Hillsborough Police Department 09.02.2021

This morning at 0700 hours (7:00 am) Dispatcher Lisa Mendez transmitted her final radio transmission as a Police Diapatcher. Dispatcher Mendez worked the final 3 years of her 36 year career as a Hillsborough Police Department Dispatcher. Dispatcher Mendez was a mentor to all the Dispatchers with the Town of Hillsborough with her vast knowledge of the industry and caring voice when answering the phone. She received numerous accolades throughout her career, some of which you... will hear in the farewell radio transmission attached. The Hillsborough Police Department wishes Lisa a healthy and happy retirement. She and her husband plan to relocate to Arizona where she can root on her hometown San Francisco Giants during Spring Training. Thank you for everything you did for the Hillsborough Police Department and law enforcement as a whole.

This morning Hillsborough Police Officers attended the memorial service for Sacramento County Deputy Adam Gibson and his K-9 partner Riley. HPD Motor Officer Guaydacan, Patrol Officer Arceo and K-9 Officer Shum along with her partner Mando participated in the procession honoring Officer Gibson. HPD Officers are wearing mourning bands on their badges to honor the career and passing of Deputy Gibson. Following is a brief of the incident: At 10:07 p.m. on Monday, January 18, 2...021, Sacramento County Sheriff’s Office Deputies observed an occupied vehicle in a parking lot near Arden Way and Avondale Avenue that matched the description of a vehicle involved in a burglary series. Deputies initiated contact with the single occupant of the vehicle and were able to identify the subject as being on active parole. The subject became uncooperative and fled in his vehicle when deputies attempted to search the vehicle. A short pursuit ensued that terminated inside of the Cal Expo Fairgrounds Complex when the suspect vehicle became disabled after striking a curb. Multiple patrol units arrived on scene to assist the initial deputies. Deputies gave several commands for the suspect to exit his vehicle and he refused. Deputies deployed less-lethal bean bag rounds into the suspect vehicle’s back window in an attempt to see inside. A K-9 handler deployed his K-9 into the back window of the vehicle at which time several shots were fired from within the vehicle. Two deputies and the canine were struck by the suspect’s gunfire. Multiple deputies returned fire. The wounded officers were transported by deputies in patrol units to an area hospital. Deputy Adam Gibson, age 31 and a 6-year veteran of the department, was pronounced deceased at the hospital. A second deputy was stabilized and transported to a trauma center for further treatment. K-9 Riley died at the scene. The sole occupant of the suspect vehicle was pronounced deceased at the scene by fire personnel. Deputy Adam Gibson is survived by his wife Rachel Gibson and their 9 month old child, his parents Doug and Sandee Gibson, and several siblings. Deputy Gibson was a United States Marine Corps veteran who served two tours of duty in Afghanistan. Since joining the Sacramento County Sheriff’s Office in 2014, he worked in corrections, patrol, and most recently as a canine handler. Deputy Gibson received the Sheriff’s Office Bronze Star for Bravery and a Major Incident Ribbon in 2018.

