students. The process of drawing the new lines has taken place over about a year, throughout which parents have expressed their anxieties about the future schools their children will attend. In May, after aggressive pushback from residents in the Laguna Altura community, the district’s boundary committee proposed some revisions to the original suggestions that would allow those residents to remain at University High School, instead of the fifth high school. More than 800 residents signed a petition supporting the request. Many said they moved to the neighborhood only so their children could attend University High, which is one of the state’s top schools. Students in kindergarten through seventh grade this year would be the first group affected by the boundary changes.

O.C. underwater homes down to 3.6% Just 3.6 percent of Orange County homes with a mortgage were worth less than was owed to lenders during the second quarter this year, down from 23 percent at the bottom of the recession, CoreLogic’s latest negative equity report shows. The Irvine-based housing tracker reported Thursday that 19,840 Orange County homes were underwater as of second quarter of 2014. By comparison, the county had 130,000 underwater homes in the third quarter of 2009.

Irvine housing is booming again Irvine is in another growth spurt, with at least 23,000 new homes built, under construction or planned by developers from 2010 through 2020, an analysis by the Register shows. That's a 27 percent increase from the 84,000 Irvine residences reported in the 2010 U.S. Census.... The new home total is based on details gathered from each developer on likely construction, which in several cases was less than the number of homes allowed by entitlements on the land. Adding in the 5,800 homes that an Irvine landowner wants to build in an undeveloped industrial zone and 1,900 likely apartments where Verizon amphitheater now stands would take the total to roughly 31,000 new homes by 2025. Of course, that's still less than the rapid pace of residential growth Irvine saw during the real estate boom from 2001 to 2007. Housing stock jumped 56 percent in Irvine from 2000 to 2010, census records show. Experts say the housing demand in Irvine is driven mainly by its steady creation of new, "good-paying" jobs and the plethora of undeveloped land in the city. Its acclaimed public education, low rates of violent crime and city amenities such as parks and shopping add to the allure, they say. Irvine Business Complex and Irvine Spectrum are among the largest business centers in America. Together, they host about 8,000 businesses, 170,000 jobs and 10,000 residents, according to city figures. Employers are drawn to Irvine for several reasons, Walrod said, including: It is centrally located in the county; it is connected by the I-5, I-405 and 55 freeways and a commercial airport; it is host to a prominent research university; it offers all levels of workforce housing, from low-income apartments to high-end luxury abodes; and it has several high-density office towers. Irvine had about 190,000 jobs in the 2010 census. It has an estimated 210,000 jobs now and is projected to host 242,000 jobs by 2020, according to public studies. Most commuters are coming in from South County, Boud said. Irvine's population is estimated at about 224,000. That's projected to hit 266,000 by 2020. It was 216,000 in 2010. Irvine was the seventh fastest-growing city in California last year, state figures show. Of the 23,000 new homes in Irvine, about 6,750 are apartments. The 31,000-home figure includes 5,806 more homes FivePoint Communities wants to build near the Great Park, where it is already constructing 4,895 homes. It has offered to develop much of the park in exchange for the new entitlements. The city is interested in a deal after losing $1.4 billion in state funding for the park, but negotiations have stalled. "They're taking up all the land, building homes on every inch they can find ... Irvine is losing its identity."
