A new guide from Federal Highway Administration provides information on how to conduct a road safety audit (RSA) to identify potential safety improvements for pedestrians and bicyclists. It also includes an updated prompt list for using in the field and tips for conducting remote or virtual RSAs if traveling or gathering in-person is not possible. https://safety.fhwa.dot.gov//tools_so/docs/fhwasa20042.pdf Linking RSAs with Zero Deaths Based Initiatives and the Safe System ...Approach RSAs can be used in alignment with various initiatives or goals, such as Vision Zero, Toward Zero Deaths, or the Safe Systems Approach. These initiatives all recognize that roadway users misjudge risks or make mistakes, and it is necessary to design a transportation system that reduces the number and severity of consequences resulting from these actions. Towards Zero Deaths and Vision Zero approaches state that roadway deaths are unacceptable, and many State and local agencies have adopted plans and policies to reach zero deaths. Both approaches typically combine a systemic and site-specific approach to identify locations for improvement. RSAs are a perfect tool for identifying those site-specific safety needs. The Safe Systems Approach requires analysts, designers, and transportation leaders to understand the interaction among five key elements: Road users. Roadways and roadsides. Vehicles. Speed. Incident management. This approach embraces the philosophy that if one part of the system fails, the other parts should still protect transportation system users. The RSA approach allows agencies to investigate these interactions and diagnose potential safety issues through observations of modal behavior by stakeholders from various disciplines.

The City of Fresno has successfully secured $1.4 million in State Grant funding for a Class IV bikeway on Palm Avenue between Belmont and Dakota. Construction of the Class IV bikeway will begin in spring 2021. The section of Palm from Shaw to the San Joaquin River has been previously completed. To provide a fully connected bike path between Downtown Fresno and the San Joaquin River, a designated bike path on Palm from Dakota to Shaw must be installed. This section is in th...e County, therefore the City and County are coordinating efforts to engage the community and complete the bike path. Councilmember Soria and Council President Arias are asking your participation at a Virtual Joint City and County meeting on Thursday, October 15, 2020, at 6pm to discuss the importance of this section of Palm completing the connection. We have already seen social posts negative on the Palm Avenue bike path. Supervisor Brandau says he will support path if community says the want it. We need as many voices at the meeting in support that we can get to ensure this portion of the road is done and the connectivity is complete.

Has use of active transportation increased or decreased in Fresno during Covid, and if so what does this portend for the future of active transportation in Fresno?

A Systemic Safety Analysis Report has been conducted which could hopefully provide data to map a high injury network. The report should be available to BPAC soon.

Given existing gaps in the current bicycle network, would a similar slow street network traversing the city of Fresno make biking safer during the pandemic? Golden Gate Park Slow Streets will also provide the last link in a protected path for cyclists stretching from the Ferry Building to the ocean by connecting to the San Francisco Municipal Transportation Agency’s network of low-stress bikeways, Slow Streets, and streets previously closed during the health emergency.

Attendees of both Smart Cycling I and Smart Cycling II can receive a helmet and a bike light set provided courtesy of the City of Fresno Bicycle Pedestrian Advisory Committee, subject to availability. This event is a collaboration between The USGBC of Central CA, Fresno County Bicycle Coalition, City of Fresno, California Strategic Growth Council, and California Climate Investments.
