Proposition 39 passed overwhelmingly. It restored a loss of state budget funds that had been put in place during the 2009 budget deliberations. Per the initiative, for a five year period half of the estimated $1B annual revenue restoration will be allocated to a clean energy jobs-creation program. CA Assemblyman ...Kevin De Leon, who was a co-chair of the initiative campaign, will be holding hearings for that purpose beginning in January 2013. But the campaign's strong emphasis on the jobs-creation aspect would seem to argue on behalf of "shovel-ready" projects such as retrofits of schools and other public buildings.
