Proposition 39 passed overwhelmingly. It restored a loss of state budget funds that had been put in place during the 2009 budget deliberations. Per the initiative, for a five year period half of the estimated $1B annual revenue restoration will be allocated to a clean energy jobs-creation program. (see http://www.cleanenergyjobsact.com/) Details on implementation of the Proposition's $500M x 5 year funding stream have to be worked out via clean-up legislation. CA Assemblyman ...Kevin De Leon, who was a co-chair of the initiative campaign, will be holding hearings for that purpose beginning in January 2013. (see http://sd22.senate.ca.gov//2012-11-06-release-prop-39-co-c) The new Proposition 39 funds are in addition to other California programs for clean energy, including the brand new cap-and-trade CO emissions market now in its infancy. (see http://www.reuters.com//us-clean-energy-california-idUSBRE) Proposition 39 did not stipulate how funds would be apportioned among competing interests of energy efficiency and renewables, nor did it identify how the funds generated by the initiative would fit (or not fit) with CPUC-driven utility incentives, the state's Energy Action Plan, cap-and-trade, or myriad other clean energy programs. But the campaign's strong emphasis on the jobs-creation aspect would seem to argue on behalf of "shovel-ready" projects such as retrofits of schools and other public buildings.