Inauguration Day is upon us and the officers at the Hillsborough Police Department are maximizing their efforts in order to keep the community safe. HPD is using all available resources to stay on top of any potential incidents that may occur in the Town of Hillsborough. As of this posting, HPD has not received any information regarding a potential threat to the safety to our community or residents. HPD is also contributing to safety efforts at the State Capitol (Photo tak...en 1/17/21 in Sacramento) as well as potential local protest sites by deploying officers where needed as a part of the San Mateo County Chief’s Agreement for mutual aid. Our #1 priority is the safety of our residents and the Town of Hillsborough, and our staffing in Town will not be impacted by our mutual aid commitments. As always, HPD looks to the community for assistance. We rely heavily on the eyes and ears of the residents of Hillsborough to assist us by reporting anything suspicious or something you have heard that is concerning by calling 650-375-7470. Residential Burglary Investigations: The Hillsborough Police Department is investigating two residential burglaries that have been reported in the last 24 hours. In both cases, the residents were not home at the time. Additionally, the unknown suspect(s) made their entry by breaking the glass of a rear window of the home. ... The first burglary occurred on 11-18-2020, at approximately 8:10PM PM, in the 2900 block of Privet Drive. It appears in this case that the unknown suspect (s) located a ladder on the property and used it to climb up to the second story where a window was broken in order to gain entry. The second burglary occurred in the 900 block of Hillsborough Blvd between 11-18-2020 and 11-19-2020. The Hillsborough Police Department is requesting residents in the area of the burglaries to check their surveillance systems for any suspicious persons or vehicles during the time frames of the crimes. This time of year, HPD historically sees an increase in property crimes. There has also been an increase in residential burglary activity lately on a regional level. Our Investigations Bureau is working with allied agencies to identify the responsible suspects for these burglaries. As a reminder, the Hillsborough Police Department strongly encourages the use of residential burglar alarms and surveillance systems. In some of the cases, the homes appeared vacant or unoccupied due to no lights being on. HPD recommends having lights on or on a timer when you are away. When you go on vacation, give us a call to be placed on the Vacation Watch List. Today, the Law Enforcement Torch Run for Special Olympics Northern California came through San Mateo County. HPD, along with our allied agencies carried the torch through the entire county to raise awareness and in support of Special Olympic athletes. HPD received the torch at Peninsula and El Camino Real from our brothers and sisters at San Mateo PD and ran 2.63 miles to hand the torch off to the San Mateo County Sheriff's Office at Trousdale and El Camino Real. Over the past couple days, multiple Hillsborough residents have received a phone call or an email phishing scam trying to extort money out of recipients. Please be aware of these scams: Scam #1 We have had several residents become victims of phishing email scams where the email looked like it was from a friend with a car, medical, or legal problem requesting funds. The friend requests the victim purchase Green Spot or Apple gift cards and provide the card numbers. The ...email, in fact, is a fraudulent address and it turns out that the sender is not the victim’s friend or relative. Please see the FTC website for further info: https://www.consumer.ftc.gov//how-recognize-and-avoid-phis Scam #2 The victim receives a phone call from a utility demanding payment or service will be shut off. The caller tells the victim to go to a grocery or drug store and await further instructions via phone. In this case, the victim called HPD and there was no loss. The IRS, county jails, the Social Security Administration, local utilities and hospitals DO NOT take gift cards as payment. Any caller or email solicitor that requests payment via gift card is likely fraudulent. Please see the message below from our partners at the Hillsborough City School District about restricted public access to the public on school grounds due to the COVID-19 Pandemic. These restrictions are required for our schools to be open for in-person learning. We would like to thank the HCSD for allowing public access on weekends and non-school hours for recreational activities for our community members. ... A message from Hillsborough City School District Superintendent Louann Carlomagno Dear Hillsborough Community, The HCSD Maintenance and Operations crews are in the process of installing signage on all our campuses reminding the community that our campuses are CLOSED during the school week, as we are focused on the health and safety of our students and educators. As many of you know, our educators are on campus from early in the morning through the early evening hours, and in order to ensure their safety, we simply cannot have folks walking through our campuses during the school week - this includes all school facilities, including restrooms. We currently have groups of students from both the district and Hillsborough Recreation (HREC) on each of our campuses and those students may be out on our fields or blacktops. Our top priority is the safety and wellbeing of our students, staff and the community at-large and hence the reason for campus closures. Our campuses (including our buildings, fields and blacktops) are closed to visitors from 7:00am to 6:30pm during the school week. Organized sport groups will continue to have access through HREC. Hit and Run Investigation: A hit and run with property damage occurred on 9/8/20 between the hours of 2:30 pm and 6:00 pm. Witnesses observed a flat bed truck back into a fence located on Sandra Road at the intersection with San Raymundo Road.
